This is a combined synopsis/solicitation for Gymnastics Instructional Classes as described below and in the Performance Work Statement (PWS). This announcement constitutes the only solicitation; quotations are being requested.
The Department of the Air Force, USAFE, 700th Contracting Squadron/PKB has a requirement for non-personal child gymnastics classes as described in the PWS (Attachment 1) in support of NAFI (Non-
Appropriated Fund Instrumentality). The contractor shall provide experienced, qualified and professionally certified gymnastics instructors/coaches of youth in support of the 86th Force Support
Squadron (FSS) Youth Program (YP) at Ramstein Air Base (RAB), Germany, for the period 1 May 2026 through 30 April 2027, with yearly options to extend the performance through 30 April 2031. Please review the attachments thoroughly and provide pricing for the entire 5-year performance period using
Attachment 2 – Pricing Schedule.
Please provide a quotation for the classes attached to this RFQ by 1600 Central European Time (CET) on 27th February 2025. Questions shall be submitted via email to jaideep.singh.1@us.af.mil, carleen.clinger@us.af.mil and lena.kronen.de@us.af.mil by 1400 CET by 20th February 2025. The
Government has no obligation to answer any questions received after the due date and time.
NOTE: This is a non-appropriated fund (NAF) purchase, and it does not obligate appropriated funds of the
United States Government. Non-appropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. This purchase does not involve federal tax dollars and Japanese sales consumption tax (Shohi-zei) shall not be included in quotes prepared by local vendors.
All applicable clauses and provisions can be found in Attachment 3 – NAF Standard Clauses. Please refer to the attached NAF Standard Clauses 44 and 45 to review the instructions to offerors and evaluation process. Attachment 4 – Past and Present Experience Sheet can be used to submit previous or current contract references. The Government intends to award a Firm-Fixed-Price (FFP) Indefinite Delivery
Indefinite Quantity (IDIQ) contract to satisfy this requirement. It is anticipated that task orders will be issued annually based on the quantity of classes required for a given performance year. The quantity of classes was estimated based on the historical class quantities listed in Appendix B of the PWS.
Only USD currency offers will be accepted.
Please provide a Firm-Fixed Price (FFP) quote, as well as additional information as requested in
Attachment 3. Failure to quote on all CLINs will render the quote unacceptable and ineligible for award consideration in the absence of discussions. Award will be made on the basis of lowest total evaluated price with acceptable technical evaluation. The Government’s award process will be to first evaluate all quotes for price, ranking the offerors from lowest to highest total evaluated price. The lowest priced offeror will then be evaluated on their technical capability. Contract award will be made to the offeror whose quote represents the best value to the Nonappropriated Funds Instrumentalities (NAFI).
Responses and questions shall be directed in writing, using the English language, to the contacts listed above. In order to be considered for award, the offerors’ quote must be compliant with the requirements of this RFQ and the PWS.
This requirement is being solicited as a Request for Quote (RFQ); submission of a quote does not guarantee receipt of an award. Prices must be without added value tax (Mehrwertsteuer). Offerors shall provide a
FFP quote with Freight on Board Destination pricing; the quote must address any discount payment terms that will be offered. All correspondence shall be in English language. Offers other than in English language
MAY NOT be considered for award. The offeror shall submit a copy of business registration.
Period for acceptance of quotations: The offeror agrees to hold the prices in its quotation firm for 120 calendar days from the date specified for receipt of quotations, unless another time period is specified in an addendum to the solicitation.

(b) The extended amount must be equal to the whole dollar unit price multiplied by the number of units.

EVALUATION AND AWARD PROCESS
In accordance with FAR 13.106-1(a)(2), the Government intends to award a single contract based on
Lowest Price, Technically Acceptable (LPTA) evaluation procedures. Failure to meet the requirements of the instructions in NAF Clause 44 may result in a quotation being deemed unacceptable. All quotes will be evaluated on the Total Evaluated Price (TEP), ranked from lowest to highest. The two lowest priced quotes will then be rated for technical acceptability. If either of the quotes are deemed unacceptable during the evaluation process, the next lowest offeror(s) will be evaluated for technical acceptability. Once a quote is rated as technically acceptable, the evaluation process will stop, and award will be made to the lowest priced offeror. The government may award without discussions, reserving the right to hold discussions if deemed necessary by the Contracting Officer.
The evaluation process will include:
1) Price Evaluation:
The government will rank all quotations by TEP, to include all option year prices and the six-month extension authorized by NAF Clause 39. The TEP will be calculated by multiplying the monthly unit price by the quantity to confirm the extended amount quoted for each CLIN. All extended amounts will then be added together to get to the total price proposed. The total proposed price will then be added together with the sum for the six-month extension. The six-month extension will be calculated by taking the Extended
CLIN amounts for Option Year 4 and multiplying by a factor of 0.5. The total price proposed added with the six-month extension price will equal the TEP. The total proposed price will be evaluated for fair and reasonableness IAW FAR 13.106-3.
Arithmetic Discrepancies. For the purpose of initial evaluation of quotations, the following will be utilized in resolving arithmetic discrepancies found on the face of the price list as submitted by the offeror:
1.) Obviously misplaced decimal points will be corrected;
2.) Discrepancy between unit price and extended price, the unit price will govern;
3.) Apparent errors in extension of unit prices will be corrected;
4.) Apparent errors in extended prices per CLIN will be corrected.
5.) Rounding of unit prices shall be limited to 2 digits after the decimal
2) Technical Acceptability:
Offerors will be evaluated on written documentation submitted in accordance with NAF Clause 44, Instructions to Offerors. Technical acceptability is based on successfully meeting the requirement. The three outlined sub-factors will be rated as “Acceptable” or “Unacceptable” according to Table 1.
Table 1. Technical Ratings
Rating Description
Acceptable Quote clearly meets the minimum requirements of the solicitation.
Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.
Offerors must receive an “Acceptable” rating for each sub-factor to receive an overall “Acceptable” rating in the technical evaluation. In the event one or more sub-factors receive an “Unacceptable” rating, the quote will receive an overall “Unacceptable” rating for the technical evaluation.
Sub-factor 1: Past/Present Experience – the sub-factor is met when
- the offeror submits information on Attachment 4 that summarizes the offeror’s experience working a requirement of similar scope and complexity as identified in the PWS.
- A minimum of one (1) year of experience within the previous five (5) years from the date this solicitation is issued has been obtained.
- Information and evidence about a minimum of three (3) years of experience in teaching Youth is submitted.
Sub-factor 2: Accreditations/Certifications – the sub-factor is met when the offeror submits evidence of an accreditation of at least one of the organizations listed in Appendix A in the PWS.
Sub-factor 3: Management Approach – the sub-factor is met when the offeror submits an approach that outlines the plan to successfully accomplish this requirement, to include the plan to fill positions to maintain an adequate workforce for uninterrupted performance of all tasks defined in the PWS. The plan shall also clearly outline the hiring process and turnover process.
(b) Options. The Government will evaluate quotations for award purposes by adding the total price for all options, to include NAF Clause 39, to the total price for the basic requirement. The Government may determine that a quotation is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). For the evaluation of the option price pursuant to NAF Clause 39, Option to Extend Services, the prices proposed for the last option period (for 6 months) will be added to determine the offeror’s TEP.
