This is a Performance Work Statement (PWS) for provisions loading effort stevedore services at Naval Station Rota, Spain. The contractor shall provide maritime material handling load and stow services for subsistence and supplies onboard SURFLANT U.S. Navy vessels and transient units located in Rota. The Government anticipates processing approximately 220 pallets per month, with average evolutions of 30 pallets, each not exceeding one cubic meter. Estimated pallet amounts and dates will be specified in individual Blanket Purchase Agreement (BPA) calls issued monthly. Performance shall occur on the pier at NAVSTA Rota and onboard U.S. Navy ships berthed there, with work hours from 0800 to 1600, seven days per week, including U.S. and Spanish Federal/National holidays.

The PWS establishes two primary tasks: Task 1—Coordinate/Liaison involves providing liaison support for all phases of provisions load-out operations, ensuring quality control, project management, and submitting end-of-day reports with mandatory data elements (number of pallets, ship name, cancellations, rescheduled deliveries). The Government will provide 24-hour advance notification of deliveries and delivery sequences; cancellations with more than 24 hours notice will be honored, while cancellations with less than 24 hours notice limit Government liability to 10 pallets. Task 2—Load/Stow requires transporting subsistence items and supplies from staging areas to designated shipboard locations using daisy chain or mechanical methods (dolly/cart/conveyor), with minimum distances specified by ship class (150 feet for small ships; 100 feet for submarines/minesweepers). The contractor must provide limited stock rotation, ensure proper stowage per technical direction, maintain cleanliness and safety per CTF 65/DESRON 60 standards, stack empty pallets centrally, and remove all debris. The contractor shall provide only personal protective equipment; the Government furnishes cranes, conveyors, lifting equipment, conveyor belt vehicles, forklifts, and trucks as available. Contractor personnel must comply with Spanish and Navy safety regulations and include at least one English-speaking representative. Deliverables include monthly status reports due by the 10th working day of the following month and a Government-approved Management/Quality Control Plan due within five working days of contract start. Applicable guidance documents include NAVSUPINST 4081.1A, NAVSUP P485, NAVSUP P-486, and NAVSUP P-538. The Technical Point of Contact is USN NAVSUPFLC site ROTA (ESP), and the Procurement and Contract Administration Point of Contact is Ivan Moyano at +34-956-82-2332 or Ivan.moyanonino.ln@us.navy.mil.
