EVALUATION OF OFFERS: The evaluation for this acquisition will be based solely on the best value to the Government, considering factors such as technical acceptability, and price.
FACTOR 1. Technical acceptability Technical Acceptability will be evaluated on a pass/fail basis. To be rated "Acceptable," an offeror’s quote must meet all submission requirements and demonstrate the ability to satisfy all requirements in the PWS, as detailed in their Technical Capability Statement. The Government will specifically evaluate:
1) Compliance with the Location Requirement (a facility within 60 miles of Dyess AFB or a committed subcontractor within that radius).
2) A credible plan to meet the mandatory Performance Thresholds (Tip-Over Response, Emergency Service Response, and
Unit installation/delivery/ Relocation).
Offers that do not meet all requirements will be rated "Unacceptable" and removed from further consideration for award.
FACTOR 2. Price The Government will evaluate the price of all technically acceptable offers. Although no minimum or maximum quantities are guaranteed, the Government will analyze the unit prices submitted in the Price List to determine price reasonableness and to identify any unbalanced pricing. Unbalanced pricing exists when, despite a reasonable total price, the price of one or more line items is significantly over- or understated. Offers found to have unreasonable prices or that are materially unbalanced may be rejected as unacceptable.
Basis for Award Award will be made to the offeror(s) whose quote is rated "Acceptable" for the Technical factor and offers the lowest total evaluated prices. By submitting an offer, the Offeror certifies that its prices include a fair allocation of all direct and indirect costs, taxes, overhead, and profit.
