About this file

This is a Questions and Answers document addressing contractor inquiries regarding a Child and Youth Services (CYS) contract Performance Work Statement (PWS).

Background Check Requirements: Personnel working in CYS do not require access to classified and sensitive national security information and are not subject to T3 background checks. The NAF HR office conducts T1 background checks for US personnel at no cost to the contractor. Local nationals must obtain and fund their own background checks from appropriate off-base activities, with costs borne by the employee. Reference is made to Section 4.2.3 for additional details.

Class Schedule Parameters: Classes will be held in 45-minute and 60-minute periods as the standard going forward. A previously offered 90-minute Intermediate Gymnastics Class (Meteors) held twice weekly will be discontinued and replaced by 60-minute class sessions. Example rosters included at the end of the PWS contain historical class numbers that do not reflect current requirements and should not be used as reference for future scheduling.

Text version

1. All background checks are at the expense of the Contractor - are we still required to perform the T3 background checks? Or are we able to submit local background checks? If it is the aforementioned, what is the cost of each background check?

Between the first page and section 4.2, this gets confusing on what the standard is going to be now.

Persons working in CYS do not require access to classified and sensitive national security information (T3). The NAF HR office conducts T1 checks for US personnel in CYP and there’s no cost involved to the contractor. However, local nationals are responsible for securing their background checks from an appropriate off-base activity, and they bear the responsibility for the cost of that service. Please see Para

4.2.3 for reference.

2. It says that classes will be held in 45-minute and 60-minute periods, which does cover the bulk of our classes, however, our Intermediate Gymnastics Class (Meteors) is 90-minutes long, 2 times a week. Previously this was a well-attended class on Ramstein - will this be barred moving forward? I see the example rosters at the end of the document, and it has the old schedule with Meteors on them, so just in the name of clarity again.

There was one 90-minute gymnastics class held twice a week but will be replaced by the 60-minute classes. The class numbers at the end of the PWS are historical number only and do not reflect the requirement moving forward.
