STATEMENT OF WORK
1. SCOPE: 38 Rescue Squadron (RQS) requires a commercial company to conduct a pre-deployment Full Mission Profile (FMP) and a National Registry Paramedic refresher training course, including but not limited to Combat Clearance training, Anatomy and Physiology training, live and fresh tissue training, scenarios including Mission Planning, Casualty Evacuation
(CASEVAC), Technical Rope Rescue, Extrication, K-9 medicine, Low Visibility operations, Personnel Recovery, Hostage Rescue and complete the requirements for the 48 hour Paramedic National Registry refresher course to include Advanced Cardiovascular Life Support, Pediatric Advanced Life Support, Basic Life Support, Confined Space and Structural Collapse, Pre Hospital Trauma Life Support or Tactical Combat Casualty Care and the 24 hours of mandatory core content. The course has to be conducted over a 5 training day curriculum and be repeatable biannually.
2. LOCATION: The training site is to be located within the continental United States, but training location MUST be within 9 driving hours from Moody AFB due to fiscal constraints and flying costs.
3. TRAINING STANDARDS: This contract requires the facilities, logistic support and instructors necessary to accomplish training as required in section 1. All training to be accomplished by the 38 RQS with the selected company shall be in accordance with AFTTP 3-3 Guardian Angel and the current edition of the Pararescue Medical Operations Handbook. The Live tissue vendor must be an accredited American Association for Accreditation of Laboratory Animal Care (AAALAC) vendor and in compliance with Federal laws, DoD and United States Air Force regulations. Updated Close Quarters Battle tactics shall be provided by instructors with Joint Special Operations Command (JSOC) operational experience. Any conflicts between standards must be brought to the Contracting Officer’s attention and will be resolved through the appropriate 23 Contracting Squadron, Plans and Programs office.
4. PERSONNEL SAFETY AND ENVIRONMENTAL PROTECTION: All training shall comply with the requirements imposed by all applicable Federal, State, local and Moody AFB laws, regulations, codes and permits concerning personnel and environmental protection.
5. WORKING HOURS: There will be 5 training days, Monday through Friday. Each training day is unlimited on working hours in order to complete the required training. However, the training day will not exceed the maximum 12 hour aircrew duty day if there is flying involved.
6. DESCRIPTION OF OBJECTIVES The 38 RQS is seeking a commercial company with the abilities to conduct full mission profile training in support of future operational tasking.
6.1. Two days of Combat Clearance training IAW updated JSOC TTPs.
6.2. Anatomy, Physiology and fresh tissue training with cadavers to include, but not limited to cricothyrotomy, needle thoracentesis, tube thoracotomy, digital thoracotomy, escharotomy and other surgical procedures. All course supplies and scenario required med resupplies shall be furnished by the contractor.

Live tissue and fresh tisue medical training, part task training and/or included in
FMPs. All life rated Technical Rescue equipment I.e. Ropes, Carabineers, Prusiks, ATC’s, GriGri’s, etc. will be provided by the Government. All non-life rated
Technical Rescue equipment, Jaws of Life, Sawsall, grinder, lift bags w/ air bottles, Crash Axe, Hooligan, Pry Bars, Etc. shall be provided by the contractor. Structural collapse scenarios must be floodable and have active electricity running through at low voltage as to not hurt the students.
Updated K-9 medical protocols and procedures, to include practical applications.
Full Mission Profile (FMP) scenarios to include mission planning, execution and debrief. The 38 RQS is seeking, but not limited to the following scenarios.
6.5.1. CASEVAC: Can be conducted with actual aircraft or simulated.
6.5.2. High angle/technical rope rescue: It will include, but not limited to movement of a casualty using rappels, raises by mechanical advantage, high line or any combination of the above.
6.5.3. Extrication: Must require the use of standard Pararescue extrication tools in order to free the casualty.
6.5.4. Personnel Recovery in a contested environment.
6.5.5. Personnel Recovery in an urban environment
6.5.6. Hostage rescue.
6.5.7. Low visibility operations.
6.5.8. Waterborne operations to include treatment in a CRRC. CRRC shall be provided by the contractor.
6.5.9. Mass Casualty to include the requirement for CQC
6.5.10. Tactical Combat Casualty Care (TCCC) scenario
6.5.11. Ground Assault Force (GAF) operations
6.5.12. Patrolling with react to contact
6.5.13. Sensitive item recovery to include the requirement for heavy lift in technical terrain
6.5.14. Urban operations to include:

6.5.14.2. Man down drills
6.5.14.3. Rope rescue
7. DESCRIPTION OF REQUIREMENTS/FACILITIES/RESOURCES: The contractor shall provide the following facilities/resources for the course:

Availability: Monday – Friday. No weekends
Personnel for Training: Up to 20 students Instructors WILL have Guardian Angel (GA) and JSOC operational experience. Non-
GA instructors must have experience with Pararescue TTPs and updated combat clearance TTPs in order to provide instruction and feedback.
Provide all logistic support required for training, to include but not limited to:

Provide an emergency room doctor, and or general surgeon to teach updated protocols and procedures and to give feedback during medical training.
Must have ability and facilities to support live tissue training.
Must have cadavers in order to receive training on anatomy, physiology and surgical procedures, to include use in FMPs.
Must provide a secure storage facility to store students M4s.
Must provide M4 with NVD capable IR lasers and optics and UTM simunition bolts and ammo for training scenarios Must provide Glock simunition pistols and ammo to students for training scenarios. Private facility or location to conduct training.

Private, climate-controlled, secure area for all members’ personal gear storage, training planning and debriefing.
Two dimensionally correct helicopter simulators outfitted with NVD compatible lighting and sound generators to support hoist operations, patient preparation and mobile treatment skills development. Helicopter simulators must be AIE/Hoist infil/exfil capable.
Private, climate-controlled gym for all members to conduct physical training.
Must meet all requirements for the 48 hour Paramedic National Registry refresher course to include Advanced Cardiovascular Life Support, Pediatric
Advanced Life Support, Basic Life Support, Pre Hospital Trauma Life
Support or Tactical Combat Casualty Care and the 24 hours of mandatory core content.
200' vertical structure supports complex rope and rescue scenarios.
Close geographic proximity of training facilities ensures minimal transit times between training events.
Secure indoor industrial training facility with 1MIL+ sq/ft allows for day/night, all-weather, and all-season training support while maintaining minimum participant visibility.
