SECTION B – STATEMENT OF WORK

1 BACKGROUND AND PURPOSE

1.1 The U.S. Embassy in Canberra is committed to maintaining the safety, functionality, and long-term serviceability of its facilities and associated infrastructure, including the Deputy Chief of Mission Residence (DCMR). As part of this commitment, it has been identified that the existing driveway at the DCMR has experienced progressive deterioration, including widespread potholes, surface cracking, pavement deformation, and localized structural failures. These conditions have adversely affected the integrity and performance of the asphalt pavement and have been exacerbated by prolonged exposure to water ingress.

1.2 A condition assessment of the driveway has identified inadequate stormwater drainage as a primary contributing factor to the observed pavement failures. Poor drainage performance has resulted in water ponding, subgrade saturation, and accelerated deterioration of the asphalt surface. In addition, the existing stone edging along the driveway is significantly deteriorated and missing in several sections, resulting in insufficient edge restraint and further contributing to pavement breakdown at the edges.

The current condition presents operational, safety, and maintenance risks, including vehicle damage, trip hazards, reduced skid resistance, and increased ongoing maintenance costs. If left unaddressed, these issues are expected to worsen, leading to further structural failure of the driveway and increased remediation costs.

1.3 The purpose of this Scope of Work is to undertake comprehensive stormwater drainage repairs and rehabilitation works, together with the removal and replacement of the deteriorated asphalt pavement at the DCMR driveway. The scope also includes the removal of the existing stone edging and its replacement with 150 mm concrete kerbs to provide effective edge restraint and improve the long-term performance and durability of the driveway. The proposed works aim to rectify existing drainage deficiencies, restore proper surface water management, and reinstate a durable, safe, and compliant driveway suitable for ongoing vehicular use. All works will be designed and executed in accordance with relevant Australian Standards, industry best practices, and applicable ACT regulatory requirements.

2 GENERAL REQUIREMENTS

2.1 The Contractor shall provide personnel, material, equipment, and supervision to complete the technical requirements in this SOW. The Contractor shall be responsible for hiring labor and equipment and shall follow security and safety protocol as directed by the U.S.

Embassy.

2.2 Historic Preservation Expertise Requirements: Ensure the successful historic preservation of the DCMR.

2.3 The Contractor shall survey the work location to identify, verify, and record dimensions and existing conditions to prepare shop drawings, bills of materials, time schedules, quality control schedules, and construction costs. These documents shall provide the necessary coordination and communication between the Embassy and Contractor for the project.

2.4 The Contractor shall be required to complete as expeditiously as possible. The residence will not be occupied during the execution of this contract. The Contractor shall coordinate with the Contracting Officer for work phasing and job sequencing with work commencing and completion dates. The Contractor shall submit a phasing plan with construction schedule for review and approval prior to commencement of work at the site. The Contractor is required to complete the entire work no later than four months from notice to proceed.

2.5 The Contracting Officer will evaluate all brand name products included in the scope of work in accordance with FAR Clause 52.211-6 Brand Name or Equal.

2.6 Normal operations at the U.S. Embassy are 0700 to 1800 hours Monday through Friday.

The Contractor shall perform work during normal working hours to the maximum extent possible and coordinate any after-hours work in writing no less than seven (7) days in advance with the Facility Manager (FM). Identify any site-specific limitations or restrictions on working hours (e.g., work that generates excessive dust in occupied areas or work involving high levels of noise (e.g., core drilling) shall be performed outside the embassy’s normal hours of operation.

3 SCOPE OF WORK
