B - SOLICITATION OVERVIEW
The General Services Agency (GSA), on behalf of the Cherokee County Board of Commissioners (County), is seeking Statements of Qualification (SOQ) from Construction Managers at Risk with fire and emergency facility experience interested in providing comprehensive pre-construction and construction management services for a project known as Project No. GSA-2025-008 Fire Station 16, a joint-venture project between
Cherokee County Fire and Emergency Services and the Downtown Development Authority/City of Canton.
1. GENERAL PROJECT INFORMATION
The purpose of this project is to renovate an existing building for use as a two (2) bay, two (2) story, fire station (No. 16) which will serve downtown Canton and the surrounding community.
Agency Background:
The history of the fire service in Cherokee County dates to December 8th, 1973, when an all-volunteer group set up the first fire station in the Oak Grove community. In 1976, the Oak Grove station would become the first paid station in the County. The original fire station building was in operation until July 24, 2018, when a station was officially opened. On May 13th, 1997, the
Cherokee County Board of Commissioners voted to allow a referendum of the public for the creation of a single fire district that would encompass all Cherokee County, except for any region already incorporated into a separate fire district. The citizens formally approved the fire district creation and Cherokee County Fire Department was born. After many years of growth and development, the fire service in Cherokee County transformed from an all-volunteer agency to a mix of volunteer and paid personnel, to the dynamic all risk life safety response provider it is today. In the pursuit of continuous improvement, CCFES has set out to become an international accredited agency through a rigorous process set forth by the Center for Public Service Excellence
(CPSI) and the Commission on Fire Accreditation International. It is through this self-examination that this department has identified critical strengths that will continue to be built upon, as well as weaknesses that are being monitored, evaluated, and addressed. Over the years, Cherokee
County Fire & Emergency Services has strived to stay up to date with new technology and techniques while keeping a watchful eye on the needs and expectations of the citizens of
Cherokee County. In alignment with national standards, the department has adapted to new challenges in the community by strategically adding new stations and programs, rigorously training its firefighters, and continuing to improve upon quality-of-service delivery.
Project Description:
Located at 190 W Main St., Canton, GA 30114, the site is home to a former US Post Office Building constructed in 1928, which in the 1970’s was re-tasked to become Canton City Hall.
Project Budget
The preliminary Stated Cost Limitation (SCL) for construction cost of the project is estimated at
NOT-TO-EXCEED five million, nine-hundred and seventy-five thousand dollars ($5,975,000.00).
Project Schedule
Construction is anticipated at not more than twelve (12) months to substantial completion and not more than one (1) months for punch list and close out.
Sustainability Goals and Requirements
Though the project will not seek a sustainability certification it is the desire of the County to incorporate sustainable design and construction concepts in the project where economically practical within the stated cost limitation. Use of principles from the Energy Efficiency &
Sustainable Construction Act (EESCA) of 2008 (O.C.G.A. 50-8-18), Leadership in Energy and
Environmental Design (LEED), Green Globes, and/or Energy Star are examples of sustainability rating systems whose principles align with the County’s goals.
Project Management Reporting Systems
CM@R shall provide the Owner access to their Project Management Reporting system for contract administration processes including, but not limited to, Requests for Information, Change Orders, Payment Applications, Notices of Non-Compliance and Encumbrance Records from award through completion of the warranty period. At the close of the warranty period, access in perpetuity or a digital transmittal of all project management information is required.
Contract Information
Upon award, the successful CM@R firm will work collaboratively with the Owners’ design professional to develop a schedule for receiving design documents. The estimated percentage of document completion will be communicated to proposers prior to their submission of project proposals. The CM@R firm will assume responsibility for cost of the project construction by issuing a guaranteed maximum price (GMP) based on the design documents, with the support and assistance of the Design Professional. The CM@R will commit to a Guaranteed Maximum
Price (GMP) for all construction and site development. The GMP will be a contractual obligation.
The CM@R will also develop an overall project schedule, which will also be a contractual obligation. The CM@R will function as a CM-At-Risk (CM@R). During Pre-Construction, the
CM@R will be responsible for pricing, value engineering, and maintainability and constructability issues. Construction will commence with the release of a distinct work package (or packages) based on the design documents. The CM@R shall competitively select all construction subcontracts and other work appropriate for competitive selection using cost and other factors.
The successful CM@R shall not be eligible to bid or enter a contract or subcontract for any of the construction or other services of any nature on the project without the specific approval of the
Owners. The Project will be Open-Book. All savings, including unused contingency, will be returned to the Owners.
Firms are encouraged to review and become familiar with the terms and conditions of this agreement. Firms participating in this procurement process agree to execute the contract form as part of (APPENDIX “E”: ACCEPTANCE OF COUNTY AGREEMENT).
The contract for CM@R services will be an Actual Cost plus a Fixed Fee not to exceed the
Guaranteed Maximum Price (GMP) utilizing AIA Document A133™ – 2019, Standard Form of
Agreement Between Owner and CM w/GMP and Cherokee County Amendments. Firms participating in this procurement process agree to execute the contract form with detailed explanation of any requested modifications as requested in Step I - Statement of Qualifications
– C.10.
2. PROCUREMENT PROCESS
Selection of the CM@R will be a multi-step process.
Step I - Request for Qualifications
The selection process starts with the Request for Qualifications (“RFQ”). Interested firms shall submit
Statements of Qualifications. Firms meeting the Minimum Qualifications outlined in the RFQ will have their Statements of Qualifications reviewed by Selection Committee consisting of representatives of the
Using Agency, the GSA and internal project stakeholders and possibly third-party representatives (i.e., Design Professional, Commissioning Agent, etc.). The Selection Committee shall score each Statement of
Qualifications to create a shortlist of the firms with the most appropriate qualifications for the Project
(“Finalist Firms”).
Step II - Request for Proposals and Interviews
Finalist Firms will be invited to submit Proposals and invited for Interviews with the Selection Committee.
The Selection Committee will review the Proposals and will score each firm based upon the Proposals and
Interviews. Each firm will be awarded a Qualifications Score that is equal to the average score awarded by each of the Selection Committee Members. Scores from Step I will not carry forward into Step II.
STEP III - Finalist Selection
Procurement will review the Pricing Proposals of each firm and calculate a Proportionate Price Score for each firm as outlined in the RFP. The Proportionate Price Score will be added to the Step II – Proposal and
Interviews Score to equal the Total Score. The firm with the highest Total Score shall be recommended for selection.
It is the intent to enter a contract with the firm deemed most qualified by the process, however, the
Owners’ reserve the right to reject any or all submittals, cancel, re-advertise, and/or issue revisions to this solicitation for any reason, at any time during the process.
3. TERMS
All respondents to this RFQ/RFP are subject to instructions communicated in this document and additional terms and conditions contained in the attachment CHEROKEE COUNTY STANDARD SOLICITATION T&CS &
FORMS… for additional requirements. The Owner reserves the right to reject any or all Statements of
Qualifications or postpone/cancel this selection/solicitation.
Statement of Agreement
With the submission of a proposal, the Proposer agrees that he/she has carefully examined the Request for Proposal, and the Proposer agrees that it is the Proposer’s responsibility to request clarification on any issue(s) in any section of the Request for Proposal with which the Proposer disagrees or needs clarifying.
The Proposer also understands that failure to mention these items in the proposal will be interpreted to mean that the Proposer is in full agreement with the terms, conditions, specifications, and requirements therein. With submission of a proposal, the Proposer hereby certifies: (a) that this proposal is genuine and is not made in the interest or on behalf of any undisclosed person, firm, or corporation; (b) that
Proposer has not directly or indirectly included or solicited any other Proposer to put in a false or insincere proposal; (c) that Proposer has not solicited or induced any person, firm, or corporation to refrain from sending a proposal.
Joint-Venture Proposals
The Owner does not generally desire to enter “joint venture” agreements with multiple firms. In the event two or more firms desire to “joint venture,” it is strongly recommended that one incorporated firm propose and maintain status as the prime CM@R firm with the remaining firm(s) participating as major consultants.

No Fee Proposals will be opened or reviewed before the completion of the evaluation of Project Proposals and Interviews by the Selection Committee.
12. FINAL SELECTION
Upon completion of the evaluation and interview process by the Selection Committee, the firms will be ranked in descending order of recommendation as follows:
a). Proposal and Interview
Upon completion of the evaluation of Proposals and Interviews by the Selection Committee, each member of the Selection Committee will score the firms based upon the criteria listed above. Procurement will then compile the scores for each firm and calculate the average Score for each firm.
b). Price
Upon completion of the scoring for Step II Proposals + Interviews, Procurement will open and score each Price Proposal by dividing the total price proposed by the lowest firm by the total price proposed by the firm and multiplying the result by 30. For example, if Firm A proposed $105 and Firm B proposed $125, Firm A would be awarded 30 points (105 ÷ 105) × 30 = 30). Firm B would be awarded 25.2 points (105 ÷ 125) x 30 = 25.2).
c). Total Score = Proposal + Interview + Price
The Step II Score (Proposal and Interview) will be added to the Price Score.
AWARD
The firm with the highest total Step II score shall be recommended for award, pending review and approval by the Cherokee County Board of Commissioners.
