Solicitation No: FA4830-25-Q-0016 Requirement: Live Tissue Training
This is a combined synopsis and solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE
ISSUED.
Section A:
I. The solicitation number for this procurement is FA483025Q0016 and it is issued as a Request for Quotation (RFQ).
All References to “Offer” or “Offeror” in the clauses and provisions incorporated below are deemed to have the meaning of “Quotation” and “Quoter” respectively. Any quotation received in response to this RFQ is not binding until the Contractor either signs the purchase order issued at time of award or begins performance.
II. This RFQ and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2025-03, DFARS 2025-01-17, and Department of the Air Force Acquisition Circular (DAFAC) 2024-12-16.
III. In accordance with FAR 52.219-1 the North American Industry Classification System (NAICS) is 611699. The small business size standard is $16.5 million.
IV. The Government intends to evaluate quotations and award a single contract without discussions with Quoters; therefore, the Quoter’s initial quotation should contain the Quoter’s best terms from a price and technical standpoint. The Government does reserve the right to conduct discussions if deemed by the Contracting Officer to be in the best interest of the Government.
V. This acquisition will not be set-aside for small business.
Section B:
I. Description: The purpose of this RFQ is to acquire Live Tissue Training at Moody Air Force Base, GA in accordance with Attachment 1, Statement of Work (SOW).
II. FOB Point: Destination (Moody Air Force Base, GA)
III. Period of Performance: Training will culminate with a 5 day tactically focused mission-oriented training period. March 24-28 March 2025
IV. All quoters must be System for Award Management (SAM) registered and the online representation and certification in SAM must be completed. Information concerning SAM requirements may be viewed via the internet at https://www.sam.gov or by calling (866) 606-8220, or (334) 206-7828 for international calls.
V. The attached Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Department of the Air Force Federal Acquisition Regulation Supplement (DAFFARS) clauses apply to this RFQ and will be incorporated into the resulting contract. All clauses may be viewed in full text via https://www.acquisition.gov.
VI. Response Time: Quotations will be accepted electronically no later than 1:00 PM EST on, 12 March 2025. All quotations shall be marked with the RFQ number and title. Email quotations shall be sent to both the primary and alternate points of contact identified below:

It is the Quoter’s responsibility to ensure the quotation is received by the Government by the established due date and time, and to check https://www.sam.gov for amendments to this RFQ.
VII. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition.
VIII. Quoters rejecting the terms and conditions of this RFQ may be excluded from consideration.
Section C:
I. Quotations shall contain the following basic information:
-RFQ Number -Time Specified for Receipt of Quotations -Name, Address, CAGE/UEI, and Telephone Number of Quoter -Any Applicable Small Business Socio-Economic Categories -Name and Email Address of Representative Authorized to Discuss Quote
- Any Discount Terms -Acknowledgement of all Solicitation Amendment (if applicable)

a) Volume 1, Pricing: Quoted prices must be submitted using the Pricing Schedule at Attachment 2. Quoters shall insert unit prices in the attached pricing schedule, rounded to the nearest cent (for example $0.02 not $0.0231). Quoters rejecting the terms and conditions may be excluded from consideration. Note: Department of Labor
(DOL) Wage Determination 15-4493 Rev. 27, dated 12/23/2024, at Attachment 3, applies.
b) Volume 2, Technical Approach Submission: The Quoter must submit a technical approach that clearly demonstrates a complete and realistic plan to meet the requirements in accordance with the Statement of Work (Attachment1).
The entire technical approach shall not exceed 10 pages, not including the cover page, in a font size no smaller than twelve (12). Any pages beyond page 10 will not be evaluated.
Section D:
I. Evaluation: In accordance with FAR 52.212-2, Evaluation-Commercial Items, the Government will award a contract to the Quoter whose quotation is judged to represent the best value to the Government based on Price and Technical Factors.
II. Basis for Contract Award: This is a competitive, best-value continuum using the Lowest Price Technically Acceptable (LPTA) source selection process.
Technical elements will be evaluated as acceptable or unacceptable for each quotation.
III. Evaluation Approach:
a) All quotations will be evaluated for responsiveness. Responsiveness is determined by verifying compliance with FAR 52.212-1 and information contained within this RFQ.
b) All responsive quotations will be ranked, by price, from the lowest to the highest.
Total Evaluated Price (TEP). A Quoter’s TEP is depicted in Attachment 2, Price Schedule.
c) Technical evaluations will start with the lowest TEP quotation and continue until two (2) Quoters are determined to be technically acceptable, or until all Quoters have been evaluated.
d) The Government will make a determination of price fair and reasonable.
IV. Evaluation Factors for Award:
Price
a) Initially, Quoters shall be ranked from lowest to highest TEP, as previously defined.
b) The TEP will be evaluated to determine whether it is reasonable. A reasonable price/cost represents a price/cost that provides best value to the Government, considering market prices, the technical and functional capabilities of the Quoter, and risk.
Additionally, the Government reserves the right to, but is not required to, conduct a price realism analysis on quotations that appear to be exceptionally low and not supported by the Quoter's technical approach. In instances where a Quoter’s proposed price(s) appear exceptionally low, Quoters may be requested to address this disparity by providing evidence of their capability and/or performance at similar price(s). The burden of proof as to price credibility rests with the Quoter.
An exceptionally or unrealistically low quotation that is left unexplained may pose an unacceptable risk to the Government and may be a reason to reject the quotation.
c) The Government anticipates adequate price competition and intends to award a contract without discussions with respective Quoters. The Government, however, reserves the right to conduct discussions if deemed in its best interest.
Technical
a) The Quoter’s technical approach will be evaluated as either “Acceptable” or “Unacceptable” for each subfactor.
Acceptable: Defined as “required documents clearly meet the minimum requirements of the solicitation.”
Unacceptable: Defined as “required documents do not clearly meet the minimum requirements of the solicitation.”
Section E:
I. A site visit is not expected be held for this requirement
II. Questions and Answers: All questions pertaining to this RFQ must be submitted via email and must be submitted no later than 09:00 AM EST Tuesday, 11 March 2025.
III. Answers to all official questions will be posted via amendment to https://www.sam.gov no later than Tueday, 11 March 2025.
