About this file

This is a Questions and Answers document with Addendum No. 1 issued by the Florida Department of Management Services, Division of Real Estate Development and Management, for Request for Qualifications (RFQ) REDM2526-04 for Architect-Engineering Services for Capitol Complex Generators Replacement. The project involves comprehensive architectural and engineering services for replacing the Capitol Complex generator system, including development of construction-ready documents, technical specifications, permitting support, bidding assistance, and construction administration. The RFQ was posted to the Florida Administrative Register (FAR) and Vendor Inventory Program (VIP) website on September 9, 2025, with a deadline for submitting vendor questions by 5:00 p.m. Eastern Time on September 16, 2025. Responses from vendors are due by 4:00 p.m. Eastern Time on October 9, 2025. Answers to questions will be posted by 5:00 p.m. on September 23, 2025. Shortlisted firms will be announced on November 4, 2025, followed by firm interviews and presentations scheduled for November 19-December 2, 2025. The selection committee's recommended selection will be posted on November 21, 2025, with an anticipated contract start date of December 1, 2025. No pre-submittal conference or site walk is planned.

The total project budget is estimated at $16,000,000. The procurement does not include Design Build delivery; rather, a Construction Manager at Risk will be selected following the architect-engineer selection. The RFQ does not provide Design Build as a contracting option, and DMS does not offer preferences to Service-Disabled Veteran Owned Small Businesses. Information regarding the existing generator system capacity will be provided only to shortlisted firms, though future capacity needs will exceed current capacity. Firms must use the latest GSA Standard Form 330 available on the GSA website (replacing the referenced Rev. 8/2016 version). The solicitation requires that if subconsultants are integral to the firm's qualifications, they must be identified in the Statement of Qualifications submission. No interested vendors or Intent to Participate roster will be published by DMS.
