SECTION 4: EVALUATION CRITERIA
The Government intends to award a single, firm-fixed-price open-market purchase order to the responsible quoter whose quote represents the Lowest Price Technically Acceptable (LPTA) to the Government.
Quotes will be evaluated based on the following two factors:
Factor 1: Technical Acceptability
The Government will evaluate the technical submission on a Pass/Fail (Acceptable/Unacceptable) basis. To receive an "Acceptable" rating, the quote must:
1. Provide a clear, written methodology demonstrating the capability to deliver, secure, service, and remove the 24 sanitation units in accordance with the Wednesday schedule, the tasks in Section 3, and the rigorous specifications in Attachment 2 - PWS_MITD Latrines.
2. Explicitly confirm the ability to meet the 24-hour repair/replacement window and the 48-hour final removal window.
3. Verify that the quoter has an active, valid registration in SAM.gov under NAICS 562991.
Factor 2: Price
Pricing will be evaluated based on the Total Evaluated Price calculated within the completed Attachment 1 - Pricing Worksheet. The Total Evaluated Price is calculated by summing the proposed Firm-Fixed-Price (FFP) of the Base Year and all six (6) Option Years, including the potential six-month extension period under FAR 52.217-8 (evaluated at the rates proposed for the final option period). Price reasonableness will be established using open-market price analysis, commercial competition, and/or comparison to historical prices.
