About this file
This is an Addendum 2 to a Request for Qualifications issued by Brevard County Purchasing Services for the management of the Veterans Memorial Park Amphitheater. The addendum clarifies key operational responsibilities and facility details for prospective proposers responding to RFQ-4-25-05. The County will retain ownership of all real property and permanently installed equipment, including food and beverage equipment, though the management company may operate contracted food services using their own equipment. The management company assumes full operational responsibility for outdoor maintenance, all utilities expenses, and event risk management without County financial protection. The facility, anticipated to be completed by January 2026, will feature a 2,100-square-foot stage, accommodate 4,850 attendees, and include 300 parking spaces. The management company must generate annual profits, maximize event activity, and promote regional tourism and positive economic impact. The qualification opening remains scheduled for Friday, July 25, 2025 at 10:00 AM, with a ten-year contract term and option for an additional ten-year renewal period.
The addendum addresses facility specifications, including clarification that current utility infrastructure will follow the existing design and construction plan with no firm plans for additional utilities. The management company must provide the Veterans Memorial Center with facility access for designated annual events including Memorial Day, Veterans Day, the Last Naval Battle commemoration, 9/11 Remembrance, and other veteran-related activities, with no more than three car shows or 5K runs annually, with the exact number subject to negotiation. The County has not established an emergency use plan for the facility, though existing contract requirements still apply. No marquee has been confirmed for funding or placement at this time. No pricing information, set-asides, or incumbent vendor details are disclosed in this addendum, and the evaluation criteria remain based on Organizational Capacity and Experience (35 points), Method of Approach (25 points), Communication and Reporting (20 points), and References (20 points).

ADDENDUM 2
TO ALL PROSPECTIVE PROPOSERS
This is an Addendum to and shall be considered as part of the original RFQ package for the above-mentioned bid. Proposers are requested to acknowledge receipt of this Addendum with their submittal.
1. Will the County own all the equipment and assets at the venue including all food and beverage equipment?
The County will own all the property including food and beverage equipment that is considered real property installed, or property installed during construction or purchased by the County and installed after construction. However, if food and beverage service is contracted out or allowed under a rental permit or agreement, the County will not claim ownership to those items.
2. Will the County be responsible for outdoor maintenance?
The County’s intent is for the management company to be responsible for outdoor maintenance of the venue “in accordance with the First-Class standard of the Amphitheater, property, and in accordance with the requirements of the negotiated contract.”
3. Will the County cover the venue’s utilities expenses?
Our intent is for the management company to assume full operational control of the Amphitheater and “all costs and expenses relating to the foregoing shall be the Management Company’s responsibility.”
4. Will the County take risks on events at the venue? If so, to what extent, i.e.: real financial loss, soft costs only, or some.
The management company must maximize opportunities to achieve and sustain a profit for each operating year from the amphitheater's operations, promote tourism in the County, and have a positive economic impact by attracting, promoting, and contracting for events and activities at the Amphitheater, provide innovative marketing efforts for quality events, and maximize event activity while ensuring the efficient operation of the Amphitheater. The management company must ensure “concert activity should generate either a significant economic, cultural, or other benefit to the County or otherwise serve public interest.” There are no stipulations regarding risk, pre-approval of events, or impact of financial loss.
5. Does the County have an emergency plan for the venue?
There is no plan for emergency use of the amphitheater. However, Paragraph 57 still applies.
6. What additional utilities will be onsite? i.e.: electrical in the parking lot.
There are no firm plans for utilities in addition to the current design and construction plan.
7. Will the venue have a marquee? If so, where will it be placed?
There have been discussions regarding a marquee; however, at this time it is unsure if a marquee has been funded or a site location selected.
8. Are there events currently taking place in the community that are planning to move to the new amphitheater?
There are events currently hosted or planned by the Veteran’s Center that will be located at the Amphitheater. The RFQ specifies “The Management Company shall provide use of the facility to the Veterans Memorial Center Inc. for a number of events annually, including but not limited to Memorial Day events, Veterans Day, Last Naval Battle, 9/11 Remembrance, JROTC Bataan Death March Remembrance, Back Brevard Hero Festival, Community Action Merritt Island (CAMI) and Gold Star Family Tree Illumination, Key Lime Pie Festival, no more than three (3) car shows and/or 5K per year, and JROTC morning drills. The actual number of events will be negotiated with the awarded Management Company.”
9. How many offices will be onsite?
Please see construction design on next page.
Please note that the qualification opening date and time remains Friday, July 25, 2025 @ 10:00 AM.
All other terms and conditions remain unchanged.
Sincerely, Mary Bowers Purchasing Manager
