Lajes AB, Data Center Monitoring
STATEMENT OF OBJECTIVES (SOO)
LAJES FIELD DATA CENTER MONITORING MODERNIZATION
I. PURPOSE:
Acquire a modernized operational capability of environmental monitoring systems within Lajes Field data centers and core distribution nodes by implementing a secure, scalable, monitoring turnkey solution.
II. SCOPE:
Install and configure a Data Center Monitoring Modernization Solution across six (6) critical equipment rooms in four (4) buildings at Lajes Field. The solution must provide real-time and historical monitoring of temperature, humidity, power consumption, and access control. It must integrate with existing infrastructure, enable SMS and email alerts for irregular conditions, and support centralized data collection and reporting. This initiative is necessary to replace legacy copper-based Sensaphone devices, reduce maintenance overhead, and ensure alignment with modern cybersecurity and operational standards. The scope includes all required engineering, hardware and software procurement, installation, configuration, system integration, comprehensive testing, training, commissioning, and post-installation support.
III. PERIOD AND PLACE OF PERFORMANCE:
Performance is required at Lajes Field, specifically in Buildings T714, T100, T810, and T817, with work to be completed within a mutually agreed schedule before end of 2025 (to be proposed by the offeror), ensuring minimal disruption to ongoing mission activities.
IV. BACKGROUND:
Lajes Field data centers contain critical server racks and network infrastructure essential to mission operations. The current monitoring system relies on legacy, copper-based Sensaphone devices, which are now outdated and pose significant risks to reliability, maintenance, and cybersecurity. To address these challenges, a modernized monitoring solution is urgently needed.
The transition to a streamlined, fiber-based monitoring architecture will provide real-time visibility into environmental conditions, support proactive maintenance, and ensure compliance with DISA STIGs for Physical and Environmental Protection (PE). This modernization will enhance system reliability, reduce maintenance demands, eliminate obsolete wiring, and enable remote monitoring in line with current DoD directives and instructions, such as DoDI 8510.01 (RMF) and DoDI 8500.01 (Cybersecurity), which establish policies for securing and operating DoD IT systems. Ultimately, these improvements will help prevent damage and service disruptions, safeguarding ongoing mission-critical operations.
V. PERFORMANCE OBJECTIVES:
1. Install and configure all required hardware and software for a comprehensive environmental monitoring solution across six core equipment rooms.
2. Contractor to provide an invoice that must include, but not be limited to, the manufacturer's nomenclature (model name/number), serial numbers, unit price, and a comprehensive inventory of all hardware and software components utilized in the data center monitoring solution, including any other data necessary for identification, maintenance, and warranty purposes.
3. Enable continuous, real-time monitoring and robust historical data tracking of critical environmental parameters, including, but not limited to, temperature, humidity, access control and power consumption/fluctuations, within all specified data center rooms.
a) Implement and integrate surveillance and motion detection capabilities within specified rooms.
b) Tailor monitoring equipment and capabilities to the specific requirements of each designated location:
• Building T-714 (3 rooms): Monitor humidity, temperature, surveillance/motion detection capacity, power consumption, and access control.
• Building T-100 (1 room): Monitor humidity, temperature, surveillance/motion detection capacity, power consumption, and access control.
• Building T-810 (1 room): Monitor humidity, temperature, surveillance/motion detection capacity, power consumption, and access control.
• Building T-817 (1 room): Monitor humidity, temperature, and power consumption.
4. Integrate the monitoring system with existing network infrastructure, using existing dark fiber, to enable centralized data collection and real-time alerting via SMS and email.
5. Develop and implement a project installation plan outlining milestones and final acceptance criteria.
6. Conduct a pre-performance site survey to assess existing conditions and ensure accurate system design and placement.
7. Provide updated system diagrams showing sensor placement and network integration.
8. Deliver historical data logging and daily/weekly reporting features for environmental parameters.
9. Ensure the system meets DISA STIGs for physical and environmental protection.
10. Provide at least one year warranty on all installed hardware and software components.
11. Provide training to a minimum of two (2) personnel.
VI. OPERATING CONSTRAINTS:
• Contractor will coordinate with the Government Project Manager for access to all installation locations.
• Adherence to all Lajes Field security, safety, and access control procedures is mandatory for all contractor personnel and vehicles. This includes compliance with requirements for base entry passes as mandated by the 65th Air Base Group.
• Contractor is responsible for site safety, protection of government property, and proper disposal or recycling of all materials.
• Work must be scheduled to minimize disruption to mission activities; non-standard hours require prior Government approval.
• All relevant manuals, warranty information, and operating instructions must be provided to the Government.
• Contractor must conduct comprehensive testing and provide documentation for Government review and approval.
• The Government will provide access to network infrastructure (dark fiber), electrical outlets, and secure facility entry as necessary.
• Provide a minimum of a one (1) year warranty covering all installed hardware and software components, effective from the date of final system acceptance.
