About this file
This document is a Request for Qualifications (RFQ) issued by the Cherokee County Board of Commissioners and General Services Agency (GSA) for design professional services for Fire Station 16, located at 190 W Main St in Canton, Georgia. The project involves converting a former US Postal Service Office and Canton City Hall into a two-bay fire station to serve downtown Canton and the surrounding community. The solicitation follows a two-step process: a Request for Qualifications (Step I) and a Request for Interviews (Step II), with key dates including a March 18, 2025 deadline for Statement of Qualifications submission, a March 27, 2025 finalist selection, and a April 22, 2025 interview date. The project's preliminary construction cost limitation is estimated at $5,975,000, with a total project duration of approximately six months for program verification through construction award, followed by twelve to fourteen months for construction and project completion.
The selection will be based on a comprehensive evaluation of firms' qualifications, with 25% weighted on firm resources, 45% on firm experience and staff qualifications, and 30% on approach and suitability. Finalist firms will be evaluated on their project team and approach (75%) and overall impression of suitability (25%), with the intent to select the most qualified design professional team to deliver the fire station project. The county seeks firms with fire and emergency service design experience, emphasizing team qualifications, previous performance, and ability to manage design issues effectively. While no specific sustainability certification is required, the county desires incorporation of sustainable design principles where economically practical, referencing guidelines such as the Energy Efficiency & Sustainable Construction Act, LEED, Green Globes, and Energy Star.

B - SOLICITATION OVERVIEW
Design Professional Services
The General Services Agency (GSA), on behalf of the Cherokee County Board of Commissioners
(CCBoC) as “Owner”, is seeking Statements of Qualifications from qualified design professionals (DP) with fire and emergency service experience, interested in providing comprehensive design professional services for a project known as Project No. GSA-2024-004 Fire Station 16, on behalf of
Cherokee County Fire and Emergency Services (“Using Agency” or ''CCFES'').
1. GENERAL PROJECT INFORMATION
The purpose of this project is to provide a Two (2) bay Fire Station (No. 16) which will serve downtown Canton and the surrounding community.
Agency Background:
The history of the fire service in Cherokee County dates to December 8th, 1973, when an all-volunteer group set up the first fire station in the Oak Grove community. In 1976, the Oak Grove station would become the first paid station in the County. The original fire station building was in operation until July 24, 2018, when a building was officially opened. On May 13th, 1997, the
Cherokee County Board of Commissioners voted to allow a referendum of the public for the creation of a single fire district that would encompass all Cherokee County, except for any region already incorporated into a separate fire district. The citizens formally approved the fire district creation and Cherokee County Fire Department was born. After many years of growth and development, the fire service in Cherokee County transformed from an all-volunteer agency to a mix of volunteer and paid personnel, to the dynamic all risk life safety response provider it is today. In the pursuit of continuous improvement, CCFES has set out to become an international accredited agency through a rigorous process set forth by the Center for Public Service Excellence
(CPSI) and the Commission on Fire Accreditation International. It is through this self-examination that this department has identified critical strengths that will continue to be built upon, as well as weaknesses that are being monitored, evaluated, and addressed. Over the years, Cherokee
County Fire & Emergency Services has strived to stay up to date with new technology and techniques while keeping a watchful eye on the needs and expectations of the citizens of
Cherokee County. In alignment with national standards, the department has adapted to new challenges in the community by strategically adding new stations and programs, rigorously training its firefighters, and continuing to improve upon quality-of-service delivery.
Project Description:
Located at 190 W Main St., Canton, GA 30114, the site is home to a former US Post Office Building constructed in 1928, which in the 1970’s was re-tasked to become Canton City Hall. The project scope includes program, concept and cost model verification, schematic design, design development, construction documents, bid/permit assistance and construction contract administration.
Project Budget
The preliminary Stated Cost Limitation (SCL) for construction cost of the project is estimated at five million, nine-hundred and seventy five thousand dollars ($5,975,000.00).
Project Schedule
The duration for the program verification through construction award is approximately six (6) months. Construction contract administration is anticipated at twelve (12) to substantial completion and no more than two (2) months for punch list and close out, paralleling the construction schedule from award to final completion.
Sustainability Goals and Requirements
Though the project will not seek a sustainability certification it is the desire of the County to incorporate sustainable design and construction concepts in the project where economically practical within the stated cost limitation. Use of principles from the Energy Efficiency &
Sustainable Construction Act (EESCA) of 2008 (O.C.G.A. 50-8-18), Leadership in Energy and
Environmental Design (LEED), Green Globes, and/or Energy Star are examples of sustainability rating systems whose principles align with the County’s goals.
Design and Project Management Reporting Systems
The DP shall provide the Owner access to their Project Management Reporting system for contract administration processes including, but not limited to: Drawing Releases, Requests for
Information, Change Orders, Payment Applications, Notices of Non-Compliance and
Encumbrance Records from award through completion of the warranty period. At the close of the warranty period, access in perpetuity or a digital transmittal of all project management information is required.
Contract Information
The contract for construction professional services will be:
AIA Document B101™ – 2017, Standard Form of Agreement Between Owner and Architect and Cherokee County Amendments.
Firms are encouraged to review and become familiar with the terms and conditions of this agreement. Firms participating in this procurement process agree to execute the contract form as part of (APPENDIX “E”: ACCEPTANCE OF COUNTY AGREEMENT).
2. PROCUREMENT PROCESS
Step I - Request for Qualifications
The selection process starts with a Request for Qualifications (“RFQ”). Interested firms shall submit Statements of Qualifications. Firms meeting the Minimum Qualifications outlined in the
RFQ will have their Statements of Qualifications reviewed by a Selection Committee consisting of representatives of the Using Agency, the GSA and internal project stakeholders such as

Step II – Requests for Interviews. All firms selected during the RFQ Process are invited to submit proposals and interview with the Selection Committee as further described in Section D of this RFQ in accordance with the following terms.
1. SUBMITTAL OF QUESTIONS AND REQUEST FOR CLARIFICATION
It is the responsibility of each respondent to examine the entire RFP, seek clarification in writing, and review its submittals for accuracy before submitting. Once the submission deadline has passed, all submissions will be final. The Owner will not request clarification from any single individual proposer regarding their submission, but reserves the right to ask, collectively, all parties that have submitted proposals for additional information. The deadline for submission of questions relating to the RFP is the time and date shown in the Schedule of Events on the Project Fact Sheet.
All relevant and significant questions that have been submitted in writing prior to the deadline will be compiled and answered in writing and issued directly to all proposers via E-mail. Any proposed exceptions to the RFP requirements or requests for deadline extensions must also be communicated to the Owner by the deadline to be properly considered. Any requests for proposal deadline extensions must include the reason(s) for such a request. The Owner reserves the right to approve or reject such requests as the Owner deems necessary.
Questions from Design Professionals about any aspect of the RFP, or the project, must be submitted in writing to the point of contact on the Project Fact Sheet.
2. PRE-PROPOSAL SITE VISIT
A pre-proposal site visit may be conducted by the Owner and, if so, attendance of finalist firms will be mandatory. The date for the site visit is tentatively listed above. The site visitors will convene at a time and location to be determined and communicated in the Notice to Finalists.
Additional information, possibly including some program, plans and drawings, may be available at the site visit for finalist review.
The Owner reserves the right to disqualify a proposer from the selection process due to a failure by a proposer to arrive for the site visit by the scheduled time. Failure to attend a mandatory site visit will automatically result in disqualification from the selection process.
3. INTERVIEW INFORMATION
Firms selected to make presentations will be notified by the Notice to Finalists letter issued by the Point of Contact listed on the Project Fact Sheet. The Notice to Finalists letter will designate a place and time for the interview session and contain relevant information regarding the presentations.
The intent of the formal interview process is to provide the Selection Committee with in-depth information about the firm to make a final selection of the best-suited firm for the Project. Firms are discouraged from summary reviews of the general company history and past experience previously submitted in Statements of Qualifications and/or Project Proposals unless this information is particularly relevant to the presentation. All key personnel should be present at the interview, including at a minimum: the principal in charge, project manager, project architect and other proposed team leadership deemed important to the project’s delivery by the proposer.
The interview sessions will last a total of 60 minutes.
The format for the interview will be as follows:

Introductions This is an opportunity for firms to introduce their proposed team. Each proposed team member participating in the interview session should introduce themselves to the selection committee, and should, at a minimum, address the following:
• Their relevant project experience
• Their training background
• The reason they were chosen to participate on the project
Project Approach Firms will have the flexibility to approach the presentation in a manner of their choosing.
Firms should focus their presentations on their plan for managing design issues. The proposing team may use visual aids such as PowerPoint to assist with their presentation.
Suggested topics include:
• Stakeholder Engagement
• Design, Construction Administration, and Close-Out Approach/Processes
• Quality Control
• Cost Control
• Schedule
• Any unique characteristics or services the firm offers
b) Questions and Answers – (25 minutes)
Twenty-five to thirty minutes of the interview time should be reserved for questions from the Selection Committee to help the Selection Committee gain additional insight into the strengths of teams being proposed and clarify any information presented in the Interview or Qualification Proposal.
4. CRITERIA FOR THE EVALUATION OF FIRMS:
The Selection Committee will evaluate the firms based upon Proposals and Interviews according to the Criteria for the evaluation listed below:
75%
Project Team and Approach, Presented
Design team’s project approach to design and construction including, but not limited to, schedule, budget, quality control, and the proposed team for this project. The Selection Committee may use references from stakeholders from previous projects of the finalists, as well as information submitted in Step I.
25%
Overall Impression of Suitability
Committee’s overall evaluation of the proposed team leadership, key team members/consultants and their ability to effectively answer questions, discuss issues and demonstrate the team’s ability to assure success to complete the project to meet the project goals within schedule and budget
5. INSTRUCTIONS FOR PREPARING FEE PROPOSALS
Fee proposals may be solicited from the finalists invited to interview. If a fee proposal is not requested prior to the interview, the intention will be to request a fee proposal from the highest rank firm at the end of the selection process. If applicable, instructions for submitting fee proposals will be included with the Notice to Finalists.
6. FINAL SELECTION
Upon completion of the evaluation and interview process by the Selection Committee, the firms will be ranked in descending order of recommendation. Negotiations will then be initiated with the best-qualified firm to finalize the terms and conditions of the contract. In the event a satisfactory fee agreement cannot be reached with the highest-ranking firm, the Owner will formally terminate the negotiations in writing and enter into negotiations in turn with the second highest ranking firm and so on until a mutual agreement is established and the Owner awards an architectural services contract.
