About this file
This file is an attachment containing FAR and DFARS representations and certifications required for federal contract proposals.
The document presents two primary certification requirements for offerors. First, corporations must represent whether they have any unpaid Federal tax liabilities that have been assessed with exhausted or lapsed judicial and administrative remedies, or unpaid amounts not being paid pursuant to an agreement with the responsible tax authority. Additionally, corporations must certify whether they were convicted of a felony criminal violation under Federal law within the preceding 24 months. The Government will not award contracts to corporations meeting either condition unless the awarding agency has considered suspension or debarment and determined such action is unnecessary to protect Government interests. Second, offerors must represent whether they provide covered defense telecommunications equipment or services, as defined in FAR clause 252.204-7018, and certify their compliance status by reviewing the System for Award Management (SAM) excluded parties list. These representations are standard certifications required in solicitations involving federal contracts and serve as baseline eligibility and compliance verification mechanisms.
