About this file
This Addendum No. 1 to RFQ 484-042026, issued by the Georgia Department of Transportation (GDOT) Office of Procurement Engineering and Design Services on April 6, 2026, provides clarifications and answers to written questions regarding Drainage Analysis Inventory & Inspection Services (DAII). The project requires Level I inspections of drainage structures and conveyances, with an updated scope of 55,419 structures and 32,512 conveyances remaining to complete inventory. The consultant must develop and execute a structured inspection work plan to complete all Level I inspections within 18 months of the Notice to Proceed (NTP). Key personnel requirements have been clarified, indicating that GDOT Professional Development Program (PDP) certification is not required for Level I inspection roles, and confined space entry is not expected. The consultant will utilize GDOT's current mapping and data collection system rather than developing an independent platform, and upon award, a detailed list of routes to be inspected will be provided to the selected contractor.
The addendum clarifies that Level I inspections are limited to visual assessments and data collection, with no engineering reports, engineering analysis, or formal engineering reporting required during this phase. MS4 structures are not included in the scope of services. The applicable inspection standards are contained in the current Statewide Stormwater Field Maps Manual and the Departmental Pipe Inspection Manual Guide, both available in the Georgia Procurement Registry (GPR). A signed acknowledgment of this addendum must be attached to all Phase I submissions. The addendum emphasizes that failure to adhere to the changes outlined may result in disqualification of proposals.

This Addendum, including all questions and answers, shall become and form a part of the original RFQ package and shall be taken into account when preparing your proposal.
The purpose of this addendum is to provide the answers to the written questions received during the question and answer period of the RFQ Phase as follows:
I. Written Questions (Q) and Answers (A):
Q1: Clarification on Required GDOT PDP Certification for Key Personnel Section C.1 and C.2 require that the Project Manager and Key Team Leaders list whether they hold a current GDOT PDP Certification and attach copies. Since the DAII scope is non design and focuses on inventory, mapping, and Level I inspections, can GDOT confirm whether PDP certification is mandatory, or only relevant/beneficial if the personnel will be performing engineering analysis, Level II evaluations, or structural assessments later in the contract? If PDP is not mandatory, will GDOT allow firms to note “PDP not required for Level I inspection roles” in resumes?
A1: Yes, PDP is not required for Level I inspection.
Q2: Clarification Regarding Confined Space Requirements Section A.4 references OSHA confined space entry (29 CFR 1910.146): Given that Level I inspections are “non intrusive,” can GDOT confirm whether confined space entry is expected, optional, or not required?
A2: Not expected.
Q3: Given that Exhibit I 1 states the Consultant is expected to perform only Level I inspections to complete the drainage inventory, can GDOT confirm whether Engineering Reports (such as Structural Analysis Reports or other engineering evaluations) are required as part of Level I inspections under this contract? Our understanding is that Level I inspections are limited to visual assessments and data collection, and that Engineering Reports would only be applicable to Level II or in depth inspections. Please confirm whether any engineering analysis or formal engineering reporting is expected during the Level I phase?
A3. No, Engineering Reports are not required as part of Level I inspections. There is no expectation for engineering analysis or formal engineering reporting during the Level I phase.
Q4: The scope mentions an estimate of both sand 34,000 remaining drain structures. How many estimated drainage structures remain?
A4: The numbers have been updated to 55,419 structures and 32,512 conveyances remaining to complete inventory.
Q5: It is noted that “the Department only expects the Consultant to perform Level I inspections necessary to deliver inventory data to the Department within 12 months”. Is it the intention of the Department to complete a Level 1 inspection on all the remaining drainage within 12 months of the NPT?
A5: It is the intention of the Department to complete a Level 1 inspection on all the remaining drainage within 18 months of the NTP.
Q6: Under the Services Performed by the Consultant section (pg. 17) it is mentioned that the Consultant agrees to create a structured, quantified, and systematic inspection work plan to complete all inspections within 18 months of NTP. Is it the intention of the Department to complete a Level 1 inspection on all the remaining drainage within 18 months of the NPT?
A6: It is the intention of the Department to complete a Level 1 inspection on all the remaining drainage within 18 months of the NTP.
Q7: Please confirm the total number of structures to be completed under Level I inspections, as Page 16 of the RFQ references both 74,000 and 34,000 structures?
A7: The numbers have been updated to 55,419 structures and 32,512 conveyances remaining to complete inventory.
Q8: Please confirm which inspection manuals are to be used for Level I and Level II inspections, and identify the applicable sections of each manual, if available?
A8: The inspection manuals to be used will be the current Statewide Stormwater Field Maps Manual located in the Georgia Procurement Registry (GPR) for this solicitation.
Q9: Will consultant field crews utilize a GDOT-provided mapping and data collection platform, or will the consultant be responsible for developing and maintaining the platform?
A9: No, use the current GDOT system to deliver inspections.
Q10: Please provide the list of routes to be inspected, as referenced on Page 22 of the RFQ?
A10: Upon award, a list of routes will be provided to the awardee.
Q11: Please provide a copy of the “Departmental Pipe Inspection Manual Guide” referenced in Section 5 on Page 16 of the RFQ?
A11: The requested manual has been uploaded to the Georgia Procurement Registry (GPR) for this solicitation.
Q12: Are MS4 structures required to be inventoried and inspected as part of this scope of services?
A12: No
