This is a Request for Quote (RFQ) for dishwashers for the Lackland Dining Facility, issued by the Department of the Air Force. The solicitation (FA301625Q6088) is a 100% small business set-aside for removing existing dishwashers and installing new Hobart Model No. CL64EN-BAS dishwashers or equivalent units. The RFQ requires vendors to quote on three line items: a left-to-right operation dishwasher, a right-to-left operation dishwasher, and a comprehensive delivery, installation, and removal service.

Key submission details include a response deadline of 12:00 pm CST on May 2, 2025, with quotes to be emailed to Evelyn Fujinaka and Heather Sorensen. The government will evaluate quotes using a Lowest Priced, Technically Acceptable (LPTA) methodology, with strict requirements for meeting 23 specific salient characteristics. These include technical specifications like 342 racks/hour processing speed, ENERGY STAR® certification, specific electrical requirements, and various operational features. Vendors must provide detailed documentation proving their proposed equipment meets or exceeds the specified requirements, with the potential for equivalent items if all characteristics are precisely matched.

(h) Multiple Awards is deleted in its entirety.

4. 52.212-2, Evaluation - Commercial Products and Commercial Services (Nov 2021).

For this procurement, the Best Value determination will be made based on Lowest Priced, Technically Acceptable (LPTA) quote. The Government will award a purchase order resulting from this RFQ to the responsible offeror whose quote conforming to the RFQ and SOW will be most advantageous to the Government. The following factors shall be used to evaluate quotes: technical acceptability and price.

Only technically acceptable quotes are eligible for award.

a. The following process will be followed:

(i) Quotes initially will be ranked based on total evaluated price (TEP). TEP will be determined by multiplying the quantities identified in the Bid Schedule (above) by the proposed unit price for each Contract Line Item Number (CLIN). The extended amounts for each CLIN will then be totaled for an overall Total Evaluated Price.

(ii) If three (3) or fewer quotes are received, the Government will evaluate all quotes for technical acceptability. If more than three (3) quotes are received, the Government will evaluate the three (3) lowest priced quotes based on TEP for technical acceptability based. However, the Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the Government’s best interest to ensure price reasonableness. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of total evaluated price.

(iii) The technical evaluation team will evaluate the factors identified below. For the quote to be technically acceptable, all the technical factors must be rated as acceptable. The failure of an Offeror to meet any or all of the technical criteria will result in a technically unacceptable rating and be ineligible for award. The technical factors will receive one of the ratings listed below:

• Acceptable: Quote clearly meets the minimum requirements of the solicitation.

• Unacceptable: Quote does not clearly meet the minimum requirements of the solicitation.

(iv) Technical Factors. The Government will evaluate the quotes for technical acceptability, assigning ratings as described in paragraph 4a(iii) above. The failure of a quote to meet any or all of the technical criteria will result in a technically unacceptable rating and preclude award.

• FACTOR 1 – SALIENT CHARACTERISTICS. The Offeror’s quote shall include documentation and information clearly detailing the ability to meet all Salient Characteristics and capability to deliver/install IAW with the SOW. The exact brand name identified above will be considered Technically Acceptable; however, contractor must provide a turn-key solution that does not include altering the facility structure.

If other than the noted brand name items are quoted, Quoter/Offeror shall provide an item meeting all Salient Characteristics identified below. For any item other than the exact brand name and part number, the information and details provided in quoter’s offer shall be for the item the contractor intends to deliver, transport, ship and install IAW with the SOW.

Under no circumstances shall the contractor provide “depictions” or “interpretations”.

When quoting an “Equal product (Equivalent item)” to substitute the brand name product identified above, the contractor must include the following: (1) Manufacturer name, (2) Part

Numbers, and (3) literature or description to support equal product substitution in your RFQ submission. Salient Characteristics for equivalent items must clearly be met to fulfill a turn-key solution to meet this requirement. At no time will the Government make revisions, modifications or adjustments to the facility structure to accommodate the contractor. All required modifications shall be made to the contractor’s item at no additional cost to the Government and shall be done IAW the SOW.
