Quote Due Date and Time: 2:00 P.M. EST, 14 March 2025
This is a Non-Personal Service requirement for Uniform Alteration Services. Contractor shall provide services for the USAF Honor Guard in accordance with the attached performance work statement.
***NOTE***
All instructions, templates, and formats contained herein shall explicitly be adhered to;
otherwise, a quote is determined to be incomplete and shall not be considered for award.
If you are the apparent awardee, the Government will notify you immediately by sending a copy of the contract for your signature. The signed contract shall be returned to the Government within 48 hours once it is received, and will then be distributed once the contract is awarded. If you do not meet the required deadline, the Government reserves the right to award to the next technically acceptable offeror.

12. Additional Information:
Be advised that all interested parties must be registered in the System for Award Management (SAM) Database in order to receive an award. If you are not registered you may make a request through the SAM website at http://www.sam.gov.
Additionally, Be advised that all interested parties must be registered as a small business in the Small Business Administration (SBA) Dynamic Business Search Database under the proper NAICS Code in order to receive an award. If you are not registered, you may self-certify through the SBA website at http://dsbs.sba.gov/dsbs/search/dsp_dsbs.cfm.
IAW DFARS 252.232-7003(b)(1) all invoices shall be submitted via Wide Area Work Flow (WAWF) located at https://wawf.eb.mil/. (Procedures and POC’s specific to this contract will be added to the contract).

52.212-1, Instructions to Offerors:
Proposal submission. The Contractor shall submit the above Cost Sheet. The Contractor’s Quote shall include: date, quote expiration date, POC name and contact information, and active CAGE Code.
Submission of a similar Cost Sheet document will be accepted in .word, .pdf or .xls format only, providing all information as outlined on the Cost Sheet is included.

EST, 14 March 2025. Offers shall be valid for a period of no less than 60 days.
52.212-2, Evaluation:
The following factors shall be used to evaluate your quote: 1) Ability to meet Government requirements.
2) Price. Price will be evaluated in accordance with FAR 13.106-3. The proposed total evaluated price (TEP) shall be determined fair and reasonable prior to award. The TEP will be determined by adding all prices for all CLINs for evaluation purposes only. Options. The Government may determine that the offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options.
52.212-3, Offeror Representations and Certifications:
The offeror verifies by submission of their quote that the representation and certifications posted at FAR 52.212-3 have been entered or updated electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal in the last 12 months, and are current, accurate, complete, and applicable to this solicitation. Alternatively, if the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision and include a completed copy with its offer.
52.232-18 Availability of Funds:
Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
