FA301623U0262 – HONEYWELL IDS, ACS, VMS QUESTIONS & ANSWERS
Start of Questions----------- Question 1: SOW, Section 1, The Contractor must provide certified alarm components, associated equipment, certified Honeywell Vindicator and Building Industry Consulting Service International (BICSI) certified technicians. Since the installation is for low-voltage alarm wiring, industry standard does not require BICSI certifications. This certification is typically required for a entire building's IT Network infrastructure cabling. Would the Government consider removing this requirement to allow additional certified contractor to provide a value added proposal?
502 CE’s Response: As per Honeywell-Vindicator, installer must be Honeywell-Vindicator certified. Other technician requirement and limitation have been removed from the SOW; however, base security access requirements remain. Honeywell-Vindicator will not honor their warranty if the system is not installed and programmed by Honeywell Certified technicians. Contractors interested in becoming Honeywell Vindicator certified must attend and pass the classes Honeywell offers, for additional information on Honeywell -Vindicator certification, contractors can contact :

Question 2. Regarding the site visit. Can you advise if attendance at the site visit is mandatory in order to submit a response?
502 CONS Response: Site visit attendance is highly encouraged but not mandatory in order to submit a quote. No other site visit will be conducted
Question 3: “The Contractor shall provide and install IDSs and shall be an 802 SFS/ESSP approved Vindicator® IDS.” Can you please clarify what “approved” means here, and exactly how one becomes approved? And how does this differ from a Vindicator Approved Contractor? This was not stated in the draft otherwise we would have posed the question at that point. Any clarification and more detail you could provide is greatly appreciated.”
CE’s Response: Approved means that: Contractor shall submit a material list prior installation for review and approval by 802 SFS/ESS (statement added to SOW)
Question 4. Will the IDS System infrastructure be required to be installed in 100% conduit back to the server room?
CE’s Response: Cable/wiring shall be installed in conduit when: penetrating walls, fully exposed on ceiling/walls surface, and when installed outside of the secured area. Cable/wiring when installed in ceiling without conduit (exposed) and sidewalls shall be supported by the building structure in such a manner that the cable will not be damaged by normal building use.
Question 5. Will the Access Control System infrastructure be required to be installed in 100% conduit back to the server room?
CE’s Response: Cable/wiring shall be installed in conduit when: penetrating walls, fully exposed on ceiling/walls surface, and when installed outside of the secured area. Cable/wiring when installed in ceiling without conduit (exposed) and sidewalls shall be supported by the building structure in such a manner that the cable will not be damaged by normal building use.
Question 6. Will the CCTV System infrastructure be required to be installed in 100% conduit back to the server room?
CE’s Response: Cable/wiring shall be installed in conduit when: penetrating walls, fully exposed on ceiling/walls surface, and when installed outside of the secured area. Cable/wiring when installed in ceiling without conduit (exposed) and sidewalls shall be supported by the building structure in such a manner that the cable will not be damaged by normal building use.
Question 7. Will there be a requirement for an IDS workstation with encryption communication back to BDOC on each floor?
CE’s Response: For the purpose of this Contract, Contractor shall installed only SOW specified hardware; no additional IDS workstation is required (other than the existing at BDOC).
Question 8. Do all perimeter doors need to be monitored through the IDS System?
CE’s Response: Yes, IDS shall monitors doors with direct access to/from exterior of designated secured area. 2 doors on first floor; 2 doors on 2nd floor
Question 9. Does all security equipment hardware need to be TAA and NDAA compliant?
CE’s Response: Yes, all security equipment (IDS, ACS & VMS[CCTV]) shall be TAA (Trade Agreement Act), and National Defense Authorization Act (NDAA) compliance.
Question 10. Can electrified locking hardware be used rather than maglocks?
CE’s Response: Only maglock shall be used.
