6. The Government intends to make an award based on initial quotations, without conducting post submittal-inquiries.
Therefore, it is critical that Quoters submit all required information with their initial quote. The Government reserves the right, but is not obligated, to contact a Quoter to remedy a failure to provide administrative information (e.g., product literature) or to address clerical errors. This process, if used, is not a quote revision and will not be used to allow a Quoter to change the substance of its quote.
RFO provision 52.212-2, Evaluation - Commercial Products and Commercial Services, applies to this acquisition.
As prescribed in RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government intends to award a single, firm, fixed price purchase order to the responsible Quoter whose quote conforming to the solicitation represents the Best Value to the Government, price and other factors considered. The following factors will be used to evaluate quotes: (i) Technical Capability, (ii) Price, and (iii) Past Performance.
Technical capability is pass/fail. To be considered for award, a quote must be rated technically acceptable. When conducting the Best Value determination, past performance is approximately equal in importance to price.
Instructions to Offerors (Quoters)
Evaluation Criteria
TECHNICAL CAPABILITY: A Quoter’s quotation will be considered technically acceptable if it meets all the specifications in Attachment 1 – MAF Mattress SOW. To demonstrate technical compliance, Quoters must submit the following three (3) elements as part of their technical submission:
(1) Warranty: The mattresses must be covered by the manufacturer’s standard commercial warranty. The Quoter must submit a copy of their complete warranty terms as part of their technical submission.
(2) Delivery Schedule: Quoters must clearly acknowledge and agree to the required performance period of 90 days ARO. Full performance of the contract includes delivery to and pickup from all MAF sites.
(3) Product Specification Sheets: Product literature (e.g., spec sheet) and color photographs for each distinct product type: Twin XL mattress, custom mattress, and protective encasement.
The Government will use this information to validate the technical requirements. Quotations that do not meet all technical requirements will be considered unacceptable and will not be considered for award.
PRICE: Price will be evaluated on a comparative basis amongst all received quotations and the Government’s estimate.
Pricing must be submitted on Attachment 2 – MAF Mattress Price Sheet. Quotes that do not use the provided Price Schedule may be considered unacceptable and therefore become ineligible for award.
PAST PERFORMANCE: The Government will conduct a comparative evaluation of Quoters past performance to assess the quality of their prior work. This past performance evaluation is a non-price factor and will be used in the best value determination for award. The Government will evaluate past performance based on information from a wide variety of sources, both inside and outside the Government. This may include but is not limited to the Contractor Performance Assessment Reporting System (CPARS), the Contracting Officer’s knowledge of previous experience with the item or service, commercial market experience, and consideration of performance as a subcontractor. A Quoter with no relevant past performance will not be evaluated favorably or unfavorably on this factor. In addition, a separate determination will be made as to whether the apparently successful Quoter is responsible in accordance with RFO 9.104, which may also consider past performance information. Quoters may submit past performance information, including for work performed as a subcontractor using Attachment 3 – Past Performance Information Form (PPIF). Detailed instructions for this submission are included in the attachment.
The provisions and clauses listed below have been determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices.
