PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT FOR

UNITED STATES AIR FORCE (USAF) BAND, HONOR GUARD, CHAPLAINCY AND UNITED STATES SPACE

FORCE (USSF) HONOR GUARD ALTERATIONS SERVICES

1.0 DESCRIPTION OF SERVICES

1.1 SCOPE OF WORK. The contractor shall be responsible for uniform and performance costume tailoring and repair funded by the Government for the USAF Band and Honor Guard. Tasks shall include alterations, fitting, maintenance, repairs and embroidery for all official uniforms and performance costumes in accordance with the pricing spreadsheet. These services are to be performed at Hangar 2 (USAF Band) or Building 7100 (USAF Honor Guard), Joint Base Anacostia- Bolling (JBAB), Washington DC, or the contractor’s place of business.

1.2 UNIFORM ALTERATION. The contractor shall alter performance costumes and uniforms for the USAF Band, USAF Honor Guard, and the 11th Wing Chaplains at Arlington National Cemetery. 515 total members.

1.3 SEAMSTER. The contract shall replicate existing clothing designs, design patterns, performance costumes provided by the Government.

1.4 SEWING. The contractor shall perform sewing services. The contractor shall sew Drill Team Patch onto ascot centered, place ascot 4 ½ inches from the top and 11 inches from the bottom. The contractor shall sew ceremonial aiguilette onto the ceremonial overcoat and ceremonial blouse, flushed with the front left shoulder epaulet down the seam until point of natural hang, hanging under the sleeve and sewn up the back seam and flushed with the backside of the epaulet. The contractor shall be fully capable to sew item onto sleeves with proper orientation in accordance with Air Force Instructions (AFI) 36-2903, Dress and Appearance (the most current version http://www.e-publishing.af.mil-).

1.5 DELIVERABLES. All uniforms and costumes shall be ready to wear when picked up by the service member, which means that alterations must be accomplished, all tailoring markings must be invisible or removed and each garment must be pressed according to government specifications.

The uniforms and costumes delivered by the contractor shall be ready for use in public performances, as well as public and private military ceremonies. All alteration, seamster, and sewing services are subject to approval by the USAF Band, Senior White House Social Aid, and Honor Guard Non-Commissioned Officer in Charge of Supply.

2.0 HOURS OF OPERATION

2.1 The contractor is not required to provide service on the following holidays, except for emergency alterations: New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day and Christmas Day.

2.2 The contractor shall perform a minimum of six (6) hours, one (1) day per week at Building 7100, 50 Duncan Avenue, JBAB, Washington, DC to perform services for the USAF Honor Guards in accordance with paragraph 3.1.

2.3 The contractor shall perform a minimum of one (1) hours, one (1) day per week at Hangar 2, 201 McChord St SW, JBAB, Washington, DC to perform services for the USAF Band in accordance with paragraph 3.2.

2.4 Any services performed during regular hours of operation shall take place at Hangar 2 or Building 7100, JBAB, Washington, DC. Work performed outside normal hours of operation may be done at the contractor’s place of business.

3.0 SEWING AND UNIFORM ALTERATIONS

3.1 The following schedule is for the USAF Honor Guard and USSF Honor Guard:

• Standard return of altered and sewn items one (1) day per week (excluding Tech School Class)

• Tech School fittings on site on Tuesdays during the hours of 0900-1500 for walk-in fittings

• Tech School Class fitting for up to 35 members one day per month during the hours of 0900-1500 (scheduled by the NCOIC of Supply). The contractor shall have at least four (4) weeks (starting day after scheduled Tech School fitting) to complete the Tech School class uniforms with completion required two (2) weeks prior to the graduation day. The uniforms consist of the following items:

• 2 Ceremonial Blouses/Coat

• 2 OCP Blouse

• 2 Ceremonial Trousers

• 2 OCP Trousers

• 1 Raincoat

• 1 Lightweight Jacket

• 1 Winter Coat (overcoat)

• Emergency alterations – the contractor shall respond to emergency calls within one (1) hour of being contacted (phone call, voicemail) and report on site within two (2) hours of response.

• Quick fix alterations – the contractor shall respond within 24 hours. The Government will be responsible for delivery and pick-up of quick fix to the contractor’s alternate site.

3.2 The following schedule is for the USAF Band:

• Standard alterations returned within one (1) week

• Complex alterations returned within two (2) weeks

• Emergency alterations – In rare occasions the contractor shall respond to emergency calls within one (1) hour and report on site within two (2) hours

• On-site services for walk-ins – on site one day per week during the hours of 1000-1100 on Wednesdays

3.3 The following schedule is for the 11 WG Chaplaincy and White House Social Aids

• On-site services for walk-ins during the hours of 1300-1400 on Tuesdays located at the USAF Honor Guard

3.4 - Tech School uniforms may be delivered to and picked-up from the contractor's alternate work site from Building 7100 Joint Base Anacostia, Washington, DC.

4.0 SCHEDULE

5.0 MINIMUM QUALIFICATIONS OF PERSONNEL. The contractor shall meet the minimum qualifications as identified below.

5.1 The contractor shall have at the minimum five (5) years consistent sewing, alteration and seamstress experience.

5.2 The contractor shall reference acceptable standard for professional servicing of military uniforms by the process of alterations, sewing and/or embroidery in accordance with AFI 36-2903, Dress and Appearance (the most current version http://www.e-publishing.af.mil) and shall comply with all applicable sections, particularly those addressing placement of various insignia.

6.0 QUALITY CONTROL

6.1 The contractor shall perform services in accordance with the Performance Work Statement and Quality Assurance Surveillance Plan to assure the requirements of the contract are met.

6.2 The contractor shall maintain tracking system/log all job requests to ensure accurate workload data.

Actions will require tracking from initial fitting of uniforms and costumes, sewing and alterations, to pick up and drop off of uniforms and costumes.

6.3 The contractor shall ensure that uniform and government-provided supply items under the contractor’s control are stored in such a manner as to protect their security, quality, and cleanliness.

6.4 The contractor shall make available one complete inventory report per month of all government furnished items (buttons, chevrons, arcs, other insignia, etc) maintained at the contractor’s place of business.

7.0 EQUIPMENT

7.1 The following equipment is available for use at Hangar 2:

• Work Area 7’ x 13’ (approximate)

• Rex sewing machine, Model 351-2L (1 each)

• Singer sewing machine, Model CE 200 (1 each)

7.2 The following equipment is available for use at Building 7100:

• Work Area 11’ x 13’ (approximate)

• Industrial Single Needle Sewing Machine w/Table (1 each)

• Hem Machine w/Table (1 each), provided by the contractor

7.3 The Government shall be responsible for the maintenance and repair of equipment owned by the Government and provided to the contractor except in the case of loss or damage due to negligence on the part of the contractor.
