SUBJECT: Request for Quotation (RFQ) Number: 89303020QMA000035
Background & General Information
The Department of Energy's (DOE) Office of Headquarters Procurement Services is issuing this Request for Quote (RFQ) on behalf of the Office of Acquisition Management (OAM), Professional Development Division (PDD) (MA-615), Acquisition Career Management Program (ACMP) and Project Management Career Development Program (PMCDP) for Integrated Programmatic Consulting Support Services, Commercial-Off-The-Shelf (COTS) for the DOE Acquisition Workforce, COTS/Custom Training Delivery, and Curriculum Management Support. Ancillary Support Services may also be needed in support of each task area. The North American Industry Classification System (NAICS) code for this requirement is 611430 Professional and Management Development Training with a size standard of $12.0M.
The Department of Energy (DOE), Office of Acquisition Management (OAM), Professional Development Division (PDD) provides oversight and management of the Department's Project Management Career Development Program (PMCDP) and Acquisition Career Management Program (ACMP) under DOE Order 361.1C. The PMCDP is a component of the ACMP per DOE Order 361.1, and resides with the Office of Project Management (PM-1) (formerly Office of Project Management Oversight and Assessments (OAPM)) in its Office of Professional Development (PM-40). The PDD is responsible for the design, development, and delivery of competency-based courses to meet critical skill development and certification needs through these programs.
The success of this program depends on its ability to meet training and workforce development needs by evolving, yet still providing ongoing access to off-the-shelf (COTS) courses to support certification needs and customized training to meet skill gaps specific to the DOE. Access to a cadre of programs, practitioners, and experts to support various current and emerging requirements of a large Federal acquisition workforce is essential. PDD provides custom certification courses per the Federal Acquisition Regulation (FAR) and the Project Management Career Development Program (PMCDP) in alignment with DOE order 413.3b and FAR Subpart
1.6 - Career Development, Contracting Authority, and Responsibilities and the PMDCP. PDD must also maintain certifications included under DOE Order 361.1C (to include Federal Acquisition Certifications in Contracting, Contracting Officer Representative, Program and Project Management, Federal Project Director Certification, Certification in Financial Assistance, Technical Project Officer, Personal Property Management, Realty Property Management, and Purchasing).
You are invited to submit a proposal/quotation for this requirement. The contractor(s) shall furnish all supplies and labor in accordance with the Performance Work Statement and Position Qualification (Attachment 2 and 3) and other accompanying attachments to the RFQ.
Resultant award(s) will be made in accordance with FAR 8.4 and GSA's MAS Professional Services – subcategory Training, MAS SIN 611430 - Professional and Management Development Training and/or MAS Professional Services – subcategory Business Administrative Services, new MAS SIN 541611--see Appendix I on page 12 for the GSA descriptions. Accordingly, DOE will review and evaluate quotations from the GSA 541611 and 611430 Schedule vendors and select one or more quoters that it determines will provide the best value to the Government. The award under the Professional Services - Training Schedule or Business Administrative Services Schedule will be subject to the terms and conditions of the GSA BPA(s) established.
There is neither Government-furnished nor Contractor-acquired property involved in this at the BPA level. Future details may be determined at the ordering level.
This RFQ does not commit the Government to pay any cost of the preparation and submission of offers. The award of a BPA and subsequent calls/orders is subject to the availability of funds. It is also brought to your attention that the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in collection with this proposed acquisition. The Contract Specialist listed as the POC for this RFQ is the sole point of contact during the solicitation.
Attachments to this RFQ are as follows.
1. Standard Form 1449, Request for Quotations – Cover Letter
2. Performance Work Statement w/ Deliverables
3. Position Descriptions/Qualifications
4. Past Performance Information Sheet
5. Organizational Conflicts of Interest
6. Order Terms and Conditions (Provided Upon Award)
7. Quality Assurance Surveillance Plan (QASP)

The anticipated period of performance is for sixty (60) months from the anticipated award date in September 2020.
Solicitation Information
The Government anticipates awarding one or more Blanket Purchase Agreements (BPAs) with firm fixed priced line items for Commercial-Off-the-Shelf (COTS) courses, and time-and-material for Ancillary Services and Other Direct Costs (ODCs). GSA Professional Services – Business Administrative Services (SIN 541611) and Training (SIN 611430) holders are invited to submit a quotation. This is a small business set-aside, where the government intends to set-aside Task Area 1, and 3 to small business and reserves the right to set-aside Task Area 2. It is the government's preference that capable offerors provide quotes for all Task Areas in the PWS; however, the government reserves the right to award to a BPA for a single task area.
Resultant orders off BPA award(s) shall be issued pursuant to the ordering procedures at FAR 8.405- 3(c) for orders under (FSS) Multiple-Award BPAs. The DOE reserves the right to place orders at or below the micro-purchase threshold; at or above the micro-purchase threshold and below the Simplified Acquisition Threshold (SAT); and order in excess of the SAT.
The DOE will do so via Request for Quote to ensure fair opportunity amongst resulting BPA holders, per the procedures set forth in FAR 8.405-3(c), for COTS ordering and hourly rate services. Also, any order issued will comply with the GSA schedules and Terms and Conditions set forth in the Multiple Award BPA Terms and Conditions, and Agency BPA terms and conditions, and BPA Call Ordering Procedures (Attachment at the time of award). If a single BPA award is made in a single task area, then direct ordering will take place.
Registration and Submission Instructions for RFQ
Quotations must demonstrate complete performance for all requirements for the entire 60-month period of performance. Quotations for less than the total requirement will be rejected as non-responsive. Quotations should be valid for a minimum period of 60 days after the proposal due date.
The Government intends to evaluate quotations and award order(s) without discussions.
Therefore, each offer should contain the Offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.

(i) Past Performance Information – description to follow.
https://www.acquisition.gov./
II. Technical Quotation - Volume II
The technical proposal will consist of the GSA listed prime offeror's Technical Approach, Personnel Capability and Past Performance. Offerors will propose solely based on the technical proposal criteria. The offeror's technical proposal will consist of the following:
FACTOR 1 - TECHNICAL APPROACH
Technical Approach and Understanding (25-page limit) - The technical approach shall consist of the GSA listed prime quoter's proposed method to meet one or more of the task areas and associated deliverables outlined in the PWS. It is not necessary that a firm be capable of covering all task areas outlined in the PWS, although that is strongly preferred and firm(s) quoting all task areas may be considered a better overall value than those firms quoting for just one task area.
A management plan should be proposed, outlining the firm's organizational structure and solution for meeting deliverables. Plans should demonstrate a complete understanding of the DOE training environment and the capacity and capability to meet each respective task area (areas include Integrated Programmatic Consulting Services for a Federal Acquisition Workforce with Ancillary Support; Commercially-Off-the-Shelf (COTS) Courses for the DOE Acquisition Workforce with Ancillary Support; and Custom and COTS Training and Curriculum Management Support with Ancillary Support).
If a teaming arrangement is proposed between a schedule prime and schedule team member, the team agreement will be evaluated as part of the technical approach and should be included only if schedule contractor teaming is proposed.
The quoter shall demonstrate their full understanding of the PWS and propose a method for one or both task areas in the PWS. A mere description of the task areas is not sufficient. Discuss your methods for performing work under a BPA call issued pursuant to this BPA taking into account the various task areas. The quoter shall set forth a results-oriented process and personnel to deliver the services and meet the deliverables set forth in the PWS.
No pricing information should be included in the technical submission. The technical approach shall also include a Quality Assurance Plan, detailing your approach to monitor and control the quality of these requirements, associated deliverables, and identify any risks mitigation per Attachment 8.
FACTOR 2 - PERSONNEL CAPABILITY
Key Personnel (three-page limit/resume & Capability Statement) - The quoter shall provide resumes and signed commitment letters of proposed key personnel for the PWS and Position
Qualifications. Resumes shall state the full name, current job title/employer, describe requisite skills, expertise and knowledge (Federal acquisitions and project management certifications and experience), and provide the education level (degrees, year, specialization, relevant additional training, relevant certifications); work experience attained for the given field and/or other specialized skills that are determined to be necessary for the PWS requirements, per the Position Qualifications set forth in the PWS. The resume should have contact information for evaluators to access the proposed persons past experience on similar projects and specify whether the proposed individual is currently employed by the prime or subcontractor (shall include letter of intent for any employee not currently employed by the prime contractor). Each Key Person's Commitment Letter(s) should attest to the relevant and required capabilities/skills availability, and qualifications for this 60 month performance period.
Non-Key Personnel proposed must demonstrate their skills, expertise and knowledge per the PWS as well. A clear cross-reference to the proposed DOE labor category in the PQ must be shown for all personnel. All proposed personnel must be U.S citizens. These instructions apply to proposed schedule teaming members/subcontractors (if proposed) as well.
FACTOR 3 - PAST PERFORMANCE
The Quoter (including teaming partners/subcontractors) shall submit the Past Performance Information listed below in Volume I.
Past Performance (No Page Limit) - Contractors shall provide up to five (5) examples of past performance relevant in size, scope, and complexity to these requirements, with appropriate references to contact and submit the questionnaire to respective references for completion, per Attachment 4 - Past Performance Information Sheet and its instructions. The references shall submit the completed questionnaire directly to Ellen.Clayton@hq.doe.gov no later than the deadline for quotation submission. The Quoter shall provide its past performance information within the last four (4).years, sufficient to determine the Quoter's ability to perform the proposed PWS. Also indicate whether the Quoter was the prime contractor or a teaming partner/subcontractor.
The Quoter should contact its references to inform them that they will be asked to complete the questionnaire as part of your past performance submission. Additionally, the Government may consider past performance reference information from the Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov/ (formerly at the Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov) or other sources available to DOE.
The Government reserves the right to interview program managers, Contracting Officers, or other sources with knowledge of the Contractor's past performance.
mailto:Ellen.Clayton@hq.doe.gov https://www.cpars.gov/ http://www.ppirs.gov/
III. Price Quotation
FACTOR 4 - Price Quotation - Volume III
Offerors should provide their price submission in a separate volume. Offerors shall utilize Attachment 9 – Price Worksheet to complete and submit their price quotation. This attachment includes information for COTS, Custom, Consulting, and Ancillary Support.
Offerors shall submit the Attachment as a stand-alone MS Excel file with the quote submission for Volume III.
Due to potential volume of this requirement, you are strongly encouraged to offer discounts from the awarded GSA MAS Schedule 541611 and 611430 as applicable for contract prices and list the discounts in a distinct column to show the breakout. Quotes shall identify hourly rates for both Government-site and contractor-site performance (according to task area).
Travel estimates are not required on the price Attachment. These costs will be priced separately at the ordering level as Other Direct Costs.
Basis of Award
The evaluation factors are in descending order of importance. The order of precedence is Factor 1 is more important than Factor 2. Factor 2 is more important than Factor 3. Factor 4 - Price becomes increasingly important as a determining factor as technical proposals become more equal. While the Government anticipates award to the responsible Offeror whose approach provides the overall best value to the Government, no award will be made based on superior technical capability when the proposed price is considered unreasonably high, or when the quote is not justified by the advantages of an award based on technical superiority.
All technical evaluation factors when combined are more important than to price. The selection resulting from this solicitation will result in one or more Firm Fixed Price BPA(s) conforming to the solicitation requirements and determined to provide the "best value" to the Government. The "best value" determination will be based on the merits of the offer and the Quoter's capabilities.
The "best value" may not necessarily be the quote offering the lowest costs, nor receiving the highest technical evaluation. The Government is more concerned with obtaining a superior technical proposal than making an award at the lowest evaluated price. However, the Government will not make an award at a cost/price premium it considers disproportionate to the benefits associated with the evaluated superiority of one technical proposal over another.
Contract award will be made to the responsible Quoter whose quote provides the overall best value to the Government through a trade-off analysis of technical approach, past performance, and price. lt is the government's preference that quotes on both Task Areas in the PWS, however, the government reserves the right to award to a single task area if it is in the opinion of the Government that one or more submission(s) provide superior performance in that area at a price that is considered fair and reasonable.
Selection Factors
Quoters will be evaluated subject to the relative order of importance found in this section. The factors are listed in descending order of importance. When combined, the technical factors are significantly more important than price. However, price is an important factor and should be considered when preparing quotations. The Government reserves the right to award to a lower price offer when that offer is considered essentially equal in terms of technical capability, or when specific strengths and/or benefits associated with a technically superior offer do not support an associated price premium. In summary, price /technical capability tradeoffs may be made.
The selection factors are listed below in relative order of importance:
Factor 1 - Technical Approach Factor 2 - Personnel Capability Factor 3 - Past Performance Factor 4 - Price
Factor 1 Technical Approach and Understanding
The quoter's Technical Approach will be evaluated for the quoter's ability to satisfactorily respond to deliverable requirements outlined in the Performance Work Statement (PWS).
The Quoter's management plan will be evaluated for its outline of their proposed organizational structure and ability to meet deliverables. Additionally, the plan will be evaluated for its understanding of the DOE training environment and an existing capability and capacity to meet each respective task area.
The Offeror's teaming arrangement, if proposed, will be evaluated. The proposal will be evaluated based on the quoter's ability to demonstrate a comprehensive and results-oriented approach to meet the deliverables. The proposed method for handling a BPA Call under this requirement, taking into account task area(s) will be evaluated. The firm's proposed Quality Assurance Plan will also be evaluated for its approach to technical monitoring, quality control of the requirements, and managing the associated deliverables while practicing risk mitigation, per Attachment 8.
Factor 2 Personnel Capability
Proposed Personnel will be evaluated against the qualifications of Offeror's staff to respond adequately to the PWS requirements and meet the Position Qualifications.
The key personnel resumes will be evaluated for demonstrating requisite skills, expertise and knowledge (Federal acquisitions and project management certifications and experience), and will be evaluated according to the education level, work experience attained for the given field and/or other specialized skills that are determined to be necessary for the PWS requirements, per the Position Qualifications. Each Key Person's Commitment Letter(s) will be evaluated on its relevant and required capabilities/skills availability, and qualifications for this 60 month performance period. The resume will also be evaluated to access the proposed persons past experience on similar projects.
Non-Key Personnel proposed will be evaluated on their demonstrated skills, expertise, and knowledge per the PWS. The Offeror's cross-reference of proposed DOE labor categories will be evaluated to determine compliance with the PQ.
Factor 3 Past Performance
The Offerors past performance will be evaluated based on the extent to which the Offeror has the demonstrated knowledge and quality of experience that is relevant to the requirements in this RFQ in terms of size, scope, and complexity as per the Attachment 4 and submitted questionnaire from references. More relevant and more recent (4 years or less) will be evaluated more favorably than less recent or less relevant Past Performance. Additionally, the Government will evaluate past performance based on information from the Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov/ (formerly at the Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov) or other sources available to DOE.
The past performance evaluation will be scored on a pass (satisfactory) or fail (unsatisfactory) basis depending on whether the firm (and its GSC Schedule(s) team member(s)/subcontractor(s))has (have) successfully performed work similar in scope within the last four years.
Factor 4 - Price
Price will be evaluated based on the information provided in Attachment 9 – Price Worksheet.
Volume III will be evaluated for completeness and accuracy. Pricing above the current GSA MAS Schedule 611430 contract prices will not be evaluated. The price will be evaluated to determine if it is reasonable and reflects a clear understanding of the requirements and is consistent with the methods of performance described in the offerors technical quote. The Government will evaluate price reasonableness using price analysis techniques in FAR Part 8.
