About this file

This is a Request for Qualifications (RFQ) bid tab document issued by the Town of Farragut, Tennessee, for professional right-of-way acquisition services related to a federally funded roadway improvements project on Virtue Road and Boyd Station Road in Knox County. The selected firm will be responsible for acquiring right-of-way, permanent drainage easements, slope easements, and construction easements on approximately 23 property tracts with no relocations required. The RFQ requires submission of one original and three copies of qualifications statements to the Town's Finance Department by March 31, 2026, at 2:00 PM. Critical deadlines include questions due by March 24, 2026, intent to award on April 15, 2026, and board approval and contract signing scheduled for April 22, 2026. The Town reserves the right to conduct interviews and may proceed with a second round of evaluations. Primary deliverables include procuring TDOT-approved service contracts for licensed appraisers, qualified negotiators, closing agents, and relocation agents; notifying property owners of acquisition or impacts; and coordinating all activities with the Town's Appraiser Reviewer and TDOT Right of Way offices.

Evaluation criteria are weighted as follows: demonstrated abilities in completing appraisal reviews (25 percent), experience with TDOT local programs projects (25 percent), qualifications and availability of staff (20 percent), ability to meet schedules (15 percent), and evaluations on prior projects with TDOT, the Town of Farragut, and other clients (15 percent). All respondents must hold current TDOT approval as acquisition/relocation consultants and possess Tennessee licensure or certification to conduct real estate appraisals consistent with the Uniform Standards of Professional Appraisal Practices (USPAP). The appraiser, negotiator, closing agent, and review appraiser positions must be filled by separate individuals, and all personnel involved in the acquisition process must have no financial interest in the properties being acquired. The RFQ document does not specify set-aside designations, identify incumbent vendors, or provide specific budget ranges for the contract award. The project is federally funded under Grant PIN 132927.00 and Federal Project STP-M-9109(195).
