About this file
This document is Addendum 2 for Brevard County's Request for Qualifications (RFQ-4-25-12) for Disaster Debris Removal & Recovery Management Services, issued on June 30, 2025. The addendum provides detailed responses to 22 questions from potential bidders regarding the solicitation. The RFQ is specifically for disaster debris monitoring services, with work expected to commence within 72 hours following a declared disaster. The current contract is valid through September 16, 2025, with the anticipated contract start date tied to the contract execution date. The service area covers Brevard County's 1,016 square miles, including 1,150 miles of paved roads and 82 miles of dirt roads, with potential activation by various municipalities through Interlocal Agreements.
The current incumbent is Tetra Tech, who has provided these services for over 10 years and was most recently utilized for Hurricane Milton on October 9-10, 2024, collecting 240,090 cubic yards of vegetation and 1,196 cubic yards of construction debris, for which they were paid approximately $660,000. The RFQ is a qualifications-based selection process where pricing is not a factor in the initial evaluation. Proposers are required to submit three hard copies and one electronic copy, with an E-Verify Memorandum of Understanding requested at submission but not mandatory for responsiveness. The qualification opening is scheduled for July 9, 2025, at 10:30 am, and the contract will be negotiated with the highest-ranked, responsive, responsible contractor.

QUESTION 22: Could you please confirm whether the E-Verify Memorandum of Understanding (MOU) is required to be submitted with our RFQ proposal package, due July 9, 2025, or if it is only required prior to contract execution?
Addendum 2 – Page 4
ANSWER 22: The E-Verify Memorandum of Understanding (MOU) is requested at the time of proposal submission as a best practice, as some contractors—particularly those with five (5) or fewer employees—cannot be verified through the E-Verify system by external parties. Brevard County Board of County Commissioners requires all contractors to be registered with the Department of Homeland Security’s E-Verify Program prior to entering into a contract.
However, failure to submit the MOU with the proposal will not render a proposer non-responsive. As stated in Section 51 of the solicitation, if the County is unable to verify participation electronically, the selected contractor will be required to submit the MOU before the County will enter into contract or issue a Notice to Proceed.
Contractors registered on the DHS E-Verify website receive a copy of their fully executed MOU upon registration.
Please note that the qualification opening date and time remains July 9, 2025 @ 10:30 am.
All other terms and conditions remain unchanged.
Sincerely, Mary Bowers Purchasing Manager
