About this file

This is an addendum to a Request for Qualifications (RFQ) issued by the Town of Farragut, Tennessee, for professional right-of-way acquisition services related to a federally funded roadway improvements project on Virtue Road and Boyd Station Road in Knox County. The selected firm will be responsible for acquiring right-of-way, permanent drainage easements, slope easements, and construction easements on approximately 23 property tracts with no relocations required. The primary responsibilities include procuring TDOT-approved service contracts for licensed appraisers, qualified negotiators, closing agents, and relocation agents; notifying property owners of acquisition or impacts; and coordinating all activities with the Town's already-procured Appraiser Reviewer and TDOT Right of Way offices. Critical deadlines include questions due by March 24, 2026, RFQ opening on March 31, 2026, at 2:00 PM, intent to award on April 15, 2026, and board approval and contract signing scheduled for April 22, 2026. Respondents must submit one original and three copies of their qualifications statement to the Town's Finance Department at 11408 Municipal Center Drive, Farragut, Tennessee 37934.

All responding firms must hold current TDOT approval as acquisition/relocation consultants and possess Tennessee licensure or certification to conduct real estate appraisals consistent with the Uniform Standards of Professional Appraisal Practices (USPAP). Personnel involved in the acquisition process must have no financial interest in the properties being acquired, and the appraiser, negotiator, closing agent, and review appraiser positions must be filled by separate individuals to avoid conflicts of interest. Required certifications include Drug-Free Workplace, Iran Divestment Act compliance, Non-Boycott of Israel, debarment and suspension clearance, Title VI Assurance, Equal Employment Opportunity compliance, and a Non-Collusion Affidavit. The RFQ document does not specify set-aside designations for disadvantaged enterprises, small businesses, or other protected categories, nor does it identify incumbent vendors or specific budget ranges. The contract is federally funded under Grant PIN 132927.00 and Federal Project STP-M-9109(195), with the Town reserving the right to conduct interviews, proceed with a second round of evaluations, reject any and all responses, negotiate with qualified responders, or cancel the solicitation in part or in its entirety.
