6. Quote Evaluation Criteria

Quote scoring will be based on the criteria stated in the subsections below. The Quote must describe how Offeror meets the requirements that are specified in this RFQ as related to the evaluation criteria below. Quotes should be clear and concise and are limited to eight

(8) pages.

One page is defined as: one side of a single 8-1/2" x 11" page, with 12-point minimum font

OYA RFQ (Admin Bldg. Restoration) page 6 of 10 RD size for the substantive text (including text in tables). Any page over this size will be counted as two (2) pages. Any page, or partial page, tabs, indexes or table of contents with substantive text, tables, graphics, charts, resumes, etc., will be counted as one (1) page.

If an Offeror submits a Quote exceeding a set page limit, OYA will consider the pages up to the allowable page limit and discard all subsequent pages.

6.1 Scope of Work (“SOW”) Max Points: 70

Provide a detailed SOW based on the Project information and requested services outlined in Section 2. The SOW shall describe Offerors’ approach to the prospective Project and include a description of the tasks and deliverables in the sequence of orders that will be used to complete the Project. The SOW shall also include what percentage of the work will be completed by the Offeror versus subcontractors.

6.2 RFQ Pricing Sheet Max Points: 30

Offeror must complete the RFQ Pricing Sheet attached to this RFQ as Exhibit A. The RFQ Pricing Sheet must be signed by an authorized representative of the Offeror. Offeror’s price must list an all-inclusive flat fee for all services provided. Travel or material costs will not be paid separately and must be factored into the price.

The SPC will conduct the price evaluation. The SPC will award a price score to each RFQ Pricing Sheet based upon the percentage of the quoted price as compared to the lowest Offeror’s price using the following formula:

Lowest price of all Offeror’s X Price points possible = Price score RFQ Pricing Sheet being scored

7. Quote Evaluation and Award Process

7.1 Evaluation

OYA will evaluate Quotes in accordance with the Pass/Fail criteria identified in Section 5.

Quotes meeting those criteria will be forwarded for evaluation for independent reviewing, scoring, and ranking according to the Quote Evaluation Criteria set forth in Section 6.

The outcome of the evaluation process may, at the OYA’s sole discretion, result in:

a. notice to Offeror(s) of selection or rejection for contract negotiation and possible award;

b. further steps to gather additional information for evaluation, (e.g. checking references, requesting clarification); or

c. cancellation of the RFQ and either re-issuance of the RFQ in the same or revised form or no further action by OYA with respect to the RFQ.

OYA reserves the right to reject any or all Quotes and reserves the right to cancel this RFQ at anytime if doing either would be in the public interest as determined by OYA. OYA is not

OYA RFQ (Admin Bldg. Restoration) page 7 of 10 RD liable for any costs an Offeror incurs while preparing or presenting the Quote or during further evaluation stages. All Quotes will become part of the public file without obligation to OYA.

7.2 Interviews or Follow-up Questions

OYA may conduct interviews or follow-up questions. If interviews or follow-up questions are conducted, the following will apply:

• The number of Offerors selected for interviews or follow-up questions is at the sole discretion of OYA.

• Interview or follow-up question scores (up to a maximum of 10 points) will be combined with the other evaluation criteria scores to arrive at a total score. The total score will be ranked to determine the apparent successful Offeror(s).

• Interviews normally require physical attendance at OYA’s offices; however, OYA may elect to conduct interviews via teleconference or video conference. Further details will be included with notification of time and date of interviews, if conducted.

• Evaluation and scoring of any interviews will be based on the following criteria:

o Understanding of requested services o Project management/cost effectiveness o Offeror’s general qualifications and relevant experience o Offeror’s capabilities

7.3 OYA Questions

OYA may require any clarification it needs to understand the Offeror’s Quote. Any necessary clarifications or modifications which are in the best interest of the OYA may be made before the Offeror is awarded a contract, and some or all of the clarifications or modifications may become part of the final contract.

7.4 Method of Award

The total scores and selection for tentative contract award will be determined as follows:

• Total Quote Score = Price score and total of all evaluator scores for a given Quote, divided by the number of evaluators.

• Total Interview Score (if conducted) = Total of all evaluator scores for a given interviewee, divided by the number of evaluators.

Final Score = Total Quote Score plus Total Interview Score (if conducted).

8. Preference: Oregon Small Business Enterprises

OYA prefers Oregon Small Business Enterprises (“OSBEs”), as described in OAR 125-246- 0230. For evaluation purposes, OYA will apply an OSBE preference by increasing the score or point total of any quote submitted by an OSBE by 5%.
