About this file
This document is a set of Questions and Answers (Q&A) related to Solicitation N6660424Q0664 for a Spectrum Monitoring System (SMS) Phase I.
The key details are:
- The solicitation requires offerors to submit a proposal describing their SMS and how it meets the minimum requirements in Attachment 1 by July 30th. A price proposal is not required for this Phase I effort, as a separate solicitation will be posted for the Phase II system purchase.
- Vendors who have already conducted successful site visits with the government are eligible to submit proposals and be evaluated for award in Phase II.
- The government does not intend to extend the July 30th closing date due to the complexity of the requirement and the government's timeline.
- The overall procurement is a two-phase effort, with Phase I being the authorization and purchase of a site visit, and Phase II being the actual system purchase.

Q&A for Solicitation: N6660424Q0664:
Q1: In the RFQ it states as follows:
“In order for the site visit to be authorized, a contractor must provide a proposal which states the specifications of their Spectrum Monitoring System (SMS), and it must meet our minimum requirements in Attachment 1” Then “However, vendors that already have successful site visits on file with the Government will be eligible to submit proposals and be evaluated for award in phase II as described below.“ What exactly are you looking for by July 30th? Is it a proposal for the site survey work which includes a description of our system, or it is a proposal for our system?
A1: Yes, it is a proposal describing the system for the Government to evaluate to determine if the offeror’s system meets our minimum requirements in Attachment 01. A price proposal for the system is not required for the Phase I effort (site visit purchase) as a separate solicitation will be posted for Phase II (system purchase). In addition with the proposal, the contractor must provide a quote for a site visit at Jacksonville, Florida.
Q2: Can the Government extend the solicitation to August 30, 2024?
A2: No. Based on the level of detail and complexity of the Government’s requirement and the Government’s required award timeline, the Government does not intend to extend the closing date and time.
