About this file

This is a Questions and Answers (Q&A) document for RFQ FA452826QRS01 addressing vendor inquiries regarding the procurement of 456 mattresses, 912 protective encasements, and removal/disposal services for 15 Missile Alert Facilities (MAFs) surrounding Minot Air Force Base, North Dakota.

The Q&A clarifies critical logistical and product specifications: all 15 MAF locations require smaller vehicles (standard 26-foot box trucks maximum; 53-foot trailers cannot access), with ground-level unloading required at on-site vehicle garages and no Government off-loading assistance provided. The contractor assumes full responsibility for old mattress disposal logistics and must complete all deliveries and pickups within 5 days of each respective delivery at each site. Custom-sized mattresses measuring 34" x 77" x 10" (one per facility) with a Medium-Firm feel are required, along with protective encasements certified to either ASTM F1670 or F1671 standards. Quoters must provide product specification sheets demonstrating fire compliance per 16 CFR 1632/1633; product photographs are optional. The Government will provide specific delivery addresses or GPS coordinates one week in advance of the delivery schedule. The contract period of performance has been extended to 120 days After Receipt of Order (ARO) to accommodate 30-day Entry Authorization List (EAL) processing for required security clearances. Contractors have flexibility in delivery sequencing but must communicate their planned route one week in advance. Comparable commercial delivery experience from non-government projects qualifies as relevant past performance. The Government will award based solely on quotation submissions without accepting post-award samples, and excusable delays caused by MAF closures beyond contractor control will qualify for contract modifications.

Q&A Page 1 of 2 RFQ FA452826QRS01 – MAF Mattress Questions & Answers (Q&A)

1. Are all 15 Missile Alert Facilities accessible by standard commercial delivery vehicles, including 53-foot trailers, or should smaller vehicles be anticipated for certain locations?

Smaller vehicles should be anticipated for all locations

2. Is delivery limited to unloading at the on-site vehicle garage, with no requirement for placement or setup beyond that point? Yes

3. Can the Government confirm whether loading docks are available at any of the MAF locations, or should delivery be planned assuming ground level unloading (liftgate required)? No loading docks are available

4. Are there any known access constraints at the sites (stairs, restricted entry points, or similar) that would impact delivery or pickup?

No

5. For the removal of old mattresses, is the contractor expected to handle all disposal logistics, or are there any designated disposal procedures or locations provided by the Government? Contractor is expected to handle all disposal logistics

6. Is Euro top strictly required, or is a quilted tight-top acceptable? Euro is not strictly required, something similar to the extra pillow cushion for comfort.

7. What proof is needed for fire compliance (16 CFR 1632/1633)? Require spec sheet for the mattress

8. Can you provide quantity per each of the 15 locations? Reference last page of the statement of work.

9. Is phased delivery allowed? Yes as long as it is in the timeframe given on the statement of work.

10. Are there specific disposal requirements for old mattresses? Disposal logistics are on the contractor, no disposal on government property

11. Any special packaging or delivery restrictions? No special packaging or delivery restrictions above what is specified in the statement of work and supporting RFQ documents, including these Q&A.

12. Do mattresses need to be placed inside rooms, or is drop-off enough? No. Reference statement of work

13. Is a product spec sheet enough for technical submission? Yes, providing the required product literature (e.g., product specification sheet) is sufficient to meet the product-specific portion of the technical submission. Color photographs are requested if available but are not mandatory for a quotation to be considered technically acceptable. The RFQ Evaluation Criteria section has been updated to reflect this change.

14. Will commercial delivery experience count as past performance? Yes, comparable commercial delivery experience will be considered. The Government is looking for experience that demonstrates the Quoter’s capability to successfully coordinate and execute large-scale, multi-destination delivery projects similar to the effort described in the Statement of Work.

15. The SOW specifies 15 custom-size mattresses at 34" x 77" x 10". Are these 15 custom mattresses all identical in size, or do any of the 15 sites require a different custom dimension? Is there a breakdown by facility?

The custom size is one per facility

16. The SOW references a map in Appendix A identifying the location of each MAF. However, the map does not include street-level addresses. Will the Government provide the specific delivery address or GPS coordinates for each of the 15 MAFs prior to award or after award? How far in advance of the delivery schedule will this information be available? Yes, locations will be provided one week in advance unless additional time is required

17. The SOW states mattresses must have a "Medium-Firm" feel. Is there a specific IFD (Indentation Force Deflection) rating or firmness scale number (e.g., 5–7 on a 1–10 scale) that the Government uses to define this requirement, or is the narrative description in the SOW the full standard? The description in the statement of work is the full description

18. For the protective encasements, the SOW requires ASTM F1670 and ASTM F1671 certification. Must the encasements be certified to both standards, or is certification to either standard sufficient? Certification to either is sufficient

19. The SOW requires the contractor to unload mattresses to the "on-site vehicle garage" at each MAF. Will Government personnel be available to assist with off-loading, or is the contractor solely responsible for all unloading labor? What is the approximate size and accessibility of the vehicle garage (e.g., can a standard 53-foot trailer access it)?

Contractor is solely responsible for off loading and no a 53 foot trailer can not access it. A standard 26 foot box truck can access it

20. Given the security requirements (Entry Authorization List, background checks, no electronic devices), what is the Government's estimated processing timeline for EAL approval after contract award? Will this time count against the 90-day ARO performance period? The estimated EAL processing time is 30 days. The period of performance has been increased to 120 days ARO to account for routine EAL processing time.

21. The SOW states old mattresses will be available for pick-up 24 hours after delivery and must be picked up within 5 days. Must all 15 pick-ups be completed within 5 days of each respective delivery, or does the 5-day window apply to all sites collectively after the last delivery is made? Must be within 5 days of each respective delivery

22. Will the contractor be required to deliver to all 15 MAFs in a specific sequence or on a Government-directed schedule, or does the contractor have flexibility to plan the delivery route and order? Contractor has flexibility, but plan needs to be communicated a week in advance

23. The SOW states deliveries disrupted by MAF closures (weather, exercise, alert) will be rescheduled "as soon as possible." If such delays push performance beyond the 90-day ARO window through no fault of the contractor, will the Government issue an excusable delay or contract modification to extend the period of performance? Yes. Delays caused by circumstances beyond the contractor's control and without its fault or negligence, such as the MAF closures described, are addressed under the 'Excusable Delays' provision of FAR Clause 52.212-4(f), Terms and Conditions—Commercial Products and Commercial Services, which is incorporated into this contract.

24. Clause 52.219-14 (Limitations on Subcontracting) is included. Can the Government confirm whether the 50% limitation applies to the cost of manufacturing the mattresses, or to the total contract value including delivery? If the prime contractor is not the mattress manufacturer, what documentation will be required to demonstrate compliance with this clause? Contract Clause 52.219-14 Limitations on Subcontracting has been removed from the solicitation.

25. The solicitation states past performance will be evaluated and that a Quoter with no relevant past performance "will not be evaluated favorably or unfavorably." Is prior commercial delivery experience (non-government) considered relevant past performance under this solicitation? Yes, comparable commercial delivery experience will be considered. The Government is looking for experience that demonstrates the Quoter’s capability to successfully coordinate and execute large-scale, multi-destination delivery projects similar to the effort described in the Statement of Work.

26. The total quantity of mattresses that need to be removed and disposed of at the site. The exact count of mattresses for removal is not available. However, Quoters should base their pricing for the removal and disposal portion of the requirement on a one-for-one replacement basis, corresponding to the quantity of new mattresses being delivered under this contract.

27. The exact location for pick-up location (e.g., building, floor level) and whether all old mattresses are at a single location. Location for pick up is that same as drop off, vehicle garage.

28. On the 1st page of this request lists mattress sizes that differ from the sizes on the last page of this quote. The Standard Twin XL measures 39" x 80" (with a 10" or 12" depth).

Could you please provide the additional information requested by our vendor so we can quote this project accordingly? The mattress and encasement dimensions shown in the appendix were inconsistent with the dimensions stated in the main body of the Statement of Work and the appendix has been corrected in Attachment 1 – MAF Mattress SOW, 16 Apr 2026. The contractor is responsible for ensuring the provided encasements are appropriately sized to fit the mattress dimensions.

29. Could you please advise if there is an interested vendors list or if you are able to share any companies planning to submit their quotes? Agency procedures do not allow us to make interested vendors lists available for other vendors to see. Source Selection information, including vendor identifying information, is prohibited from being shared.

30. If I am to win this bid, is there an opportunity to send a sample to the base to experience? The Government will award a contract for products that meet the specifications in the Statement of Work. All evaluations of products will be conducted based on the information submitted in the quotation. The Government will not accept or evaluate samples after award; the contractor is expected to deliver the items as proposed in their accepted quote.

31. Specifically, there are inconsistencies between the encasement and mattress heights, with variations of 10, 11, and 12 inches. As currently specified, the encasements will not fit the mattresses. Could you please confirm the correct sizes required for the mattresses as well as the encasements? The mattress and encasement dimensions shown in the appendix were inconsistent with the dimensions stated in the main body of the Statement of Work and the appendix has been corrected in Attachment 1 – MAF Mattress SOW, 16 Apr 2026. The contractor is responsible for ensuring the provided encasements are appropriately sized to fit the mattress dimensions.

32. We have questions for the mattresses if we deliver the products we have to load old one and off load the new one? For example: there's different locations for the delivery, so one place we deliver 100 mattresses and 100 encasements so we have delivered ourself or there's a person there and pick up from the dock? Or there's a dock for delivery? Or our delivery guy bring 100 mattresses out side with 100 encasements and deliver on dock? The contractor is responsible for handling all disposal logistics (ref Q5 & Q10). The pick-up location is the same as the drop-off location (ref Q47). The Contractor is solely responsible for off loading (ref Q19). No loading docks are available (ref Q3). The delivery point is the on-site vehicle garage (ref Q2). The contractor is not responsible for placing mattresses inside rooms (ref Q12).
