STATEMENT OF WORK (SOW)
for
INTRUSION DETECTION SYSTEM (IDS),
ACCESS CONTROL SYSTEM (ACS), and
VIDEO MANAGEMENT SERVER for Bldg. 310 Chapman Annex

1.0 SCOPE.
This SOW defines the requirements for the Contractor to Engineer, Furnish, Install & Test (EFI&T), 2-Honeywell Vindicator® IDS, 2-Access Control System (ACS), and 2-Video Management Server (VMS), for Controlled Areas in Bldg. 310 at Chapman Annex, JBSA Lackland to be installed on the 1st floor and 2nd floor. The IDS project will consist of three phases, Phase I will be completed by the contractor, Phase II and III will be completed by the government. The Contractor must provide certified alarm components, associated equipment, certified Honeywell Vindicator and Building Industry Consulting Service International (BICSI) certified technicians. In addition, to providing all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this SOW. All equipment, supplies, or materials provided shall be new and not refurbished. No equipment, supplies, and material will be provided by the government.
2.0 GENERAL INFORMATION. This facility was renovated in 2021 to support 50 NWS and 23 IS critical missions, however during construction the IDS, ACS and VMS was descoped incompliance with Real Property requirements & standards. This Project intents to secured and protect information, personnel, and equipment within the future Controlled Areas to enable End Users to occupy the facility and conduct their respective critical missions.
2.1 GENERAL REQUIREMENTS.
2.1.1 Safety Requirements.
The contractor shall comply with, OSHA, all applicable Federal, and JBSA-Lackland security and safety laws, regulations, policies, and requirements.
2.1.1.1 Accident/Incident Reporting and Investigation.
The Contractor shall record and report all available facts relating to each instance of injury to either Contractor or Government personnel to the 502 ABW/SE (JBSA Wing Safety Office) unless otherwise stated in the SOW The Contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Base POC.
If the Government elects to investigate of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.
2.1.1.2 Work Area (s).
The Contractor shall remove all debris and surplus materials from the workplace. Safety barriers shall be in place to protect unfinished work site at the end of the day. Equipment and materials required to complete the work effort may remain on site if they are organized/stored in a manner that does not cause a safety hazard.
2.1.1.3 Traffic control.
In the event base vehicular traffic is to be disrupted the Contractor shall make appropriate notifications NLT 10 calendar days in advance to inform base personnel of the planned disruptions.
2.1.2 Security Requirements.
The Contractor shall process and provide a Site Visit Request Letter to 802 CES Project Manager
(PM) within five (5) calendar days after contract award. This spreadsheet shall identify the names (as shown on the driver’s license), driver’s license numbers and state of issue, and birth date of the personnel who will be performing work under this SOW, company name, address, phone number and contract number, start date, and end date. This information is required to grant access to the base. If required by the base, the Contractor shall provide identification badges for their employees. All Contractor personnel shall wear these badges while on duty on the Government
Page | 3 site. The badges shall identify the individual, company name, and be clearly and distinctly marked as Contractor and be in accordance with base regulations.
2.1.3 Environmental Management.
The Contractor shall comply with the most stringent environmental federal, state, and local laws and regulations, Air Force policies, instructions, and plans; Contractor shall comply with JBSA Environment Protection Specification 1 57 20. The federal Government is not exempt from compliance with environmental regulations. The contractor shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on JBSA-Lackland. The Prime Contractor shall ensure that their sub-contractors (if any) comply with these specifications.
2.1.4 Contractor Personnel.
2.1.4.1 Project Management.
The Contractor shall provide a Project Manager (PM) and alternate(s) responsible for contract performance and continuity. The Contractor shall identify the Project Manager’s or alternate's range of authority to act for the Contractor relating to daily contract operation.
2.1.4.2 Site Point of Contact (POC).
The Contractor shall designate the Contractor's on-site team leader and alternate(s) as the Site POC for individual projects in their Site Visit Request Letter. The Site POC or alternate(s) shall be on site during duty hours until project completion and shall oversee all facets of the installation tasks. The Site POC shall be the interface for all work site communications with the Government, including quality, safety, and discrepancy matters.
2.1.4.3 Personnel Requirements.
The Project Manager, Site POC, and respective alternate(s) shall be able to read, write, speak, and understand English.
2.1.5 Warranty.
The Contractor shall provide 1 year warranty or manufacturer’s standard commercial warranty, whichever is longer. This warranty shall include a 1 year workmanship warranty starting from the date of system and/or project acceptance at Phase I. Phase II & III shall be included as part of the Warranty Corrective Action. The Contractor shall provide written procedures and required information for warranty services at or prior to site acceptance. Shall include service visits within 365 days from Phase-1 completion and unlimited phone support for 2 years.
2.1.6 Manuals and Practices.
The Contractor shall provide the latest version of operation, installation, and maintenance.
manuals and practices/users guide for each system installed as provided by the original manufacturer with all new equipment.
2.2 SPECIFIC REQUIREMENTS.
This section describes procurement and installation of IDS, ACS, and VMS. The Contractor shall provide all management, tools, supplies, equipment, and labor necessary for the Procurement & Installation of 2 Intrusion Detection (IDS), 2 Access Control Systems (ACS), and 2 Video Management Servers (VMS) for the Controlled Areas of Bldg. 310 at JBSA Lackland Chapman Annex. The Controlled Areas are located on the first and second floor of Bldg 310; which are
Page | 4 manned and managed by 50th Network Warfare Squadron (50 NWS) and 23d Intelligence Squadron (23 IS) respectively. The Contractor shall perform initial and post work Scope survey to ensure compliance with all Security requirements, codes, and regulations. The contractor shall procure and install all required electrical circuits to supply power to IDS, ACS & VMS. The IDS/ACS & VMS Installer shall be responsible to provide the electrical power supply for each system; the Contractor shall run dedicated electrical circuits to each System Main Panel, as required, from existing electrical panels. Electrical power is readily available. There is no expectation of Government downtime to supply power. Contractor shall procure and install conduits, devices, and wiring/cabling for the safe operation of the IDS, ACS & VMS.
The Contractor shall be responsible for all required electrical and communication infrastructure within the building for the safe installation, and operation of the IDS, ACS, VMS and all their respective devices, hardware, and software. Contractor shall comply with the most recent version at time of solicitation of NFPA 70 (NEC); UFGS Div 26 05 00.00 40; Div 28 08 10; Div 28 10 05; AFMAN31-101V1-O, DAFI31-101, and all applicable Regulations Standards IAW 802 Security Forces Squadron 2 (802 SFS/ESSP). For the purpose of this solicitation and the nature of this facility all labor shall be executed by natural born U.S. Citizens. When conflict between any of the standards/regulations exists, the most stringent shall prevail.
A. Intrusion Detection System (IDS): The Contractor shall provide and install IDSs and shall be an 802 SFS/ESSP approved Vindicator® IDS. Contractor shall procure and install required Vindicator® IDS Keypads, Control & Communication Panels, alarm points/devices/sensors, all hardware, accessories, appurtenances, and software necessary for the safe and secured operation of the areas the IDSs are required to protect. The Contractor shall provide & install 4ea. duress alarm activation switches in 2 rooms on 1st and 2nd floor’s controlled areas (at the Commanders & Deputy Commanders Offices). The Contractor shall provide and install the Vindicator IDS IAW this SOW, and forementioned codes, standards, and regulations.
Contractor shall be responsible for providing all necessary material/devices/wiring required for the safe electrical power supply to the Vindicator® Panels and its associated devices. The Contractor shall be responsible to ensure the Vindicator® Communication hardware and software is compatible and in compliance with the existing Communication System at 802 SFS Base Defense Operation Center at JBSA Lackland. Contractor is responsible to coordinate communication connection requirements with 502nd Communication Squadron (502 CS) prior procurement of IDS communication panels, cables, and associated hardware.
The Contractor shall be responsible for the IDS Certification by contacting 802 SFS/ESSP Manager; Vindicator® IDS Certification by 802 SFS/ESSP is a critical requirement/deliverable for Government acceptance.
IDS Requirement: 23 IS & 50 NWS Chapman Annex B310, JBSA-Lackland, Texas, requires installation of 2 Intrusion Detection Systems (IDS). The ability to properly store critical assets IAW DAFI 31-101 requires these new systems to be operational. The 23 Intelligence Squadron (23 IS) & 50th Network Warfare Squadron (50 NWS) in Bldg. 310 must have operational IDS and be protected by two levels of IDS. All equipment will be installed within the confines of the
Controlled Areas on Bldg. 310 at Chapman Annex. The IDS will be installed in the 1st and 2nd Floor of Bldg 310 and will be protected by a Balanced Magnetic Switch (BMS), Passive Infrared Sensor (PIR), and 4ea duress alarm activation switches. The alarm system shall be an 802 SFS/ESSP approved Vindicator® system component and networked with the existing Vindicator® network/alarm system operating within the 802 SFS Base Defense Operations Center (BDOC), located on JBSA-Lackland.
1.1. INSTALLATION: The contractor shall coordinate a site survey with the customer prior to ordering equipment. The contractor shall provide and install all needed installation hardware, accessories, and appurtenances. All programming will be completed at Bldg. 310. Only components from the current Air Force Non-Nuclear

Configuration Management Database (CMD) Equipment Approval memo will be utilized;
802 SFS/ESSP will provide memo upon request after award.
The contractor must be Honeywell Vindicator® certified and perform the following services for the installation in a phased process, with Vindicator certified alarm components and associated equipment. Contractor shall submit a material list prior installation for review and approval by 802 SFS/ESSP. Vindicator Main Panels and Keypads shall be installed inside each floor’s controlled area; specifically, 1st Floor: RM 104; 2nd Floor: RM 204. Vindicator communication lines connection to Base Defense Operation Center (BDOC) workstation shall be coordinated with 502 Communication Squadron.
1.1.1. Install Vindicator® 1500 or Vindicator® V5.
1.1.2. Install Vindicator® Keypad for entry into Controlled Areas Bldg. 310 (1st Floor: RM 104;
2nd Floor: RM 204)
1.1.3. Install Balanced Magnetic Switch(s) (BMS) and Passive Infrared sensor(s) (PIR) at each access point, and 4ea Duress Alarm Activation Switches
1.1.4. Install battery backup lasting no less than 4 hours.
1.1.5. Label wiring before and after penetration of perimeter walls of alarmed areas.
1.1.6. Install all electrical support requirement for equipment that is not already available. Install dedicate electrical and communication lines from point of debark.
1.1.7. Remove all previous installed components that are identified as unnecessary.
1.1.8. Coordinate all programming of the Vindicator® system and map of the area(s) with
802 SFS/ESS. All alarm programming at the headend will be conducted by 802 SFS/ESS in coordination with contactor at Building #1030
1.1.9. Provide an area PDF drawing that shows all designated alarm points that will be programmed into the base alarm system; this will be reviewed by 802 SFS/Resource Protection and the 802 SFS/ESS during material submittals.
1.1.10. Provide a complete list of alarm devices to 802 SFS/Resource Protection and
802 SFS/ESS which will be reviewed during the material submittals. To include make, model, serial number and part number.
1.1.11. Coordinate with 802 SFS/ESS for Vindicator alarm point numbers for programming after installation is complete; this will also be provided to 802 SFS/ESS as a hard copy and electronic copy (PDF).
1.1.12. After installation but before alarm programming, 802 SFS/ESS will conduct an inspection of the installed parts.
1.1.13. Ensure each alarm device will have its own alarm point.
1.1.14. Provide a plan for a Vindicator® certified technician to conduct warranty response within 24 hours from a call requesting warranty support.
1.1.15. Ensure all IDS data transmission lines shall be protected with a National Institute of Standards and Testing (NIST) certified Advanced Encryption Standard (AES) encryption.

1.1.16. No equipment can be installed in a 502 CS equipment rack or placed in the existing comm rooms without coordination/approval from the 502 CS. This is a stand-alone system and shall not be connected to JBSA data networks (NIPR, SIPR, etc.)
1.1.17. Coordinate with the 802 SFS/ESS on the installation of mounted alarm boxes and fiber cables/Copper pairs prior to installation, or when within 80 percent of completion to ensure correct placement of equipment.
B. Access Control System (ACS): An ACS refers to electronic/computer operated door lock system. The Contractor shall provide and install Access Control Systems, for each floor secured area, and the ACSs shall be locally managed and controlled by the respective End User within the secured areas. For the purpose of this contract ACSs, is not required to be compatible with Vindicator® IDS and the ACS shall not be connected to the Vindicator® IDS or existing access control related applications within JBSA, nor be connected to the Internet (secured or insecure); this is a stand-alone system and shall not be connected to JBSA data networks (NIPR, SIPR, etc.). The ACS procurement and installation shall include control software with computer terminal interface to ACS control panel, access card/badge printers; control and keypad panel, a single point of entry card/badge reader (2 each per floor), magnetic door locks for all entry and exterior access doors. There is no preferred brand for ACS procurement. The ACS shall include all software applications to locally manage/maintain the ACS. The ACS/VMS computer terminal and control panels shall be installed inside the forementioned Controlled Areas. Magnetic door locks, card/badge readers shall be wired type. All conduit and enclosures shall be concealed whenever possible within walls and ceiling assemblies. Contractor shall utilize all existing concealed pre- installed conduit whenever possible; when new tubing and enclosure is necessary the Contractor shall conceal conduit in the sheetrock walls and above suspended ceiling, enclose wires in conduit and applicable NEC approved enclosures. Device enclosures shall be flush mounted when associated with concealed conduit. Surface mounted conduit shall be electrical metallic tubing (EMT). The Contractor shall install the ACS/VMS computer terminal in the nearest room to the Controlled Areas entrance. The Contractor shall install control panels at the hallway immediately inside the Controlled Areas entrance; the control/keypad panel shall be installed safely secured, and as close as physically possible to the IDS’ keypad without impeding access to either panel. Contractor shall install panels with the keypad 5 ft from the finished floor.
Contractor shall install 750 lbs. rated magnetic door locks and card/badge reader at single point of entry to every secured area on each floor. All magnetic door locks shall be fitted with a suitable emergency magnet override. Contractor shall provide a stock of at least 100ea printer compatible access card/badges. Contractor shall demonstrate to, and train End Users on the card/badge printer operation after the ACS & associated hardware & software installation and set- up.
C.Video Management System (VMS): Contractor shall procure and install 2 ea. Closed- Circuit Video Surveillance Systems, also known as Video Management System (VMS), one for each floor secured areas. For this Project, the VMS is not required to be compatible with Vindicator® IDS and shall not be connected to it. For management and control of the VMS, the Contractor shall procure and install 2ea computer terminals (1computer terminal per floor) and its operation shall be shared between the VMS and ACS’ management & control software. The computer terminal applications shall be isolated from internet connection, and any existing JBSA access & video management/control applications and software; this is a stand-alone system and shall not be connected to JBSA data networks (NIPR, SIPR, etc.). There is no preferred brand for VMS procurement. The VMS shall include video management servers with monitors and shall be high-definition digital video recorder (HD-DVR) wired connected to computer terminal and wired HD
Page | 7 surveillance camera. Contractor shall install the HD cameras, pointed towards the controlled area main entrance of each floor, as to observe/record card/badge reader operation.
2.3 TRAINING: Contractor shall provide up to 6 hours of training after installation of ACS within
7 duty days to designated 23 IS & 50 NWS Staff and Asset Owners on operation of the alarm system. (i.e., Activate, reset, testing, etc.)
2.4 As-Built Drawings: Contractor shall provide Electronic PDF As-Built Drawing following the completion of all work to 802 SFS/ESS and provide those as part of the final Performance Verification Test (PVT).
2.5 SAFETY: The contractor shall provide all safety gear to include, hard hats, eye protection, ear/sound protection, and for providing any other safety equipment required for safe working conditions. The contractor is also responsible for proper safety around the work area.
2.6 SYSTEM CHECK: The Contractor shall complete an IDS system check for Phase 1 of project to include but not limited to ensuring all installed components are functioning to manufacture specifications, certified test requirements IAW 802 SFS/ESSP.
A. Certification Test Requirements. ESS/PM will conduct functional and operational certification tests of the IDS to ensure the system meets effectiveness standards /compliance requirements. The contractor shall participate in this phase of testing with the ESS/PM. Testing shall consist of the following: intrusion tests, tamper tests, annunciation test, assessment test, AC power loss test, line supervision test, sensor system self-tests, and access control.
1. Phase I: The contractor shall perform a Contractor Verification Test (CVT) will occur upon IDE installation at each facility or groups of facilities. The contractor and government representative the ESS NCOIC/Manager shall witness this test. the Contractor will be responsible for all work on Phase 1; however, acceptance of work occurs after the Government (802 SFS) along with authorized/certified installer conduct the tests on Phase II & III to certified and accept the System. Any issues revealed by these tests shall be addressed by the installer. System acceptance doesn’t excuse the Contractor from providing warranty of work. Any component found to be inoperative during the test or at any time during the installation period shall be brought to the attention of the Security Forces POC. Acceptance testing shall consist of the following: intrusion tests, tamper tests, annunciation test, assessment test, AC power loss test, line supervision test, sensor system self-tests, and access control.
NOTE: Phase II and III Testing will be completed by the Government.
2. Phase II: Phase II testing is a 72-hour continuous test that ensures all equipment is installed properly and works according to specifications. Testing will establish initial expectations regarding to false and nuisance alarm. The AFTO 747, Communications and Information Systems Acceptance Certificate, transferring the system will be signed after successful completion of this test phase. AFTO 747 is used to signify the completion of the project and acceptance of the installed system by the user. The completion of this form means the system has been tested and accepted as installed, and all noted exceptions shall be corrected by the responsible party to the satisfaction of the government POC/ESS NCOIC. The decision to accept the successful completion of the test phase is a commander-level decision and should be completed by the appropriate commander.
3. Phase III: Phase III testing is a 30-day continuous operational test to assess how well the system performs in its normal operating mode on a permanent basis. This test
Page | 8 is to detect any premature or latent defects in the equipment or components and to allow the operators and maintainers an opportunity to assess the adequacy of logistics support and assess the false and nuisance alarm rates of the system. After successful completion of this test phase, the using organization will request MAJCOM certification.
Key Personnel: The following personnel are considered key personnel by the government concerning the 802 SFS/Electronic Security Systems (ESS). Program Manager, 802 SFS/Resource Protection Program Manager, 802 SFS/Electronic 210-671-7262 Security Systems 210-671-7253.
3. Weekly Status Reports The Contractor shall prepare a Weekly Status Report and distribute to Integrated Process Team (IPT) members. The purpose of the report is to inform IPT members of project progress, problems being encountered, and other topics necessary/beneficial to ensure success and timely completion of the contract requirements.
4. Hours of Operation
The Contractor shall perform the services required under this contract during normal duty hours (0700- 1600) of the site where work is being performed. However, mission requirements may necessitate work outside normal hours (nights and/or weekends), especially if existing service must be interrupted. Any site work requested by the Contractor to be performed outside of normal duty hours shall be coordinated and approved by the 802nd CES Project Manager at least ten (10) calendar days in advance. The contractor is not required to provide routine services on the following approved holidays:

NOTE: Any of the above holidays falling on a Saturday will be observed on the preceding Friday. Holidays falling on a Sunday will be observed on the following Monday.
5. Approval and Acceptance Phase I project to be inspected and approved by Government (802 SFS/ESSP) and the End User, 960th Cyberspace Wing Security Manager.
