About this file
This document is an Attachment of Questions and Answers for Request for Quote (RFQ) FA448625Q0018, providing detailed technical information about a monitoring project at Lajes Field. The project involves installing a new IoT monitoring system across multiple buildings (T-714, T-100, T-810, T-817) to track environmental and power conditions, with specific requirements including panel-level power monitoring, room access tracking, and environmental control. Key technical details include: power infrastructure is primarily 220 Vac at 50 Hz (with T-817 using 120 Vac at 60 Hz), most electrical panels use Legrand C16 and C20 circuit breakers, all buildings have backup generators and UPS systems, and T-714 serves as the main hub with fiber connections to other buildings. The system is a brand new installation with no legacy system integration, focusing on monitoring room-level power, temperature, humidity, and access events across approximately 2 kilometers of facility space.

Attachment 4, Questions and Answers
RFQ FA448625Q0018
1. Regarding SOLICITATION NUMBER: FA448625Q0018, please provide a data center equipment inventory for buildings:
We will need that inventory to provide an accurate quote for monitoring humidity, temperature, power consumption, and access control.
Answer: Specific inventory details are not publicly released. Typically, each room would contain racks/cabinets housing servers, network switches, routers, fiber distribution panels (FDPs) and power distribution units (PDUs). Cabinets are standard telecom/data center models by vendors such as APC, Eaton, Rital or Panduit. The solution required is for room environmental control not individual equipment/devices or cabinets.
An inventory could be allowed/gathered via physical survey.
To help, below cabinet count per room:
- T-714 (3 rooms) o Room 1 (5 racks) o Room 2 (29 racks) o Room 3 (4 racks)
- T-100 (1 room) o 4 racks
- T-810 (1 room) o 6 racks
- T-817 (1 room) o 7/8 racks
Despite different cabinets sizes/brands consider 19” 42U models, for this survey intent.
2. Also, regarding access control, we will need the cabinet make and model info for all listed data centers.
Answer: The requested access control requested is not for individual racks, it’s for room access. The solution presented should track and record room entry events, emphasizing monitoring and alerting rather than specifying physical locking.
3. Is the Electrical Power on the LAJES FIELD Buildings (220 Vac and 50 Hz or 120
Vac & 60 Hz)?
Answer: The power supply is generally 220 Vac at 50 Hz across Lajes Field, adapting Portuguese electrical standards to support U.S. equipment needs, with exception of building T-817 where 120 Vac at 60 Hz is present.
4. How many Electrical Panels that we need to monitor are located within each of the designated buildings?
Answer:
T-714 (3 rooms)
• Room 1 - 1 panels
• Room 2 & 3 – 2 panels (same panels/shared between the rooms)
T-100 (1 room)
• 1 panel
T-810 (1 room)
• 2 panels
T-817 (1 room)
• 1 panel
5. What are the Circuit Breaker sizes (15 Amps, 20 Amps, etc.)?
Answer: Most common are Legrand C16 and C20 circuit breakers (16 Amps or 20
Amps) for individual circuits in the various data rooms. Some panels across these rooms may have different breakers.
6. What granularity is being looked at?
Answer: Looking at panel-level monitoring (room power) not detailed circuit info.
7. Circuit Breaker Level or Electrical Panel Level?
Answer: Electrical Panel Level
8. Is the capability to Act/Actuate on a particular Circuit Breaker required?
Answer: No
9. Are the individual buildings equipped with Backup Generators, UPSs and/or PDUs?
Answer: Yes, all these buildings have backup generators and UPS systems to ensure power continuity.
10. Is all the network equipment in each building powered by UPSs?
Answer: Yes, equipment is protected by UPS to prevent downtime and power damage.
11. Are the Buildings backed up by Generators/Diesel Tanks or Propane Tanks?
Answer: Yes, generators.
12. Is T100 the main hub for the complex?
Answer: No, T-714 is the main hub.
13. If so, does T100 have fiber or Ethernet Connections to the other buildings on the base?
Answer: T-714 has fiber connections to all other buildings.
14. Relative distance between the individual Buildings and main hub?
Answer: T-714 to T-810 and T-817 the distance is approximately 2 Kms.
T-714 to T-100 the distance is approximately 0.5 Kms.
15. Is the project expected to integrate existing legacy systems, such as BAC (Building
Automation & Control) Systems?
Answer: No, this will be a totally new installation, no integration.
16. What is the Make/Model of the BAC System(s) that need to be integrated into the
IoT Monitoring Platform?
Answer: None.
17. Can you describe (Make, Model, door access unit, and Platform) the existing access control system that we would need to integrate or is a new Access Control System required?
Answer: N/A
18. Make, Model of the Air Conditioning Systems cooling the individual Buildings
Answer: Existing A/C units cannot be connected or integrated to this solution;
they are standalone units under the management and maintenance of another entity.
19. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
Answer: This is a brand new contract.
20. If not brand new, could you please provide the current / previous contract number?
Answer: This is a brand new contract, there is no current or previous number.
21. Could you kindly provide the key personnel and letter of commitment/ letter of intent requirements?
Answer: Please read Request for Quote (RFQ) FA448625Q0018 and respective attachments, posted in SAM.gov.
22. Could you also share the name, contract number, and value of the incumbent contractor, if available?
Answer: See responses above.
23. Could you kindly provide the contract value for this requirement?
