About this file

This document is a Questions and Answers and Addendum No. 1 issued by the Florida Department of Management Services (DMS), Real Estate Development and Management division, for Request for Qualifications (RFQ) REDM2526-04 regarding architect-engineering services for Capitol Complex Generators Replacement. The RFQ solicits qualifications from firms to provide design and engineering services for replacing generators at the Florida Capitol Complex in Tallahassee. The RFQ was posted to the Florida Administrative Register (FAR) and the Vendor Informal Procurement (VIP) website on September 9, 2025. The deadline for vendors to submit questions is September 16, 2025 by 5:00 p.m. Eastern Time, with answers anticipated to be posted by September 23, 2025. Vendor responses are due to DMS by October 9, 2025 at 4:00 p.m. Eastern Time. The selection committee's anticipated posting of shortlisted vendors is November 4, 2025, followed by firm interviews and presentations on November 19, 2025 and December 2, 2025. The anticipated posting of the selection committee's recommended selection is November 21, 2025, with a contract start date of December 1, 2025. No pre-submittal conference or site walk is planned, and no interested vendors list will be published. Addendum No. 1 does not need to be returned with vendor responses.

The total project budget is estimated at $16,000,000. The procurement will not be structured as a Design Build project; instead, there will be a separate solicitation for a Construction Manager at Risk. DMS will provide current generator capacity information to shortlisted firms, with the understanding that future needs will exceed current capacity. An Owners Program for commissioning and interface with existing switchgear has not been prepared by DMS and will be the responsibility of the selected architect-engineer and construction team. DMS does not give preferences to Service-Disabled Veteran Owned Small Businesses. Qualifications of the prime firm must be evident in the response; if subconsultants are part of the firm's qualification, they must be identified at the Statement of Qualifications stage. Vendors must use the latest Federal GSA Standard Form 330 available on the GSA website.
