REQUEST FOR QUOTE (RFQ)

GENERAL INFORMATION

1. This is a combined synopsis/solicitation for a commercial item prepared in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures IAW FAR Part 13. This solicitation document and incorporated provisions and clauses are those in effect through:

Federal Acquisition Circular Number 2025-05, dated 7 August 25 Defense Federal Acquisition Regulation Supplement Change, dated 17 January 25 Department of the Air Force Federal Acquisition Regulation Supplement Change, dated 16 October 24

2. This solicitation is for the acquisition of the Data Center Monitoring Modernization, located at Lajes Field, Terceira Island, Azores, Portugal, with a NAICS code of 541513 – Computer Facilities Management Services. Additional requirement information can be found in Attachment 1, Statement of Objectives (SOO).

3. The Government intends to award a Firm-Fixed-Price contract IAW FAR 16.202. This solicitation will result in a single award. Please be advised that this RFQ in no manner obligates the Government regarding award of a contract that results from the issuance of this solicitation.

4. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Contents of quote must adhere to the requirements outlined in the addenda to FAR provision 52.212-1 below and additional information provided within this solicitation. Quotes must be valid until 31 December 2025.

THE FOLLOWING CLAUSES AND PROVISIONS APPLY TO THIS ACQUISITION

Addendum to FAR 52.212-1 INSTRUCTIONS TO OFFERORS -- Commercial Products and Commercial Services (Sep 2023) Clarification of language used. This solicitation is a request for quote (RFQ). If appearing in this solicitation, the terms "RFP" shall mean "RFQ", the words "proposal" or "offer" shall mean "quote," the word "offeror" or “vendor” shall mean "quoter," "contract" shall mean "purchase order" and “item” shall mean “product.”

To ensure timely and equitable award process, the quoter must follow the instructions contained herein.

The quote must be complete, self-sufficient and respond directly to the requirements of this solicitation.

The offeror is required to meet all solicitation terms and conditions, representations and certifications, and technical requirements in addition to those identified as evaluation factors. Failure to meet any requirement, described herein, may result in a quote being ineligible for award. The response shall consist of two (2) separate parts: PART I- Price and PART II- Technical Experience.

PART I – Price:

The offeror is required to fill-in, page two (2), of this RFQ document and submit with the quote. The offeror must also acknowledge all amendments, if applicable.

Price instructions. In addition, the offeror is required to use Attachment 2 – Price Schedule to prepare their unit prices and total amount. Offerors may adjust the price schedule in accordance with their proposed milestones. The CLIN unit price and the total price must be provided in a clear and legible manner. Prices must be submitted in United States Dollar (USD).

PART II – Technical Experience:

Technical instructions. A complete Statement of Objectives is included as Attachment 1, to this solicitation. The offeror is required to provide at least two (2) detailed examples of demonstrated experience integrating monitoring platforms into networks of similar size and complexity to the requirement.

The Contracting Officer is not responsible for locating or obtaining any information not identified in the quote.

Solicitation questions. Questions regarding this solicitation must be submitted electronically no later than 2:00PM local time on Friday, 5 September 2025.

Submitting your quote. The quote must be submitted to the following two (2) email addresses:

It is not the Government’s responsibility to ensure that the quote arrives in a timely manner. The Government will respond to the submission to acknowledge receipt of the quote.

The offeror is cautioned to submit all the information in the specific format requested. The Government reserves the right to conduct interchanges with some, all, or none of the offerors.

Addendum to 52.212-2 EVALUATION—Commercial Products and Commercial Services (Nov 2021)

The quote will be evaluated IAW FAR 13.106, which will be based on price and technical experience.

Price factor. The quoted price will be determined by the total evaluated price provided in the pricing schedule. All prices will be determined by multiplying the quantities by the proposed unit price for the CLIN to confirm the extended amount or the total amount.

Technical Experience factor. The measure of merit for this factor will be the degree to which the offeror's quote clearly demonstrates experience and capabilities in integrating monitoring solutions that meet or exceed the performance characteristics outlined in Attachment 1, Statement of Objectives.

The technical ratings are below:

ACCEPTABLE Quoted items and service clearly meet the minimum requirements of the solicitation.

UNACCEPTABLE Quoted items and service do not clearly meet the minimum requirements of the solicitation.

Award process. The Government intends to award a Firm-Fixed-Price contract resulting from this solicitation to the responsible offeror who provides the lowest priced, deemed technically acceptable offer.
