About this file

This is a Request for Quotation (RFQ) for transportation services supporting the Indo-Pacific Armies Management Seminar (IPAMS) 26 in Auckland, New Zealand. The RFQ number is W91QVP-26-Q-4002 with a closing date of 03 August 2026 at 09:00 AM Hawaii Standard Time. Quotations must be submitted electronically to SSG Kim, Eric (eric.k.kim.mil@army.mil) and SSG Rosenberger, Nathan (nathan.t.rosenberger2.mil@army.mil), with questions due by 27 July 2026. The contract will be a Firm-Fixed Price award for commercial services under simplified acquisition procedures.

The requirement involves providing transportation with driver services for the event period of 16–26 September 2026, with performance occurring in Auckland, New Zealand and surrounding areas. Three vehicle types are required: 12 passenger vans (CLIN 0001, 16–21 September and 24–26 September), 2 sport-utility vehicles (CLIN 0002, 21–24 September), and 3 coach buses (CLIN 0003, 22–23 September). All pricing must be submitted in USD and be all-inclusive, covering personnel, fuel, maintenance, taxes, and off-site staging/parking fees. A critical operational constraint is that the primary venue (Hilton Auckland) has only three parking spaces available; therefore, the contractor must utilize off-site staging areas with drivers on standby ready for rapid deployment. Offerors must submit three attachments: a technical proposal addressing management, staging/dispatch, vehicle specifications, and quality control plans; a completed pricing sheet with a minimum 90-day quote validity period; and offeror information including SAM registration status, WAWF registration, and Section 889 compliance. Evaluation will be based on technical capability and past performance (significantly more important than price), with technical proposals rated as Outstanding, Good, Acceptable, Marginal, or Unacceptable, and past performance assessed using a confidence rating scale. Defense Base Act insurance is required, with an informational estimate separate from the evaluated price. Payment will be made NET 30 days after invoice receipt or service acceptance, whichever is later, through electronic submission via WAWF.

7. Basis for Award — Addendum to Far 52.212-2, Evaluation—Commercial Products and

Commercial Services

7.1 The Government will award a contract to the proposer responsible whose offer, conforming to the solicitation, provides the best value to the Government, price and other factors considered. The evaluation factors are:

Factor 1: Technical Capability

5 | P a g e

Factor 2: Past Performance/ Relevant Experience Factor 3: Price

7.2 Relative Importance of Factors. Technical Capability and Past Performance, when combined, are significantly more important than Price. As technical and past performance ratings become more equal among offerors, the evaluated price will become more important in making the award determination. The Government may award a higher-priced offeror if the perceived benefits of the higher-priced proposal merit the additional cost.

7.2.1 Factor 1: Technical Capability

Government will evaluate the offeror's Technical Narrative to determine their understanding of the requirements, the feasibility of their approach, and their ability to successfully execute the scope of work.

The evaluation will specifically assess the following required elements:

7.2.1.1 Management and Staffing Plan: Evaluated on the effectiveness of the management approach and the confirmation of a designated Site Manager reachable 24/7 during the period of performance.

7.2.1.2 Staging and Dispatch Plan: Evaluated on the feasibility and responsiveness of the strategy to mitigate parking constraints at the Hilton Auckland, including the effectiveness of off-site staging and communication protocols.

7.2.1.3 Vehicle Plan: Evaluated on the detailed list of provided vehicle specifications (Make, Model, Year, Capacity, etc.) to ensure the proposed fleet strictly meets or exceeds all PWS passenger capacity and climate control requirements.

7.2.1.4 Quality Control Plan: Evaluated on the adequacy of the proposed procedures to monitor performance and ensure services meet the standards identified in PWS.

7.2.1.5 The Technical Capability factor will be evaluated using the following adjectival rating scheme:

Rating Description

Outstanding Proposal indicates an exceptional approach and understanding of the requirements and contains multiple strengths. Risk of unsuccessful performance is low.

Good Proposal indicates a thorough approach and understanding of the requirements and contains at least one strength. Risk of unsuccessful performance is low to moderate.

Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Risk of unsuccessful performance is no worse than moderate.

Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies.

7.2.2 Factor 2: Past Performance/ Relevant Experience Evaluation.

6 | P a g e

The Government will evaluate the offeror's record of past performance to assess the level of confidence in the offeror's ability to successfully perform the required services. The evaluation will focus on recency (performed within the last three years) and relevancy (similar in size, scope, and complexity to

PWS).

7.2.2.1 The Past Performance factor will be evaluated using the following confidence rating scheme:

Rating Description

Substantial Confidence

Based on the offeror's recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence

Based on the offeror's recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence

No recent/relevant performance record is available or the offeror's performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

Limited Confidence

Based on the offeror's recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence

Based on the offeror's recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

7.2.3 Factor 3: Price. The Government will evaluate the proposed total price for reasonableness, completeness, and accuracy.

7.2.3.1 Reasonableness: Evaluated by comparing proposed prices against the Independent Government Estimate (IGE), historical pricing, and competing offers.

7.2.3.2 Completeness: Evaluated to ensure the offeror has provided pricing for all required CLINs and confirmed that the pricing is all-inclusive (including taxes and off-site staging fees).

7.2.3.3 The DBA Insurance Estimate (CLIN 0004) is informational only and will not be included in the total evaluated cost used for the award decision.

The Government may award without discussion; however, the Government reserves the right to conduct discussions if deemed in the Government’s best interest.

A written notice of award or acceptance of an offer, within 60 calendar days or receipt of offer, shall result in a binding contract without further action by either party. The Government may accept an offer or part of an offer, whether there are negotiations after its receipt, unless a written notice of withdrawal is received prior to award.
