About this file

This document is the Response to Clarifying Questions for Request for Quotes (RFQ) #2021-102 issued by Clackamas County, Oregon for the Bolton Pump Station Control Panel and Variable Frequency Drives project. The RFQ is seeking quotes to purchase a control panel and three variable frequency drive panels. The key details include a lump sum not-to-exceed price of approximately $135,000 for the project, with the intent for vendors to submit their best/lowest price. The specifications take precedence over the plans, and the plans should be followed regarding the disconnect for the VFDs, as there is a disconnect in the MCC that is in direct sight and less than 50 feet away. The control panel supplier shall fabricate and install a physical barrier to separate the intrinsically safe circuits from other panel components if there is not sufficient room per UL698A requirements.

The pricing for the project is a lump sum not-to-exceed amount, with the award to be made based on the aggregate total of the control panel and three VFD panels. There are no set-asides mentioned, and no information provided regarding any incumbents or the current contracting environment. The funding requirements and sources are not specified in the document.

REQUEST FOR QUOTES #2021-102

Bolton Pump Station Control Panel and Variable Frequency Drives

RESPONSE TO CLARIFYING QUESTIONS

December 22, 2021

Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFQ as published.

1. A "not-to-exceed lump sum price of” is the only guideline associated with the price cap for this project. Could you please provide us the not to exceed amount for this project?

Answer: The District is seeking a lump sum no-to-exceed price of the project per the published specifications and drawings. The lump sum prices are to be submitted for one control panel, and three VFD panels. The intent is for vendors to submit their best/lowest price to achieve the requested product(s) with the award per the aggregate total of the control panel and three VFD panels.

The engineers estimated total is $135,000.00.

2. Section 40 92 00 requires a flange-mounted disconnect, with a molded-case circuit breaker, whereas the VFD panel drawings show a normal enclosure with three-point latch and a fuse block. Should the specification or the drawing set take precedence if the two disagree?

Answer: The specifications have precedence over the plans, however the Plans should be followed. A disconnect for the VFD’s are not required because there is a disconnect in the MCC that is in direct site and less than 50 feet away.

See addendum #3, issued December 22, 2021 for the correction.

3. The IS barriers shown on drawing IC-3 do not appear to have adequate space to meet UL698A requirements in the enclosure shown in the drawings. Would upsizing the panel, or providing a second enclosure for IS barrier be allowed?

Answer: The lower right corner of the control panel is reserved for intrinsically safe circuits. If there is not sufficient room per UL698a, the panel supplier shall fabricate and install a physical barrier to separate the intrinsically safe circuits from other panel components. The physical barrier eliminates the need for more physical space separation.

See Addendum #3, issued December 22, 2021 for the correction.
