Solicitation N6817126QT009 for NAVSTA Rota, Spain Stevedoring Services

Questions & Answers

Q1. In order to determine our eligibility to participate in the referenced Solicitation, we would kindly ask you whether a foreign (UK-registered) company can participate as a prime contractor with a local supplier, duly licensed to operate in Spain?

A1. In response to your inquiry, our answer is yes, a foreign vendor (UK-registered company) can likely participate as a prime contractor for a US Department of Defense (DoD) contract for services performed in

Spain, especially when partnered with a local Spanish supplier. However, you must also consider additional eligibility of foreign companies for US Government Contracts such as registration in the US government's

System for Award Management (SAM) to be a prime contractor. In addition, the local Spanish supplier must be "duly licensed to operate in Spain." This means it must be a legally established entity in the Kingdom of

Spain and be in full compliance with Spanish corporate, tax, and labor laws.

Q2. We would like to know if this is a brand new contract OR if there is an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

A2. Current Contract for same services is: N6817125A6000

Q3. Could you please provide clarification on the maximum cumulative value of the BPA calls under the agreement? In this, the solicitation displays the maximum cumulative value does not exceed $350,000. Is the

$350,000 limit for each year, or for the complete duration of the contract over the 3-year period?

A3. There is no a maximum estimated cumulative value for BPA Calls as BPA Calls are constructed based on work estimation for every period. BPA Calls would be issued on monthly basis and the estimated evolution per month is 220 pallets IAW the Statement of Work. The $350,000 limit is for the complete duration of the contract over the 3-year period.
