Dear Prospective Quoter:

Subject: Request for Quotations number 19TH2024Q0005

Enclosed is a Request for Quotations (RFQ) for janitorial services. If you would like to submit quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address which is specified on this letter.

The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

The Embassy intends to conduct a pre-quotation conference and site visit. The pre-proposal conference will be held on September 30, 2024 at 08:30 hrs. (Bangkok local time) at the U.S. Embassy Bangkok. The site visit for each location will be conducted in the different date and time, schedule as follows:

1. September 30, 2024 at 08:30 hrs. (Bangkok local time) Location: GPF, EOB, the Athenee Tower and the Ambassador’s Residence

2. October 1, 2024 at 08:30 hrs. (Bangkok local time) Location: NOB, Sindhorn Building, JUSMAG, Millennia Building and Rajdamri Compound

3. October 2, 2024 at 08:30 hrs. (Bangkok local time) Location: AFRIMS Buildings and AFRIMS Freezer Farm

4. October 3, 2024 at 08:30 hrs. (Bangkok local time) Location: Ministry of Public Health and CDC Freezer Farm

Vehicles are not allowed to be parked at EOB, NOB, the Ambassador’s Residence, JUSMAG, AFRIMS Buildings and Rajdamri compound. The completed site visit agenda will be provided upon request. Prospective offerors/quoters must provide company’s name, participant names, email address and mobile phone numbers to email:

SECTION 1 - THE SCHEDULE

1. PRICES AND PERIOD OF PERFORMANCE

The Contractor shall perform janitorial work, including furnishing all labor, material, equipment, and services, for the U.S. Embassy Bangkok, Thailand. The price listed below shall include all labor, materials, insurance (see FAR 52.228-4 and 52.228-5), overhead, and profit. The Government will pay the Contractor the fixed price per month for standard services and a fixed rate per square meter for any temporary additional services that have been satisfactorily performed.

Because Temporary/Additional Services are based on indefinite delivery/indefinite quantity the minimum and maximum amounts are defined below:

Minimum: The Government shall place orders totaling a minimum of 25 square meters.

This reflects the contract minimum for the base year and each option period.

Maximum: The amount of all orders shall not exceed 20,000 square meters. This reflects the contract maximum for the base year and each option period for temporary/additional services.

The performance period of this contract is from the start date in the Notice of Award and continuing for 12 months, with four one-year and one six-month options to renew. The initial period of performance includes any transition period authorized under the contract.

1.1 VALUE ADDED TAX

VALUE ADDED TAX. Value Added Tax (VAT) is not applicable to this contract and shall not be included in the CLIN rates or Invoices because the U.S. Embassy has a tax exemption certificate from the host government.

1.2 Offers and Payment in U.S. Dollars.

U.S. firms are eligible to be paid in U.S. dollars. U.S. firms desiring to pay in U.S. dollars should commit their offer in U.S. dollars. A U.S. firm is defined as a company which operates as a corporation incorporate under the laws of a state within the United States.

Any firm, which is not a U.S. firm, is a foreign firm. Any firm that does not meet the

SCHEDULE OF SUPPLIES/SERVICES, BLOCK 20

DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

1. SCOPE OF WORK

The purpose of this fixed price contract is to obtain janitorial services for real property owned or managed by the U.S. Government at U.S. Embassy Bangkok, Thailand. The Contractor shall perform janitorial services in all designated spaces including, but not limited to halls, offices, restrooms, work areas, entrance ways, lobbies, storage areas, elevators, and stairways. The contract will be for a one-year period from the date specified in the Notice of Award, with four one-year and one six-month options.

The Contractor shall furnish all managerial, administrative, and direct labor personnel that are necessary to accomplish the work in this contract. Contractor employees shall be on site only for contractual duties and not for other business purposes.

1.1 General Instructions

The Contractor shall prepare general instructions for the work force. The Contractor shall provide drafts to the Contracting Officer's Representative (COR) for review within thirty days after contract award. The Contracting Officer’s Representative must approve these general instructions before issuance.

1.2 DUTIES AND RESPONSIBILITIES

1.2.1 Certain areas listed in paragraph 3.0 require an escort and can only be entered during scheduled times. The General Instructions shall emphasize security requirements so that accidental security violations do not occur.

1.2.2. Contractor shall schedule routine cleaning requirements to ensure that these are done in the order and time frame that are most efficient and have the least impact on normal operations. They are to be performed daily.

1.2.3. Contractor shall schedule periodic cleaning requirements so that it causes minimal disruption to the normal operation of the facility. The COR shall determine the schedules presented which meet the needs of the individual facility. The periodic, monthly, quarterly, semi-annual, and annual cleaning services might be required at times other than the normal workday.

1.2.4. Temporary Additional Services are services that are defined as Standard Services but are required at times other than the normal workday. These services shall support special events at the Post. The Contractor shall provide these services in addition to the scheduled services specified in this contract. The COR shall order these services as needed basis. This work shall be performed by Contractor trained employees and shall not be subcontracted. The COR may require the Contractor to provide temporary additional services with 24-hour advance notice.

The Contractor shall include in its next regular invoice details of the temporary additional services and, if applicable, materials, provided and requested under temporary additional services. The Contractor shall also include a copy of the COR’s written confirmation for the temporary additional services.

1.3 TYPE OF SERVICES

Standard Services shall include the following work:

1.3.1 Daily Cleaning Requirements shall consist of:

1.3.1.1 Sweeping all floor areas including damp mopping of areas such as tile, linoleum, marble floors, staircases, and public areas. Floors shall be free of dust, mud, sand, footprints, liquid spills, and other debris. Chairs, trash receptacles, and easily moveable items shall be tilted or moved to clean underneath. The frequency may be higher than once per day when it is rainy. When completed, the floor and halls shall have a uniform appearance with no streaks, smears, swirl marks, detergent residue, or any evidence of remaining dirt or standing water.

1.3.1.2 Dusting and cleaning all furniture including desks, chairs, credenzas, computer tables, telephone tables, bookshelves with or without glass doors, coat racks, umbrella stands, pictures, maps, telephones, computers and computer screens, lamps and other common things found in an office environment. All furniture shall be free of dust, dirt, and sticky surfaces and areas.

1.3.1.3 Vacuuming all clean rugs and carpets, runners, and carpet protectors so that they are free from dust, dirt, mud, etc. When completed, the area shall be free of all litter, lint, loose soil, and debris. Any chairs, trash receptacles, and easily moveable items shall be moved to vacuum underneath, and then replaced in the original position.

1.3.1.4 Thorough cleaning of toilets, bathrooms, mirrors, and shower facilities, using suitable non-abrasive cleaners and disinfectants. All surfaces shall be free of grime, soap scum, mold, and smudges. The Contractor shall refill paper towels, toilet paper, hand soap, dishwashing liquid, disinfecting spray (in Gym Facility), disinfecting wipe (in Gym Facility) and trash bags (per inventory supplied by the Government) in all restrooms and bathrooms. The Contractor shall check those areas used by personnel visiting the chancery several times daily to ensure that the facilities are always clean and neat.

1.3.1.5 Emptying all wastepaper baskets, ashtrays and washing or wiping them clean with a damp cloth, replacing plastic wastepaper basket linings and returning items where they were located.

1.3.1.6 Cleaning of glasses, cups, and coffee services in conference facilities in the Ambassador's office area only. The Contractor shall clean the items in hot soapy water and rinse, dry and polish so that a presentable appearance is maintained.

1.3.1.7 Removing any grease marks or fingerprints from walls, doors, door frames, radiators, windows and window frames, glass desk protectors, reception booths and partitions.

1.3.1.8 Removing trash to designated area as directed by the COR and keeping trash area in a reasonably clean condition.

1.3.1.9 Sweeping debris from walkways and driveways and hose cleaning them during appropriate climatic and water use conditions.

1.3.1.10 All Control Access Compound (CAC) doors and windows, For the exterior side: do not expose the edges of any laminated glass to organic solvents, acids or any cleaner containing ammonia, which can react with the plastic components.

- Flush glass surface with clean water to soften and remove as many contaminants as possible.

- Non-alkaline cleaner and a soft, grit free cloth (not paper towels) to clean the glass. Rinse immediately with clean water and remove any excess water with a squeegee.

- NEVER use a sharp blade or scraper tool to remove deposits or clean the glass.

For the interior side:

- Thoroughly pre-rinse with clean lukewarm water to loosen and wash away surface material, grit and grime.

- Using a soft microfiber cloth or moist non-abrasive sponge or grit free cloth, gently wash with a mild diluted soap or detergent per the manufacturer’s recommendations.

- Rinse thoroughly with lukewarm clean water. Thoroughly dry the glazing with a dry soft cloth.

The polycarbonate edges (interior/protected side) of FE/BR and blast glazings are not protected with a chemical resistance hard coating. Do not allow cleaning solutions and solvents to pool along the edges for any length of time. Always rinse edges thoroughly with generous amounts of lukewarm clean water.

1.3.1.11 Separating waste materials into the recycling process and storing the recyclable materials at the specified consolidation area. Example of the recyclable materials include, but not limited to, glass, metal, aluminum, paper, cardboard, and plastic.

1.3.1.12 Sweeping and washing terraces and balconies to remove all accumulated dirt and debris.

1.3.1.13 Shampooing carpet to clean small area spot service shall be provided upon COR request on an as-needed basis.

1.3.2 Periodic Cleaning Requirements shall consist of:

1.3.2.1 Polishing all brass surfaces including door and window handles, plaques weekly.

1.3.2.2 Dusting tops of tall furniture, tops of picture frames and areas not covered in daily dusting weekly.

1.3.2.3 Spot cleaning baseboards and walls weekly.

1.3.2.4 Spot waxing and polishing floors bi-weekly.

1.3.2.5 Shampooing carpets bi-weekly.

1.3.2.6 Dusting windowsills and blinds weekly.

1.3.2.7 Cleaning shutters weekly.

1.3.2.8 Cleaning of stair railings, handrails, and balustrades weekly.

1.3.2.9 Frequencies of Periodic Cleaning shall be specified by the COR and it can be either weekly or bi-weekly basis.

1.3.3 Monthly Cleaning Requirements shall consist of:

1.3.3.1 Cleaning major appliances inside and out including vacuuming dust from around motor areas.

1.3.3.2 Wiping window blinds with a damp cloth to ensure that all smudges are removed.

1.3.3.3 Cleaning inside window glass and sash of smudges and accumulated dirt.

1.3.3.4 Moving all furniture and vacuuming or polishing the floor under the furniture as appropriate.

1.3.3.5 Waxing and polishing marble floors and baseboard cleaning. When completed, the floors shall be shiny and free of all accumulated dirt.

1.3.3.6 Cleaning caged or locked storage and mechanical rooms with the assistance of the room tenant.

1.3.4 Quarterly Cleaning Requirements shall consist of:

1.3.4.1 Removing and washing window blinds.

1.3.4.2 Shampooing the entire surface of carpets in the high traffic areas.

1.3.4.3 Cleaning and sanitizing the trash holding area.

1.3.5 Semi-Annual Cleaning Requirements shall consist of:

1.3.5.1 Stripping wax coats, spot checking sealer coats, and completely reapplying wax coats.

1.3.5.2 Shampooing carpets in all areas.

1.3.5.3 Washing the outsides of the windows of the buildings and Compound Access Control (CAC) of Government Owned Properties or Lease Properties listed in paragraph

3.0 or as specified by COR. When completed the windows shall be free of smudges, lint, or streaks from the surfaces. The contractor shall provide all necessary safety documents and equipment to illustrate capability for safety working on high buildings (see item 8.3).

The Chancery building has tie downs for rope access to the external windows. The Government building engineer and safety officer will guide the access.

1.3.5.4 Cleaning all exterior areas of the buildings and Compound Access Control (CAC) of Chancery (NOB), Annex building (EOB), and Rajdamri. Cleaning at the ground level of the exterior walls of the buildings approximately three meters high. Cleaning all windows and frames and protection grills. Also, clean both interior and exterior perimeter walls.

1.3.6 Annual Cleaning Requirements shall consist of:

1.3.6.1 Stripping wax coats and seal coats to the bare floor surface; cleaning the bare surface, and reapplying a seal coat.

1.3.6.2 Cleaning the ground gutters at the Annex building (EOB) in the waiting area of the Consular section, and gutters in the kitchen of the restaurant on the second floor of the Chancery (NOB).

2.0 MANAGEMENT AND SUPERVISION

2.1 The Contractor shall designate a representative who shall always be responsible for on-site supervision of the Contractor's workforce. This supervisor shall be the focal point for the Contractor and shall be the point of contact with U.S. Government personnel. The supervisor shall have sufficient English language skill to be able to communicate with members of the U.S. Government staff. The supervisor shall have supervision as his or her sole function.

2.2 The Contractor shall maintain schedules. The schedules shall take into consideration the hours that the staff can effectively perform their services without placing a burden on the security personnel of the Post. For those items other than routine daily services, the Contractor shall provide the COR with a detailed plan as to the personnel to be used and the time frame to perform the service.

2.3 The Contractor shall be responsible for quality control. The Contractor shall perform inspection visits to the work site on a regular basis. The Contractor shall coordinate these visits with the COR. These visits shall be surprise inspections to those working on the contract.

2.4 The Contractor shall control overtime through efficient use of the work force.

Individual work schedules shall not exceed 48 hours per week to preclude overtime being part of the standard services provided under the contract. Overtime may be necessary under Temporary Additional Services.

2.5 The Contractor shall conduct monthly safety briefing of the staffs per location.

The Contractor must be required to provide the PPE and training, especially step ladders.

2.6 The Contractor shall develop Quality Control Checklists for their specific services, such as in CAA for FAC Security Escorts to provide quality control of the service as these areas have limited access.

4.0 PERSONNEL

4.1 General.

The Contractor shall maintain discipline at the site and shall take all reasonable precautions to prevent any unlawful, riotous or disorderly conduct by Contractor employees at the site. The Contractor shall preserve peace and protect persons and property on site. The Government reserves the right to direct the Contractor to remove an employee from the worksite for failure to comply with the standards of conduct. The Contractor shall immediately replace such an employee to maintain continuity of services at no additional costs to the Government.

4.2 Standard of Conduct.

4.2.1 Uniforms and Personal Equipment. The Contractor's employees shall wear clean, neat, and complete uniforms when on duty. All employees shall wear uniforms approved by the Contracting Officer's Representative (COR).

4.2.2 Neglect of duties shall not be condoned. The Contractor shall enforce no sleeping while on duty, unreasonable delays or failures to carry out assigned tasks, conducting personal affairs during duty hours and refusing to render assistance or cooperate in upholding the integrity of the worksite security.

4.2.3 Disorderly conduct, use of abusive or offensive language, quarreling, intimidation by words, actions, or fighting shall not be condoned. Also included is participation in disruptive activities, which interfere with normal and efficient Government operations.

4.2.4 The Contractor’s employees shall report any work issues or complaints to their direct supervisor or directly to their company to maintain identification of any issues that need resolved. Any issues or complaints from the contractor shall be reported directly to the COR.

4.2.5 Intoxicants and Narcotics. The Contractor shall not allow its employees while on duty to possess, sell, consume, or be under the influence of intoxicants, drugs or substances that produce similar effects.

4.2.6. Criminal Actions. Contractor employees may be subject to criminal actions as allowed by law in certain circumstances. These include but are not limited to the following actions:

a) Falsification or unlawful concealment, removal, mutilation, or destruction of any official documents or records or concealment of material facts by willful omission from official documents or records.

b) Unauthorized use of Government property, theft, vandalism, or immoral conduct.

Removal of the Government’s property from U.S. Embassy facilities, grounds, leased spaces, or any garbage bins/skips/dumpsters for personal use without written approval from the COR and or Contracting Officer is considered theft.

The Government’s property and facilities shall not be used for personal affair or any commercial purposes other than provision of services under this contract.

c) Unethical or improper use of official authority or credentials; security violations;

or

d) organizing or participating in gambling in any form.

4.2.7 Key/Passcode Control. The Contractor shall receive, secure, issue and account for any keys issued for access to buildings, offices, equipment, gates, etc., for the purposes of this contract. The Contractor shall not duplicate keys or shall not receive/note down passcode without the COR's approval. Where it is determined that the Contractor or its agents have duplicated a key or received/note down passcode without permission of the COR, the Contractor shall remove the individual(s) responsible from this contract. If the Contractor has lost any such keys, the Contractor shall immediately notify the COR. In either event, the Contractor shall reimburse the Government for the cost of rekeying that portion of the system.

4.2.8 The Contractor’s employees are allowed to be on site during assigned working hours only.

4.2.9 The designated janitor closets shall not be used or accessed for any purposes other than provision of services under this contract.

4.3 Notice to the Government of Labor Disputes

The Contractor shall inform the COR of any actual or potential labor dispute that is delaying or threatening to delay the timely performance of this contract.

4.4 Personnel Security

4.4.1 After award of the contract, the Contractor shall provide the following list of data on each employee who will be working under the contract. The Contractor shall include a list of workers and supervisors assigned to this project.

Security requirements and procedure for the Contractor’s permanent employees who perform the work under this contract and require accessing the Chief of Mission (COM) facility on a day-to-day basis must go through the security background check by the Government. It is anticipated that security checks will take 15 – 30 days to perform.

For each individual the list shall include:

Full Name

Place and Date of Birth Current Address Identification number

The Government shall issue identity cards to Contractor personnel, after they are approved. Contractor personnel shall display identity card(s) on the uniform at all times while providing services under this contract. These identity cards are the property of the U.S. Government. The Contractor is responsible for their return at the end of the contract, when an employee leaves Contractor service, or at the request of the Government. The Government reserves the right to deny access to U.S.-owned and U.S.-operated facilities to any individual.

Security requirements and procedure for the Contractor’s temporary employees working on this contract with an estimated project duration exceed ten days per year, are required to comply with the following security procedures:

Criminal Background Checks – Required Documents: Police Certificate Company Cover Letter Name Check Form Copy of ID Card with signature

Fingerprint Check – Required Documents: Fingerprint Certificate Company Cover Letter Original Thai Identification Card or Passport

Work Permits – The Contractor shall provide copies of valid employee work permits for all non-Thai workers to the COR, before commencing work.

The Contractor is responsible for obtaining and submitting official Police Certificate, Fingerprint Certificate and Work Permit documents to the Contracting Officer Representative (COR).
