About this file
This document is a Questions and Answers (Q&A) file for Solicitation FA706025Q0007 for USAF Honor Guard Uniform Alteration Services. The Q&A provides critical operational details about uniform alteration requirements, including measurement and fitting processes. Key highlights include: the contractor must provide a professional tailor who will be on-site at Joint Base Anacostia-Bolling on Tuesdays from 0900-1500, with potential additional days required. The tailor will service over 315+ members across USAF and USSF Honor Guard, including initial uniform issue, fittings, and alterations, with a dedicated on-campus sewing area provided by the government.
The solicitation covers non-personal service uniform alteration and tailoring for the USAF Band and Honor Guard, encompassing tasks such as alterations, fitting, maintenance, repairs, and embroidery for official uniforms and performance costumes. The services will be performed at Hangar 2 or Building 7100 at Joint Base Anacostia-Bolling in Washington DC, with the potential for work at the contractor's facility. The contract includes a funding availability clause indicating that obligations are contingent upon appropriated funds being made available, which means final contract commitment is subject to government budget confirmation.

DEPARTMENT OF the air force
11TH CONTRACTING SQUADRON (AFDW)
JOINT BASE ANACOSTIA-BOLLING DC
10 March 2025
MEMORANDUM FOR RECORD
FROM: Joseph Trevino - Contracting Officer
SUBJECT: Solicitation FA706025Q0007 – Questions & Answers
Question: Is there a way for us to review the garments and uniforms that will require service so we can determine the type of garment and ensure accurate pricing? Please provide style models or send pictures of all uniforms in need of alteration services.
Government Response: If this is permitted, we can provide the style and model numbers and or pictures.
Question: Who will be responsible for fittings and taking measurements? Will the contractor need to have a tailor present to take measurements before performing alterations, or will the recruits take their own measurements? How is this process planned, and how many fittings are expected? This is important for us to coordinate scheduling accordingly.
Government Response: Fittings, measurements will need to be completed by a professional Tailor which is provided by the Contractor. We schedule the initial issue typically on Tuesdays for what we call “Initial Issue” of uniform items when members first arrive and begin Technical School Training. If members need alterations later on while they’re in HG, Tuesdays were the days the contractor provided Tailor was in-house (on campus, for any alterations, fittings, measurements etc.) They would also have to accommodate the Band on Wednesdays per the contract requirement and all these requirements would in fact apply to the Band as well- the tailor is just in-house for them on Thursdays.
Initially for the Technical Training classes it can range from 5 – 30 members for one fitting session in a day. With that, they would need to keep in mind for the USAF HG and USSF HG they will be servicing over 315+ members sole in the USAF/USSF HG (this number does not include the Bands #s, White House Social Aides, or Chaplaincy). It is also expected (again per the contract) they be available any day and time within 24hrs if there is an emergency. They will need to be on campus at MINIMUM on Tuesdays 0900 – 1500. But also available the remainder of the week in the event their services are needed.

Question: Will the Government designate a permanent “sewing area” for our tailors to perform the tasks at these locations? Or our tailors will be required to visit the sites for the measurements/fitting purposes only? Can all the work be performed at our Facility (including measurements)?Does ph.3.1 means the turnaround time is 1 day?
Government Response: 1. We do provide a sewing area, they can utilize this space as they see fit. Tailors provided by Contractor will visits sites usually for fittings and measurements only, however, that can change based on the need of the Mission. (Ex.
Over Holiday break our overcoats came in and needed to be fitted for 250+ members and tailored, so our tailor came in every day to work on this and fit every member). Our members will NOT be traveling to the contractors site for fittings. The tailor MUST be on our campus for any and all fittings. Turn around time is not 1 day, but within reason, depends on what the member needs done and the urgency. (if it’s a hem on pants, this should be done in a reasonable time as it’s a pretty quick fix).
