Services (Nov 2021)

I. The Government will award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation, is determined to be the Best Value to the Government, price and other factors considered. Best Value means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. If offer does not conform to the requirements of the solicitation, it may be rejected without further evaluation or discussions. The following volumes shall be used to evaluate the offer:

Volume 1 - Technical Volume II - Past Performance Volume III - Price

Volume I - Technical:

Rating Description

Acceptable The Offer clearly meets requirements of all specifications provided in Attachment 1 - PWS for Medical Materiel Technicians 11 Sep 2025

Unacceptable The Offer does not clearly meet requirements of all specifications provided in Attachment 1 - PWS for Medical Materiel Technicians 11 Sep 2025

A Quotation must clearly meet all requirements (no partial Quotations shall be considered) to be considered “Technically Acceptable”. In order to be considered technically acceptable, the response must demonstrate a clear understanding of the requirement in all areas described in PWS, and the response must demonstrate a practical/functional technical approach that meets the needs of the solicitation. Failure to meet the criteria will render the response to be technically unacceptable and will not be considered for award.

Volume II – Past Performance:

The government will evaluate recent and relevant performance information based on the references provided by the offeror, and any data independently obtained by the government.

Recent is considered as the efforts that are completed or ongoing during the past 3 years from the issue date of the solicitation.

The government will assess relevancy for each contract and assign a rating as described in Table 2 below:

Table 2. Past Performance Relevancy Ratings Rating Rating Definition

Relevant Present/past performance effort involved some of the/similar scope and magnitude of effort and complexity that this solicitation requires.

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

The past performance evaluation is an assessment of the offeror’s probability of meeting the solicitation requirements. Offeror must receive a past performance rating of “Acceptable” to be eligible for award.

As a result of the recency, relevancy, offerors will receive an integrated past performance rating as described in Table 4 below:

Table 4, Past Performance Evaluation Ratings

Rating Description

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

Neutral Confidence No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

Volume III - Price:

I. The Total Evaluated Price (TEP): TEP consists of the sum of the total price offered

(CLINs 0001 - 5001). The Government will evaluate an offer for award purposes by adding the total price for all options to the total price for the basic requirement.

The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the options.

II. The Government will evaluate the Price for completeness. Any incomplete pricing information may result in quote elimination and the Offeror being determined ineligible for award.

The Government will evaluate the Price Factor for reasonableness, to include option periods. The Government will conduct price analysis, using one or more of the proposal analysis techniques and procedures as defined in FAR 15.404-1 and DFARS 215.404-1 to ensure a fair and reasonable price.

The Government will evaluate the Price for balance. The Government will review the quoted prices for the base and option periods for balanced pricing. This review will ensure that the price of one or more items/services is not significantly over or understated as indicated by the application of price analysis techniques, NOT to include price realism analysis.

Unbalanced pricing exists when, despite an acceptable total evaluated price (TEP), the price for one or more items/services is significantly over- or understated as indicated by the application of price analysis technique(s). The Government may determine that a quote is unacceptable if the items/services prices are significantly unbalanced.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

8. Basis For Award / Evaluation Procedures:

I. The Government will evaluate quotes based on price and non-price factors

(Technical and Past Performance). The Government will first evaluate an offer for acceptability. An offer will then be evaluated based on price. Award will then be made to the technically acceptable offer with Acceptable Past Performance determined to represent the best value to the Government.

II. Award will be made on the initial evaluation of a quote received in response to this RFQ. Therefore, offeror is cautioned to ensure that initial quote contain your best terms from a technical past performance and price standpoint. Offeror is further advised that any affirmative response in regards to FAR 52.204-24(d) will be reviewed to determine if award is in the best interest of the government. If award is not in the best interest of the government, the government reserves the right to determine the quote ineligible for award.
