About this file
This file is a Vendor Question and Answer document for RFQ 961, issued by the Idaho State Department of Agriculture (ISDA), regarding an Employee Uniforms procurement solicitation. The RFQ seeks competitive bids for embroidered employee uniform items for staff, with a proposal due date that was extended following a vendor inquiry. The solicitation involves standardized uniform products, including Carhartt-brand items such as watch caps, with specific customization requirements including embroidered logos and woven patches. Vendors were required to submit substitution forms for any out-of-stock or discontinued items, and the RFQ did not cross a purchasing dollar-amount threshold that would trigger reciprocal vendor preferences under Idaho Code Section 60-101-103.
Pricing is vendor-determined, with ISDA reviewing all submitted quotes without a pre-established budget range or target price provided to bidders. ISDA is exempt from sales tax obligations. Out-of-state vendors are eligible to participate in the competitive bidding process; however, vendors demonstrating a significant Idaho economic presence may qualify as Idaho-domiciled vendors and receive preferential consideration under the state's supplier preference policy. No specific set-asides for disadvantaged enterprises, women-owned businesses, or other protected classifications were identified in this vendor Q&A document. The customization specifications clarified during the Q&A process include logo placement requirements, with the department logo to be positioned above the pocket on the left chest of shirts and woven patches as acceptable alternatives to embroidery on specified items.

Does the Idaho State Department of Agriculture pay state taxes or is the department exempt?
ISDA is exempt from sales taxes.
2
2a) Is there a specific final price or budget range you're aiming for?
I want to be sure we’re aligning with your expectations.
2b) A few of the original items are out of stock or discontinued.
I’ve selected some substitute options and would love to hear your thoughts to make sure they’re a good fit for what you’re envisioning.
2a) Please submit your company’s price – ISDA will review all the quotes that we receive.
2b) For items that are out of stock, please use the substitution form (Attachment B) included in the RFQ.
3
3) Anyway we can extend the closing date?
I am posting this Vendor Q&A document and extending the quotes due date.

4) We at [Company] are very interested in submitting a bid for the Employee Uniforms 961-0 solicitation.
I'm reviewing the bid documents and noticed Section 13, "Preference for Idaho Suppliers," which references Idaho Code Section 60-101-103. Since [Company] is based in Detroit, Michigan, I wanted to clarify if our out of state status makes us ineligible to bid, or if our proposal would still be considered.
We'd appreciate any clarification you can provide before we invest the time in preparing a complete bid.
We reviewed the vendor preference documents for the State of Michigan.
Your company is eligible to bid.
This RFQ will not cross a Purchasing dollar-amount threshold that would cause reciprocal preferences to kick in.
If your company can demonstrate it has a significant Idaho economic presence, your company could qualify as an Idaho-domiciled vendor. But even if you aren’t an Idaho-domiciled vendor, it won’t prohibit you from bidding.

Would you consider doing a woven patch (example attached) versus on embroidery on the Carhartt 104597 Watch Caps?
For the Carhartt 104597 Watch Caps, a woven patch would be acceptable to ISDA.

With the [Carhartt] logo on shirts (left Chest) Where is the Agriculture logo supposed to go?
ISDA desires that the department logo would be located above the pocket on the left chest.
