About this file

This is a Questions and Answers document clarifying key aspects of the Chem Latrine BPA solicitation (FA466126Q0029) for sanitation services at Dyess Air Force Base. The document addresses ten substantive inquiries regarding contract scope, service frequency, equipment quantities, and operational requirements. Key clarifications include: the contractor is responsible for water provision and historical disposal facilities; there is no guaranteed service frequency as calls will be made by authorized personnel on an as-needed basis; relocation services for grey water storage tanks and VIP trailers will be separately priced line items with 24-hour completion for routine requests and 4-hour completion for emergency requests; equipment quantities and service frequency depend on monthly mission needs with no historical data provided; electrical power will be location-dependent, determined at the call level; and the specification reference to "potable water" will be revised to "non-potable water" in the Performance Work Statement.

The BPA structure is an estimated five-year ordering period rather than a multi-year contract, allowing the government flexibility in ordering based on operational requirements at Dyess Air Force Base. The government confirmed it will not provide disposal facilities, water, or guarantee service frequency, placing these responsibilities on the contractor. The Q&A document does not address pricing terms, specific award dates, or set-asides, but provides critical operational and performance guidance that contractors must understand when submitting quotes. Questions deadline was April 3, 2026 at 10:00 a.m. CDT, with offer receipt deadline of April 10, 2026 at 10:00 a.m. CDT.
