About this file
This is a Request for Quotes (RFQ) #2025-39 issued by Clackamas County, Oregon, specifically the Public and Government Affairs (PGA) division, seeking a two-year contract for magazine printing and bulk mailing services. The RFQ involves printing an annual resource guide for county residents, with an estimated volume of 180,000-190,000 publications, typically distributed in May. The printing specifications require an eco-friendly, Forest Stewardship Council-certified paper, with a page count ranging from 24-40 pages (typically 32 pages), using full color printing, saddle-stitch binding, and including a black-only plate change for mailing variations.
The contract requires the selected printer to maintain an up-to-date county mailing list, provide bulk mailing indicia, and deliver publications to the post office. Minimum printer qualifications include at least three years of experience in printing and bulk mailing similar publications, ability to complete orders within three weeks of final proof, and providing three examples of previous similar work. The pricing proposal must include detailed costs for printing and mailing at different page counts, with a 3% inflation calculation for years 2 and 3, and an anticipated increase of 4,000 households per year. The county reserves the right to explore a digital magazine platform option and will evaluate quotes based on factors including firm experience, staff qualifications, pricing, references, and project completion approach.
