EVALUATION OF QUOTATIONS

E.1 Basis for Award

The Government intends to award a contract to the responsible quoter whose quotation represents the best overall value to the Government.

Award may be made to other than the lowest-priced quoter.

FACTOR 1 – TECHNICAL CAPABILITY

Evaluation Focus

The Government is particularly interested in the quoter's demonstrated ability to:

• Recruit and retain qualified psychiatrists;

• Maintain continuous clinical coverage;

• Provide qualified replacement personnel;

• Support timely credentialing and onboarding;

• Perform successfully in rural, Tribal, and underserved healthcare environments;

• Maintain effective provider oversight and quality assurance processes.

The Government will evaluate:

A. Staffing and Recruitment Capability

B. Continuity of Operations

C. Credentialing and Privileging Support

D. Quality Assurance and Contract Management

E. Corporate Experience

F. Staffing Control and Management Responsibility

The Government may assess increased performance risk where critical contract functions are substantially dependent upon third-party staffing arrangements over which the quoter demonstrates limited management control.

Technical Ratings

Outstanding - Quotation indicates an exceptional approach and understanding of the requirements and contains multiple strengths. Risk of unsuccessful performance is very low.

Good - Quotation indicates a thorough approach and understanding of the requirements and contains at least one strength. Risk of unsuccessful performance is low.

Acceptable - Quotation meets requirements. Risk of unsuccessful performance is no worse than moderate.

Unacceptable - Quotation fails to meet requirements or contains one or more deficiencies.

Risk of unsuccessful performance is unacceptable. The quotation is not eligible for award.

FACTOR 2 – PAST PERFORMANCE

The Government will evaluate the recency, relevance, and quality of past performance.

Confidence Ratings:

• Substantial Confidence - Based on the quoter's recent and relevant performance record, the Government has a high expectation that the quoter will successfully perform the required effort.

• Satisfactory Confidence - Based on the quoter's recent and relevant performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort.

• Neutral Confidence - No recent or relevant past performance record is available, or the record is so sparse that no meaningful confidence assessment can be reasonably assigned.

• Limited Confidence - Based on the quoter's recent and relevant performance record, the Government has a low expectation that the quoter will successfully perform the required effort.

• No Confidence - Based on the quoter's recent and relevant performance record, the Government has no expectation that the quoter will successfully perform the required effort.

Information obtained from Past Performance Questionnaires, CPARS, customer references, and other available sources may be considered in determining the Government's overall confidence assessment.

FACTOR 3 – PRICE

The Government will evaluate:

• Completeness

• Reasonableness

• Balance

Total Evaluated Price: Base + All 4 option years

Relative Importance

Technical Capability is more important than Past Performance.

Past Performance is more important than Price.

When combined, Technical Capability and Past Performance are significantly more important than Price.

As quotations become more equal under the non-price factors, Price becomes increasingly important.

Best Value Tradeoff

The Government may determine that a higher-priced quotation represents the best value when the additional benefits associated with superior Technical Capability and/or Past Performance justify the associated price premium.

SECTION F

AWARD AND ADMINISTRATIVE INFORMATION

F.1 Evaluation of Options

The Government will evaluate the total price of the base period and all option periods in determining the Total Evaluated Price.

F.2 Option to Extend the Term of the Contract
