About this file
This is a Final Results document issued by the Florida Department of Management Services, Division of Real Estate Development and Management, announcing the outcome of Request for Qualifications (RFQ) REDM2526-04 for Architect-Engineer Services for Capitol Complex Generators Replacement in Tallahassee, Florida. The RFQ solicitation sought comprehensive architectural and engineering services including development of construction-ready documents, technical specifications, permitting support, bidding assistance, and construction administration through final project acceptance. The response deadline was October 9, 2025, at 4:00 p.m. Eastern Time, with an anticipated contract start date of December 1, 2025. The procurement process involved preliminary screening followed by interviews, with at least three firms selected for interview consideration. Final Results were announced on December 5, 2025, following the required seventy-two-hour notice period.
McGinniss & Fleming Engineering was selected as the number one ranked firm, with Pinnacle Engineering Group and Dell Consulting, LLC ranked as alternates two and three, respectively. The Department of Management Services Secretary will finalize contract negotiations with the top-ranked firm at a price determined to be fair, competitive, and reasonable. Should negotiations prove unsuccessful with McGinniss & Fleming Engineering, the Department will proceed sequentially with the alternate firms. Prospective respondents were required to be currently licensed in Florida and demonstrate specific experience designing emergency generators, life safety systems, and power monitoring systems. The project imposed extremely tight timeframes and strict deadlines, with selected firms expected to adhere to a calendar set by the Capitol Complex and Department. All protests concerning the agency decision must be filed with the Agency Clerk within the timeframe prescribed in Section 120.57(3), Florida Statutes, with specific filing instructions provided for courier, hand delivery, U.S. mail, fax, or email submission.
