II. Nature and/or description of the action being approved.

New Contract. Firm Fixed Price.

III. Description of supplies/services required to meet agency needs.

The 38th Rescue Squadron requires Live Tissue Training to maintain qualification standards. Due to the specialized nature of this training, only a limited number of vendors are approved to provide this service. Please refer to the Statement of Work (SOW) for further details.

IV. Demonstration that the contractor's unique qualifications or the nature of the acquisition requires use of the authority cited above.

Only two contractors from the Approved Vendor List (AVL) have been determined to possess the necessary qualifications and capabilities to fulfill this requirement. The Department of the Air Force has authorized the use of these vendors based on a thorough evaluation. A sources sought process was conducted to identify eligible vendors from the AVL that meet the specific training needs.

Authority:

A. Only One Responsible Source (FAR 6.302-1, DFARS 206.302-1, and DFARS PGI 206.302-1)

V. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under FAR 5.202 applies.

Efforts were made to solicit offers from as many qualified sources as possible. However, in accordance with FAR 5.202, a notice was not required due to the limited availability of qualified vendors.

All vendors outside of the AVL were deemed ineligible for this procurement, as they do not meet the required training standards. A sources sought process was conducted to identify AVL-listed vendors capable of fulfilling the specialized training requirements of the 38th Rescue Squadron.

VI. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The contracting Officer has Determined that pricing is fair and reasonable will be based on Lowest Price Technically Acceptable. In accordance with FAR 52.212-2, the contract will be awarded to the vendor offering the best value based on price and technical acceptability.

VII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted. Market Research was conducted to identify vendors capable of meeting the requirement. A source sought notice was issued, and only vendors listed on the Approved Vendor List met the necessary qualification . No additional sources were identified that could fulfill the requirement while maintaining compliance with agency standards, CONTROLLED UNCLASSIFIED INFORMATION
