About this file

This Addendum 2 modifies the Request for Qualifications (RFQ) issued by the Town of Farragut, Tennessee, for professional right-of-way acquisition services on the Virtue Road and Boyd Station Road improvement project. The Town seeks a qualified firm to manage the acquisition of right-of-way, permanent drainage easements, slope easements, and construction easements across approximately 23 property tracts with no relocations required. The selected firm will procure TDOT-approved service contracts for licensed appraisers, qualified negotiators, closing agents, and relocation agents; notify property owners in writing of acquisition or impacts; and coordinate all activities with the Town's already-procured Appraiser Reviewer and TDOT Right of Way offices. Proposals must be submitted in hard copy format to the Town of Farragut, Procurement/Finance Department, 11408 Municipal Center Drive, 2nd Floor, Farragut, Tennessee 37934, by no later than 2:00 PM Eastern Time on March 31, 2026. All questions must be directed via email to Anissa Pratte, Staff Accountant at apratte@townoffarragut.org, who serves as the sole point of contact. Late proposals will be rejected as nonresponsive, and proposers must acknowledge receipt of all issued addenda or their bids will be rejected.

The Town will not accept electronic proposal submissions and requires one original and three copies of qualifications statements. Respondents must hold current TDOT approval as acquisition/relocation consultants and maintain Tennessee licensure or certification to conduct real estate appraisals consistent with USPAP standards. Evaluation will be based on demonstrated abilities in appraisal reviews (25 percent), experience with TDOT local programs projects (25 percent), staff qualifications and availability (20 percent), ability to meet schedules (15 percent), and prior project evaluations with TDOT, the Town of Farragut, and other clients (15 percent). The addendum clarifies that only written communications via official addenda are binding; verbal representations are not binding on the Town. Intent to award is scheduled for April 15, 2026, with board approval and contract signing on April 22, 2026. The Town reserves the right to conduct interviews, reject any or all responses, negotiate with qualified responders, or cancel the solicitation in part or in its entirety.
