I. Contracting Activity.

II. Nature and/or description of the action being processed.
This is a brand name requirement for Honeywell IT products. The 50th Network Warfare Squadron (50 NWS) and 23d Intelligence Squadron (23 IS) requires, purchase, delivery, and installation of 2- Honeywell Vindicator® IDS, 2-Access Control System (ACS), and 2-Video Management Server (VMS), IAW, AFMAN31-101V1-O, and DAFI31-101 requirement for intrusion detection capabilities.
The 802 SFS at JBSA-Lackland currently utilize a Honeywell Vindicator and integrates with the 802d SFS primary monitoring console (PMC). In order for installed IDS to operate and communicate with 502 SFS PMC, which notifies them of any alerts, the IDS must be Vindicator certified. Honeywell manufacture all Vindicator compatible software and hardware to communicate with the 802 SFS PMC at BDOC. Additionally, installation will require Honeywell or a Honeywell certified reseller (off their Value Added Reseller list) to properly install and configure its equipment to the appropriate 802 SFS PMC.
The Honeywell Vindicator IDS is a command and control operator interface that serves as the central control unit for enterprise wide security needs. Its functions include receiving input from sensors and directly controlling advanced assessment solutions such as CCTV and thermal imaging systems.
An IDS that is not Vindicator or manufacture by Honeywell and installed by Honeywell or certified reseller will not be able to communicate or route alerts to 802 SFS when the alarm systems are triggered.
III. Description of supplies/services required to meet agency needs.
The IDS project consists of 3-Phases, Phase I to be completed by the Contractor, Phase II and III to be completed by the Government. Phase I requires the purchase/installaton of the following items:
2- Honeywell Vindicator® IDS, 2-Access Control System (ACS), and 2-Video Management Server (VMS).
All IDS equipment will be installed within the confines of building 310, located at 1300 Medina Base Rd, Joint Base San Antonio (JBSA) - Lackland, TX 78236, and will annunciate at the Base Defense Operations Center (BDOC). The IDS will be protected by a Balanced Magnetic Switch (BMS) and Passive Infrared Sensor (PIR). The IDS shall be a Vindicator approved system component, in order to networked with the existing Vindicator network/alarm system operating within the 802d Security Forces Squadron (SFS) BDOC, located at building 1030 on JBSA-Lackland.
IV. Statutory authority permitting other than full and open competition.
The statutory authority permitting other than full and open competition is AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901).

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
This name brand request limits competition to only those Contractors who can provide Honeywell products from an authorized Honeywell distributor/reseller.
The request for brand name products/services is to upgrade the currently installed Honeywell Vindicator IDS system. Due to proprietary rights, only a certified Honeywell Vindicator representative is authorized to implement commodity/services on Honeywell Vindicator items. No equivalent product will do because it will not be able to communicate or route alerts to 802 SFS when the alarm systems are triggered, as stated in Section II of this document.
Previous Market research conducted in 2022 ascertains that only a Honeywell Vindicator certified from resellers/distributors are authorized to provide brand name products serviced by BICSI certified technicians.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Posted a Sources Sought Notice on SAM.gov Contracting Opportunities, on 26 June 2023, using ID:
FA301623Q31530. In addition notifed 41 SBA registered contractors via email. The posting includde Sources Sought Notice/Questionnaire, draft Statement of Work (SOW) and draft brand name Justification and Approval (J&A). Contractors were given an opportunity to submit questions.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
502 CONS intends to place Solicitation/RFQ on SAM.gov, as a competitive100% Set-Aside. This brand name justification does not preclude vendor competition and therefore it is reasonable to expect the Government will receive a fair and reasonable price.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market Research was conducted as indicated section VI of this document. Research found 4 Interested Small Businesses capable in fulfilling this requirement.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
None
X. List of any sources that expressed, in writing, an interest in the acquisition.
All 4 Interested small business contractors are listed in the Market Research report and included below:

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
502 CONS will make every practicable effort to maximize the range of competitive offers received on subsequent acquisitions for similar supplies or services. Previous Market research conducted in 2022 ascertains that only a Honeywell Vindicator certified from resellers/distributors are authorized to provide brand name products serviced by BICSI certified technicians.
Since no other branded hardware and software are compatible for use with the Honeywell IDS used by JBSA- Lackland, Base Defense Operations Center (BDOC) at this time, market research will be limited to small business entities who can provide products items from an authorized Honeywell resellers/distributors and provide certified technicians.
