PETERSON-SCHRIEVER GARRISON
Request for Quote
The 21st Contracting Squadron, Peterson Space Force Base (SFB), Colorado announces a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued.
This solicitation, FA2517-21-Q-0244, is being issued as a Request for Quote (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 2021-06, 12 July 2021.
This procurement is using Full and Open Competition.
The Government will award a Firm Fixed Price (FFP) contract with a base plus one (1) option. The base is for Phase 1 and is dependent on venue availability dates. The option is for Phase 2 and will be from 6 January 2022 through 21 January 2022.
Description: The Contractor shall provide a hotel venue within 12 miles of Peterson Space Force Base, Colorado Springs, CO 80914 for two phases and periods of performance. The first phase and period of performance will be for a test event, which will be held during three consecutive days between 1 September and 31 October 2021. The second phase and period of performance will be for the Global Sentinel Capstone event which will be held 6-21 January 2022. The venue must be available for both of these periods of performance. Rooms must be available at the government per diem rate for Phase 2. This solicitation does not include lodging rooms. Specific requirements for the venue can be found on Attachment 4 - Performance Work Statement, Attachment 1 - Global Sentinel Venue Requirements, and Attachment 2 – Global Sentinel Audio Visual Requirements.
Anticipated award date: 1 September 2021
The following provisions and clauses apply to this acquisition. All provisions and clauses regulations references are found either in the Federal Acquisition Regulation (FAR); Dept. of Defense Federal Acquisition Regulation Supplement (DFARS); Air Force Federal Acquisition Regulation Supplement (AFFARS) and may be viewed under https://www.acquisition.gov. These applicable provisions and clauses will be incorporated either by reference or in full text and made part of the contract upon award.
Provision FAR 52.212-1, Instructions to Offerors-Commercial Items applies to this solicitation.

4. Venue is available for dates within specified period of performance for Phase 1 and Phase 2

b. Price: Price will be evaluated using Attachment 3 and should contain best terms; discounts-rebates;
and price. The quote will be evaluated, using one or more of the techniques defined in FAR 13.106-3 in order to determine it is fair and reasonable.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)
(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. 52.217-9 Option to Extend the Term of the Contract. 2000-03 As prescribed in 17.208(g), insert a clause substantially the same as the following:
Option to Extend the Term of the Contract (Mar 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor at least 10 days prior to the contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 2 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 6 months.

As prescribed in 5301.9103, insert the following clause:
OMBUDSMAN (OCT 2019)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern.
The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, AFICC/OL-SPC, Director or Deputy Director of Contracting, 250 S.
