(7) Acknowledgment of Solicitation Amendments;
(8) If the quote is not submitted on the SF 1442, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Unless otherwise explicitly indicated within the quote, the Government will consider submission of a quote to be a contractor’s acknowledgement and agreement with all terms, conditions, and provisions. Quotes that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration.
(9) Contractors shall provide a total price for CLIN 0001. A breakdown of the total price may be provided at the contractor’s discretion.

(2) (i) Any quote, modification, revision, or withdrawal of an quote received at the Government office designated in the solicitation after the exact time specified for receipt of quotes is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition; and-

(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the quote wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.(4) If an emergency or unanticipated event interrupts normal Government processes so that quotes cannot be received at the Government office designated for receipt of quotes by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotes will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume. (5) Quotes may be withdrawn by written notice received at any time before contract award.
(f) Contract award. The Government intends to evaluate quotes and award a contract without discussions with contractors. Therefore, the contractor’s initial quote should contain the contractor’s best terms. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.

Evaluation Factors for Award
CLAUSES INCORPORATED BY FULL TEXT
M-215-H004 BASIS OF AWARD (NAVSEA) (DEC 2018)
1. BASIS FOR AWARD
The contract resulting from this solicitation shall be awarded to the responsible Offeror whose offer, conforming to the solicitation, is the lowest priced, technically acceptable.
The rating for all non-price factors must be at least “ACCEPTABLE” in order to be eligible for award. An “UNACCEPTABLE” rating for any factor results in the proposal being unacceptable and unawardable, unless corrected through discussions, if held.
2. METHODOLOGY
In order to permit efficient competition and evaluation, the Navy shall utilize the following methodology.
Proposals shall initially be screened for price and placed in order (lowest price to highest price). The technical factors of the lowest priced proposal will then be evaluated. In the event the lowest priced proposal is deemed Unacceptable, the same process shall be conducted again as many times as necessary, until such time as the
Government identifies a technically acceptable proposal. The Navy shall make award to the lowest priced technically acceptable proposal. Accordingly, under this methodology, the technical factors of some proposals may not be evaluated. IAW FAR 15.306(c)(2), if discussions are deemed necessary by the Contracting Officer, a maximum of ten (10) lowest priced proposals will be evaluated (both non-price and price) for the purpose of establishing a competitive range.
3. EVALUATION APPROACH
Proposals will be evaluated as described herein
FACTOR 1—PAST PERFORMANCE
For evaluation of Past Performance, The Government will evaluate quality of performance utilizing applicable CPARS or PPQ(s). In addition to any PPQs and/or CPARS, the Government may, at its discretion, review and consider any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/Entity Identifier numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the offeror’s proposal, FAPIIS, SPRS, SAM, inquiries of owner representative(s), and any other known sources not provided by the offeror.
The Government may consider the currency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance.
Past Performance Evaluation Ratings
Acceptable Based on the contractor’s performance record, the Government has a reasonable expectation that the contractor will successfully perform the required effort, or the contractor’s performance record is unknown.
Unacceptable Based on the Offeror’s performance record, the Government does not have a reasonable expectation that the Offeror will be able to successfully perform the required effort.
NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the contractor shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
FACTOR 2—PRICE
Price evaluation will be based on the Total Evaluated Price (TEP). A contractor’s TEP shall be the sum of CLIN’s 0001 and 0002.
The Government will evaluate whether the Bid Guarantee complies with provision 52.228-1 of the solicitation.
The Government intends to evaluate all options and will include the provision FAR 52.217-5, Evaluation of Options in the solicitation. In accordance with FAR 52.217-5, Evaluation of Options will not obligate the Government to exercise the option(s).
Price will be evaluated for reasonableness in accordance with FAR 13.106-3(a).
In the absence of adequate price competition, the Contracting Officer may request additional data per as described in the solicitation provision 252.215-7010, Requirements for Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data (JUL 2019).
(End of provision)
52.217-5 EVALUATION OF OPTIONS (JUL 1990)
Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s).
