About this file
This is a Combined Synopsis/Solicitation for Commercial Services issued as a Request for Quotation (RFQ-N6817126QT009) for stevedoring services at Naval Station Rota, Spain. The Government seeks to establish a Master Blanket Purchase Agreement (BPA) for load/offload of provisions on and off ships for NAVSUP Fleet Logistics Center Sigonella, site Rota, Spain. The anticipated volume is approximately 220 pallets of provisions per month, distributed across 6-7 evolutions monthly, with individual cases typically weighing up to 60 pounds. The minimum BPA call amount is 10 pallets with no maximum guarantee of services. The Master BPA will run for three years with a maximum cumulative value not to exceed $350,000, though this value is not guaranteed. The associated NAICS code is 488320 with a Small Business size standard of $47M; however, since work occurs in Spain, small business requirements are not mandatory and foreign companies cannot be classified as small businesses.
Quotations must be submitted by April 21, 2026, at 11:00 AM Local Rota Time via email to Ivan Moyano (ivan.moyano.ln@us.navy.mil, 956-82-2332) or Keishla Valenzuela, Contracting Officer (keishla.a.valenzuela.civ@us.navy.mil, 956-82-1993). Award will be based on best value considering price, technical compliance, and past performance; generally, the lowest priced compliant quote will be selected unless a higher-priced quote offers superior non-price qualities. Quoters must submit pricing via attached BPA Terms Section 6 (excluding IVA/VAT for Spanish companies), complete FAR 52.209-11 and DFARS 252.204-7016, and provide a capability statement (not to exceed 2 pages) demonstrating prior experience with similar contracts in CONUS and OCONUS locations, stevedoring services with 24-hour notice capability, Spanish labor law compliance, insurance, and authorization to operate in Spain, plus evidence of ability to obtain access to Naval Station Rota. Quotes must remain firm for 60 calendar days from the due date. The Government reserves the right to award multiple BPAs.

(c) Late submissions, modifications, revisions, and withdrawals of quotes.
(1) Quoters are responsible for submitting quotes and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation.
(2) Any quote, modification, or revision received after the time specified for receipt of quotes is “late” and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition. However, a late modification of an otherwise successful quote that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that quotes cannot be received at the Government office designated for receipt of quotes by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of quotes will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(4) Quoters may withdraw their quotes by written notice to the Government received at any time before award.

The Government may reject any or all quotes if such action is in the public interest, accept other than the lowest quote, and waive informalities and minor irregularities in quotes received. The Government intends to award to the responsible quoter whose quote conforming to the RFQ will be the most advantageous to the Government, price and non-price factors considered.
Generally, the lowest priced quote that meets the requirements of this RFQ will be selected for award, unless a higher priced quote has non-price qualities that are more beneficial for the Government. The factors for evaluation are Price, Technical and Past Performance.
