N66604-24-Q- 0664 PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUES THE ONLY NOTICE THAT WILL BE ISSUED.

This is a combined synopsis and solicitation for commercial services prepared in accordance with format in FAR Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. A written solicitation will not be issued. In accordance with FAR 5.203(a)(2) this solicitation will be posted for less than fifteen (15) days.

Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to purchase, on a Firm Fixed Price (FFP) basis, a site visit as stated below, for up to three contractors. The site visit will be Phase I in this requirement. In order for the site visit to be authorized, a contractor must provide a proposal which states the specifications of their Spectrum Monitoring System (SMS), and it must meet our minimum requirements in Attachment 1. Additionally, the proposal must conform no issues interfacing to the Facility requirements described in Attachment 4. In combination with the proposal, the contractor must provide a quote for a site visit at Jacksonville, Florida, further detailed below. The government will review the proposals and if the SMS provided meets our requirements in Attachment 1 and is assessed to have no interface issues with the facility as described in Attachment 4, then we will award based on a Lowest Price Technically Acceptable (LPTA) basis. The Government reserves the right to award up to three contracts for a site visit. A contractor is not eligible for a site visit if they already have existing SMS in place in the Mayport facility. However, vendors that already have successful site visits on file with the Government will be eligible to submit proposals and be evaluated for award in phase II as described below.

The site visit will be located in Jacksonville Florida at our Mayport facility. The contractor shall conduct a site survey to asses SESEF Mayport’s transmitting operations and provide recommendations for minimum standoff distances for the installation of SMS sensors from SESEF transmitting antennas and radars, as stated in the SOW (Attachment 2). A contractor can only be considered for the site visit if their SMS meets our minimum requirements in Attachment 1. If the SMS system provided by the contractor does not meet our minimum requirements, no further proposal evaluation will be done by the Government, and the contractor will be deemed unacceptable. After completion of the site visit and receipt of the report, the Government reserves the right to implement a Phase II, where a purchase of SMS is possible but only from vendors with an acceptable site visit and standoff distance on file with the government either from Phase I as described above or previously on file with the Government. The Government reserves the right to change specifications in Phase II to better suit our requirements.

In Phase II, the Government will select the source based on a tradeoff approach. Phase II will review the SMS systems provided and weigh them based on technical capability as the most important factor, past performance as the second most important factor, and price as second most important.

Attachment 4 will only be accessible to those with a valid and active JCP certification, NIST certified, and those that provide a valid DD2345 to the email address at the end of this solicitation.
