Request for Quote (RFQ) FA301623U0262 Honeywell IDS/ACS/WMS (Brand Name Only) for Bldg 310 at JBSA-Lackland Texas 78236

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate Request for Quote (RFQ) will not be issued. The solicitation number is # FA301623U0262 and is issued as an RFQ. This solicitation incorporates provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04 published 06/02/2023 and DFARS change effective 06/09/2023.

This RFQ is 100% Small Business Set-Aside, utilizing NAICS: 334290, Other Communications Equipment Manufacturing; Size Standard 800 Employees. Award will be Firm Fix Price (FFP). 3. Description This SOW defines the requirements for the Contractor to Engineer, Furnish, Install & Test (EFI&T), 2-Honeywell Vindicator® IDS, 2-Access Control System (ACS), and 2-Video Management Server(VMS), for Controlled Areas in Bldg 310 at Chapman Annex, JBSA Lackland to be installed in the 1st floor and 2nd floor. The IDS project will consist of three phases, Phase I will be completed by the contractor, Phase II and III will be completed by the government. The Contractor must provide certified alarm components, associated equipment, certified Honeywell Vindicator and Building Industry Consulting Service International (BICSI) certified technicians. In addition, to providing all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this SOW. All equipment, supplies, or materials provided shall be new and not refurbished. No equipment, supplies, and material will be provided by the government.

4. Special Notes and Instructions:

A. This Request for Quote (RFQ) is 100% Small Business Set-Aside under NAICS: 334290.

Businesses who are not considered a Small Business entity under applicable NAICS are ineligible for award.

B. FAR 52.212-1 Instructions to Offerors – Commercial Items Addendum.

Quote Submittal:

(1) The quoter shall provide a quote for the requirement using the Bid Schedule in paragraph 1 above.

(2) By responding to this RFQ, the quoter accepts all terms and conditions contained herein.

(3) The quoter agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of quotes.

(4) Quoter shall ensure their registration is current in the System for Award

Management (SAM), at www.sam.gov

(5) Late Quotes/Responses: Please refer to FAR 52.212-1(f)

(6) Submission of offers:

52.212-1- Instructions to Offerors –Commercial Items is incorporated by reference. The following addendum applies to the provision:

(b) Submission of offers: The Offeror’s quote shall provide sufficient detail to evaluate compliance with the requirements of the solicitation. Failure to meet the characteristics may render the quote as unacceptable.

The Offeror shall meet the following minimum requirements:

i. Provide proof of purchase through a Honeywell authorized reseller/distributor for required items

ii. Provide proof of servicing technicians are Building Industries Consulting Services International (BICSI) certified

iii. Provide 180-day timeline from time of award

(7) The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. The contractor shall not request, nor will the Government make, payments for any preliminary measurement, quotes, bids, site visit, time or proposal cost incurred.

C. FAR 52.212-2—Evaluation Commercial Items Addendum

(1) 502d CONS/JBKAA will issue a purchase order to the responsible vendor whose quote will be the most advantageous to the Government. The following shall be used to evaluate quotes: The technically acceptable lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that are contained in the solicited item description.

If the Government receives 3 or fewer initial quotes all quotes will be evaluated for Technical Acceptability. If the Government receives 4 or more initial quotes the Government will only select the 3 lowest priced quotes and then evaluate them for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government’s best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of price. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes.

5. Basis for Award. 502d CONS/JBKAA will award a purchase order resulting from this RFQ to the responsible quoter whose quote conforming to the RFQ will be most advantageous to the Government.

6. Mandatory Registrations. To be eligible for award, registration with the System for Award

Management (SAM) must be current (legacy for On-line Registration and Certifications Application (ORCA) and Central Contractor Registration (CCR) registrations). To register or update former CCR and Reps & Certs that are not current go to https://www.sam.gov/portal/public/SAM/ and provide mandatory information.

7. Site Visit –ALL Contractors must check in with 502 CES & 502 CONS personnel at the Luke East Gate

Visitor Center for accountability on Tuesday, 8 August 2023, 9am CST. From there, Contractors will follow Government personnel to site location.

8. Base Access – Contractors needing a base pass must complete Atch 4 (pg 3), Unescorted Access Request

Form by providing: Full Name, Date of Birth, Country of Birth, Driver’s License ID number, Country & State of Issue. Send Atch 4, via email to both CA: Rosa.G. Lara, email: rosa.lara.1@us.af.mil and CO: Lauren Macias, email: lauren.macias.1@us.af.mil, No Later Than 3 days prior to site visit.

*Contractors needing a pass are required check in at the Visitor Center 1 hour prior (8:00 am) to scheduled site visit to obtain pass at Luke East Gate Visitor Center, address: 2602 Luke Blvd, Lackland, TX 78236

*Contractors who already have base access do not need to complete Atch 4, but are required to notify CO & CA via email of planned attendance and check in at the Visitor Center.

9. Completion of items/delivery. The Contractor shall ensure that all items/services for this requirement are in accordance with the Statement of Work. The Contractor is only responsible for Phase I of the project to be completed within 180 days from time of award.

(d) Comptroller General Examination of Record. ITEM UNIQUE IDENTIFICATION AND VALUATION (JAN 2023)

(a) Definitions. As used in this clause- "Automatic identification device" means a device, such as a reader or interrogator, used to retrieve data encoded on machine-readable media.

"Concatenated unique item identifier" means-

(1) For items that are serialized within the enterprise identifier, the linking together of the unique identifier data elements in order of the issuing agency code, enterprise identifier, and unique serial number within the enterprise identifier; or

(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number; and serial number within the original part, lot, or batch number.

"Data matrix" means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200 (ECC200) specification found within International Standards Organization (ISO)/International Electrotechnical Commission (IEC) 16022.

"Data qualifier" means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.

"DoD recognized unique identification equivalent" means a unique identification method that is in commercial use and has been recognized by DoD. All DoD recognized unique identification equivalents are listed at https://www.acq.osd.mil/asda/dpc/ce/ds/unique-id.html.

"DoD item unique identification" means a system of marking items delivered to DoD with unique item identifiers that have machine-readable data elements to distinguish an item from all other like and unlike items. For items that are serialized within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier and a unique serial number. For items that are serialized within the part, lot, or batch number within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier;

the original part, lot, or batch number; and the serial number.

" Enterprise " means the entity (e.g., a manufacturer or vendor) responsible for assigning unique item identifiers to items.

" Enterprise identifier" means a code that is uniquely assigned to an enterprise by an issuing agency.

"Government's unit acquisition cost" means-

(1) For fixed-price type line, subline, or exhibit line items, the unit price identified in the contract at the time of delivery;

(2) For cost-type or undefinitized line, subline, or exhibit line items, the Contractor's estimated fully burdened unit cost to the Government at the time of delivery; and

(3) For items produced under a time-and-materials contract, the Contractor's estimated fully burdened unit cost to the Government at the time of delivery.

"Issuing agency" means an organization responsible for assigning a globally unique identifier to an enterprise, as indicated in the Register of Issuing Agency Codes for ISO/IEC 15459, located at http://www.aimglobal.org/?Reg_Authority15459.

"Issuing agency code" means a code that designates the registration (or controlling) authority for the enterprise identifier.

"Item" means a single hardware article or a single unit formed by a grouping of subassemblies, components, or constituent parts.

" Lot or batch number" means an identifying number assigned by the enterprise to a designated group of items, usually referred to as either a lot or a batch, all of which were manufactured under identical conditions.

"Machine-readable" means an automatic identification technology media, such as bar codes, contact memory buttons, radio frequency identification, or optical memory cards.

"Original part number" means a combination of numbers or letters assigned by the enterprise at item creation to a class of items with the same form, fit, function, and interface.

"Parent item" means the item assembly, intermediate component, or subassembly that has an embedded item with a unique item identifier or DoD recognized unique identification equivalent.

"Serial number within the enterprise identifier" means a combination of numbers, letters, or symbols assigned by the enterprise to an item that provides for the differentiation of that item from any other like and unlike item and is never used again within the enterprise.

"Serial number within the part, lot, or batch number" means a combination of numbers or letters assigned by the enterprise to an item that provides for the differentiation of that item from any other like item within a part, lot, or batch number assignment.

"Serialization within the enterprise identifier" means each item produced is assigned a serial number that is unique among all the tangible items produced by the enterprise and is never used again. The enterprise is responsible for ensuring unique serialization within the enterprise identifier.

"Serialization within the part, lot, or batch number" means each item of a particular part, lot, or batch number is assigned a unique serial number within that part, lot, or batch number assignment. The enterprise is responsible for ensuring unique serialization within the part, lot, or batch number within the enterprise identifier.

"Type designation" means a combination of letters and numerals assigned by the Government to a major end item, assembly or subassembly, as appropriate, to provide a convenient means of differentiating between items having the same basic name and to indicate modifications and changes thereto.

"Unique item identifier" means a set of data elements marked on items that is globally unique and unambiguous. The term includes a concatenated unique item identifier or a DoD recognized unique identification equivalent.

"Unique item identifier type" means a designator to indicate which method of uniquely identifying a part has been used. The current list of accepted unique item identifier types is maintained at https://www.acq.osd.mil/asda/dpc/ce/ds/unique-id.html.

(b) The Contractor shall deliver all items under a contract line, subline, or exhibit line item.

(c) Unique item identifier.

(4) Data syntax and semantics of unique item identifiers. The Contractor shall ensure that-

(i) The data elements (except issuing agency code) of the unique item identifier are encoded within the data matrix symbol that is marked on the item using one of the following three types of data qualifiers, as determined by the Contractor:

(A) Application Identifiers (AIs) (Format Indicator 05 of ISO/IEC International Standard 15434), in accordance with ISO/IEC International Standard 15418, Information Technology - EAN/UCC Application Identifiers and Fact Data Identifiers and Maintenance and ANSI MH 10.8.2 Data Identifier and Application Identifier Standard.

(B) Data Identifiers (DIs) (Format Indicator 06 of ISO/IEC International Standard 15434), in accordance with ISO/IEC International Standard 15418, Information Technology - EAN/UCC Application Identifiers and Fact Data Identifiers and Maintenance and ANSI MH 10.8.2 Data Identifier and Application Identifier Standard.

(C) Text Element Identifiers (TEIs) (Format Indicator 12 of ISO/IEC International Standard 15434), in accordance with the Air Transport Association Common Support Data Dictionary; and

(ii) The encoded data elements of the unique item identifier conform to the transfer structure, syntax, and coding of messages and data formats specified for Format Indicators 05, 06, and 12 in ISO/IEC International Standard 15434, Information Technology - Transfer Syntax for High Capacity Automatic Data Capture Media.

(5) Unique item identifier.

(i) The Contractor shall-

(A) Determine whether to-

(1) Serialize within the enterprise identifier;

(2) Serialize within the part, lot, or batch number; or

(3) Use a DoD recognized unique identification equivalent (e.g. Vehicle Identification Number); and

(B) Place the data elements of the unique item identifier (enterprise identifier; serial number; DoD recognized unique identification equivalent; and for serialization within the part, lot, or batch number only: original part, lot, or batch number) on items requiring marking by paragraph (c)(1) of this clause, based on the criteria provided in MIL-STD-130, Identification Marking of U.S. Military Property, latest version;

(C) Label shipments, storage containers and packages that contain uniquely identified items in accordance with the requirements of MIL-STD-129, Military Marking for Shipment and Storage, latest version; and

(D) Verify that the marks on items and labels on shipments, storage containers, and packages are machine readable and conform to the applicable standards. The contractor shall use an automatic identification technology device for this verification that has been programmed to the requirements of Appendix A, MIL-STD- 130, latest version.

(ii) The issuing agency code-

(A) Shall not be placed on the item; and

(B) Shall be derived from the data qualifier for the enterprise identifier.

(d) For each item that requires item unique identification under paragraph (c)(1)(i), (ii), or (iv) of this clause or when item unique identification is provided under paragraph (c)(1)(v), in addition to the information provided as part of the Material Inspection and Receiving Report specified elsewhere in this contract, the Contractor shall report at the time of delivery, as part of the Material Inspection and Receiving Report, the following information:

(f) The Contractor shall submit the information required by paragraphs (d) and (e) of this clause as follows:

(1) End items shall be reported using the receiving report capability in Wide Area WorkFlow (WAWF) in accordance with the clause at 252.232-7003. If WAWF is not required by this contract, and the contractor is not using WAWF, follow the procedures at http://dodprocurementtoolbox.com/site/uidregistry/.

(2) Embedded items shall be reported by one of the following methods-

(i) Use of the embedded items capability in WAWF;

(ii) Direct data submission to the IUID Registry following the procedures and formats at…
